Everyone saw the budget of the executive; the excesses therein were criticized appropriately (e.g Aso villa clinic, feeding, purchase of exotic cars for visiting Head of states, etc).

Till now, the National Assembly has refused to make its own budget public, and sadly, no one is talking about it, including the twitter senator.

This is where the labour unions and the political activists should come in! We need transparency in governance at all levels! Not only at the presidency.

Despite cash crunch, public outcry, Saraki takes delivery of new N330million exotic cars



The Senate President, Bukola Saraki, has taken delivery of new exotic cars purchased by the National Assembly management for his official use, brushing aside widespread criticisms against such lavish spending at a time of national economic crisis.

PREMIUM TIMES had exclusively reported that the Nigerian legislative body proposed to splash about N4.7 billion on at least 400 vehicles for leaders and members of the Senate and House of Representatives.

Among the proposed vehicles were 10 top-of-the-range cars for Mr. Saraki and his official convoy.

Our market survey showed the vehicles cost N329, 515,625 – more than the budgetary allocations for many government schools.
The report triggered a firestorm of reaction from Nigerians, including President Muhammadu Buhari and former President Olusegun Obasanjo, who urged the National Assembly to shelve the plan.

Mr. Buhari said he had rejected a proposal for new vehicles to be purchased for him as part of 2016 budget expenditure.
“I turned down a N400 million bill for cars for the presidency, because the vehicles I am using are good enough for the next 10 years,” the president said during his first media chat.

Former President Olusegun Obasanjo also wrote members of the National Assembly asking them to jettison the plan to buy official vehicles.
“Whatever name it is disguised as, it is unnecessary and insensitive,” Mr. Obasanjo said. “A pool of a few cars for each Chamber will suffice for any Committee Chairman or members for any specific duty. The waste that has gone into cars, furniture, housing renovation in the past was mind-boggling and these were veritable sources of waste and corruption. That was why they were abolished. Bringing them back is inimical to the interest of Nigeria and Nigerians.”

But PREMIUM TIMES can report today that the National Assembly management ignored such concerns and, finalised procurement processes for the vehicles, and indeed took delivery of them for Mr. Saraki.

At least four of the 10 vehicles meant for Mr. Saraki have already been delivered by Lanre Shittu motors and the lawmaker has since put them to use.

Officials briefed about the matter told this newspaper that procurement process for the purchase of vehicles for the senate president was concluded since December.

However, like Mr. Saraki, the tenders board agreed the purchases be made in batches due to paucity of funds, our sources said.

Stressing what the Senate spokesperson, Aliyu Sabi, had earlier said, the source said procuring new vehicles for Mr. Saraki became a “matter of priority” because “the current cars are old and already developing faults”.

PREMIUM TIMES obtained tender documents for the 10 cars Mr. Saraki requested.
In the document, the National Assembly sought to purchase a 2016 model Mercedes Benz S550, four 2016 Toyota Prado jeeps, four 2016 Toyota Hilux SS (Auto) as well as a 2016 model Toyota Hiace Bus.

PREMIUM TIMES’ independent market evaluation showed the cars cost as follows: 1Nos.Mercedes Benz S550 (N49, 020,625); 4nos. Toyota Prado (N149, 650,000); 4nos Toyota Hilux SS (N102, 407,500) and 1Nos. Toyota Hiace Bus (N28, 437,500).
At N250 to the dollar, PREMIUM TIMES estimated the total cost of the purchase at N329, 515,625.

The four cars delivered yet, and confirmed by this paper, are three Toyota Prado SUVs and one Mercedes Benz S500.

[/b]PREMIUM TIMES also confirmed that the procurement processes for the purchase of 120 Toyota Land Cruisers for the remaining 119 Senators were also concluded last December.

The tenders board also agreed to shelve the plan temporarily due to “paucity of funds.”

A source said senators however continued to pressure the Committee on Senate Services, which in turn put pressure on the National Assembly management to immediately conclude the procurement.

An estimated N4.7billion would have been spent by the time the acquisition of cars for Mr. Saraki and his 108 colleagues are completed.
A cocktail of illegalities

As we reported in an earlier story, the acquisition of cars for senators is a violation of the monetisation policy of the federal government.
Under the policy, no new vehicles should be purchased by any agency of government for use by officials.

Rather, public officers and political office holders are to receive 250 per cent of their annual basic salary as motor vehicle loan, which translates to N5.07 million for each senator.

Our sources at the National Assembly said the Senators got these loans before also proceeding to acquire these new Toyota Land Cruisers.
Also, the President of the Senate is said to have inherited the vehicles used by his predecessor, and Senate insiders say “he really does not need new cars as the one he uses are in top condition”.

But even if he needs new cars, the number being acquired for him is in excess of what the law provides.
According to the Revenue Mobilisation, Allocation and Fiscal Commission, the Senate President is entitled to a maximum of six vehicles, and not 10 as being bought for him.

He is entitled to two official cars, one pilot car, one protocol/press car, one ambulance and one security car.
Members of the two chambers of the national assembly are renown for their taste for exotic vehicles even after receiving monetary pay in lieu of official vehicles based on the provisions of the law.

The Senate had in the last legislative session bought Toyota Prado Jeeps for each Senator at the cost of over N1.3 billion, coming after both chambers had also bought Toyota Camry, for Senators and Peugeot vehicles for members of the House of Representatives.

The allegedly shady deal involved in the purchase of the Peugeot vehicles formed part of the charges against then Speaker Dimeji Bankole when he was taken to court after completing his term.

What N4.7billion can do If deployed towards enhancing healthcare delivery, N4.7 billion can be used in building 235 primary health care centres across Nigeria (enough for at least 6 health care centres in each state) at the cost of N20 million each.

The money, N4.7 billion, can also provide over 470,000 children with insecticide-treated mosquito nets at N10,000 each, saving them from the scourge of malaria which today kills more than 300,000 Nigerian children under the age of five annually and responsible for 11 per cent of maternal mortality cases yearly, according to experts at the Malaria Action Programme for States (MAPS).

Still on healthcare, over 10 million Nigerian kids could get complete malaria treatment dosage, at N460 if the N4.7 billion was directed to this life-saving purpose.

If that money is spent on boosting yield of farm produce, the amount can cover the cost of procurement of about 626,667 bags of fertilizers for Nigerian farmers at N7,500 each.

The money –N4.7 billion – can also offset a six-month wage bill of 40,000 minimum wage workers presently owed salary payment by some state governments seeking bailout from the federal government.

In order to provide conducive learning environment in schools, 470,000 sets of school furniture, comprising table and chair at N10,000 each, can be procured at the cost of N4.7 billion. Yet kids sit on bare floors to study in many schools across the country while the parliamentarians gets N4.7 billion to buy cars.

In the housing sector, at N7million per piece, the country can provide 671 additional cheap housing for citizens; and provide 51 thousand households with potable water at N92,000 per household connection.

The Director of Social Media of Nigeria’s leading opposition party, the Peoples Democratic Party (PDP), Mr. Deji Adeyanju has petitioned the Inspector General of Police alleging that one Segun Dada, an aide to President Muhammadu Buhari has threatened to kill him.

In an open letter to the IGP made available to our reporter on Saturday, Mr. Adeyanju noted that he was being targeted for elimination owing to his vocal criticisms in the social media of the government of President Buhari. Below is the full letter:

AN OPEN LETTER TO THE INSPECTOR GENERAL OF POLICE

One Segun Dada, Aide to President Buhari has Threatened to Kill Me

Dear Inspector General of Police, Sir,

I write you this letter out of urgency and a genuine desire to prevent any tragedy from befalling me. I am the Director New media of the People’s Democratic Party (PDP), Nigeria’s main opposition political party. As a politician and an influential voice in our great country, I have come under several online attacks by members of the ruling All Progressives Congress (APC) who support president Muhammadu Buhari. They see my criticism of the president as a sacrilege and an affront on their decision to support Buhari.

I have repeatedly said that I am entitled to my opinions at all times and owe nobody any apology for my opinions but they daily attack my views and opinions and go the extra mile to always defame and malign my name calling me all sorts of despicable names. This has resulted into a civil case of defamation instituted by me against one Japheth Omojuwa at Hight Court of the Federal capital Territory. This same Japheth who works in tandem with Segun Dada has continued to malign me. I have always ignored them because I felt they were been childish and taking politics too far until the events of yesterday, the 26th of February, 2016.

I had posted a comment on social media about the embattled former minister of Interior, Abba Moro, only for one Segun Dada who claims to be working in Aso Rock to come and start attacking me calling me all sorts of names like: murderer, cultist, etc. They have continued to defame and malign me for the past 1 and half years ever since the said Japheth made unfounded allegations against me of being a member of the Goodluck Jonathan Killer Squad, a murderer who escaped justice, a former cultist, etc. Out of maturity, I have restrained myself from responding to them since I had already sued the originator of the story, but Segun Dada will just not stop. He went on and on about the matter and said he will say all these allegations to my face. So we agreed to meet yesterday, Friday the 26th to clear issues. I went to the venue of the meeting at Sofa Lounge only to find him drunk and immediately he saw me, he flared up after I subtly told him we should talk. He pushed me away and broke a Vodka bottle to stab me,

An attempt which I succeeded in dodging. People sitting in the club gathered round and tried to collect the bottle from him but he resisted and broke about 2 other bottles and 3 glass cups in the Lounge. It took the club bouncers to restrain him and the bouncers practically carried him out of the club. He was so drunk to the extent that he removed his shirt and trousers. When I went outside the club, he kept shouting: “Deji, I will kill you. That is a promise.” I have about 4 witnesses who heard him saying he would kill me.

I have decided to make this report to prevent him from taking my life as I have become afraid and knowing full well that he might not be acting alone, they might decide to carryout this threat. When I consider what happened three weeks ago when his accomplice, Japheth Omojuwa invaded our privacy by posting online chats from one of our PDP WhatsApp Group that are confidential and distributed same and our phone numbers to their APC thugs who kept calling me and other members of my Directorate to threaten them. I am convinced in my mind that Segun Dada is capable of carrying out his death threats with the help of none state actors, some of who have already been calling us threatening us because we are criticizing president Buhari who they see as a god that cannot be criticized.

In conclusion, I wish to appeal to you to look into this matter urgently with the view of properly investigating it and offering me adequate protection from those who threaten my life. I have already reported the incident of yesterday to the police close to my house who have assured me they will act on it speedily but I still wish to put you on notice sir.

That Cheta guy really embarrassed me with those his petty utterances. I used to know him as an unbiased analyst on Smooth FM Newspaper review, which is usually done 7:30-8:00am on weekdays.

Wife of the immediate past Chief of Air Staff, CAS, Mrs. Lara Amosu has been arrested by operatives of the Economic and Financial Crimes Commission in connection with the raging arms procurement scandal. This was after her husband was arrested a fortnight ago by the EFCC over his involvement in the diversion of funds meant for the purchase of arms.

It was gathered that Mrs. Lara Amosu has been in the custody of the EFCC in Lagos for the past one week following the alleged discovery of about N3bn in her bank accounts. The money is believed to be owned by Amsu.

Impeccable sources told New Telegraph that other properties traced to the former CAS were also being held by his wife and children. She is reported to have been picked up by the EFCC operatives last week in Abuja, with her lawyer battling without success to get her released.

“Shortly after Amosu was picked up in Abuja, his wife, Lara, was subsequently arrested. Investigations conducted showed that some of the monies the former Chief of Air Staff made through some contracts and procurements in NAF were traced to his wife’s accounts.

“About N3 billion was traced to the wife’s accounts while some assets acquired by the former service chief was in her name and some others in her company’s name. “So, Lara is an accessory to a crime. The proceeds with her are from the arms funds. As we prosecute her husband, she must also be held accountable,” the newspaper was told.

It was gathered that the EFCC retrieved $1 million cash from Amosu’s residence in Badagary, Lagos. The money, in foreign currency, was retrieved when EFCC operatives carried out a search on Amosu’s residence in Badagry.

A source was quoted as saying: “In continuation of the investigation into the arms probe, the EFCC operatives took Amosu to his residence in Badagry. After a thorough search of the residence, a fresh small ‘soakaway’ pit was discovered in the compound. The operatives suspected foul play, which informed the breaking of the ‘soakaway’. Surprisingly, $1 million was found in it. The money was subsequently confiscated.”

EFCC Arrests Amosu’s Wife, Recovers $1mn From Soakaway Pit

The Economic and Financial Crimes Commission (EFCC) has arrested the wife of the immediate past Chief of Air Staff (CAS), Air Marshal Adesola Amosu (rtd) in relation to the ongoing investigation into the $2.1 billion arms procurement fund.

oday.ng reports that Mrs. Lara Amosu was arrested last week in Abuja by EFCC operatives, adding that she has been in the anti-graft custody in Lagos since last week.

A source disclosed that Lara’s lawyer has been making attempts to secure her release but had not gotten any positive result.

She was arrested after the sum of N3 billion was traced to her bank accounts. The money is believed to be part of the sum her husband is being probed for.

The source further hinted that some properties belonging to the former CAS were also held in trust for him by Lara and her children.

There were earlier reports that the anti-graft watch dog discovered a whooping sum of N17.5 billion in the accounts of wives of three airforce chiefs. The monies were reportedly disseminated in various banks accounts.

A source acquainted with the ongoing arms probe disclosed that N13 billion was traced to the bank accounts of the wife of a retired Air Vice Marshal, who held strategic position in the Nigeria Air Force (NAF), adding that N1.5 billion was also discovered in the account of another serving senior officer. These officers handled the finance, budget and accounts of NAF.

The source said: “Shortly after Amosu was picked up in Abuja, his wife, Lara, was subsequently arrested. Investigations conducted showed that some of the monies the former Chief of Air Staff made through some contracts and procurements in NAF were traced to his wife’s accounts.

“About N3 billion was traced to the wife’s accounts while some assets acquired by the former service chief was in her name and some others in her company’s name.

The EFCC arrested Amosu, Adigun, and Air Commodore O. Gbadebo two weeks ago over their involvement in the $2.1 billion arms scandal.

It was gathered that the EFCC flew the indicted officers to Lagos in an airforce aircraft. They were allegedly discreetly kept in a hotel. The EFCC mobilised the indicted officers to assets traced to them and suspected to have been acquired with monies gotten from the arms deal. The anti-graft agency had sealed off some of the said properties.

The Federal Government on November 30, 2015 directed the EFCC to prosecute the ex-CAS, who is also being investigated for over 10 NAF contracts totaling $930,500,690 awarded to Societe D’ Equipments Internationaux (SEI) Nig Ltd. between January 2014 and February 2015.

The probe panel disclosed that the contacts award letters show misleading delivery dates, suggesting fraudulent intention in the award process.

However, the EFCC had asked Amosu and others, who are still being detained over the $2.1bn arms deal, to refund some money or contract sums traced to them, but they have remained adamant.

All what this Senior Advocate of Cr****ls is good at is throwing technicalities at the path of justice.

He did same for the Abachas, tried for Saraki, he is also the lawyer of Dansuki.

A lot of mofos have been throwing tantrums at Mr President that why has Dansuki's trial not started.

Ironically they are the ones also crying for rule of law to be followed. That Dauda has been trying his usual tricks by using technicalities to delay the case going to proper trial, but he'll definitely fail.

Ruling will be given on Mon on that Dansuki's case. It must proceed to proper trial just like Metuh's case.

All yam eaters must face trial. They also have a right to defend themselves in court.

Breaking News: You must face CCT trial, Supreme Court tells Saraki

The Supreme Court on Friday told the President of the Senate, Dr. Abubakar Bukola Saraki, that he must return to the Code of Conduct Tribunal to face trial in the suit instituted against him over false declaration of assets.

The Supreme Court dismissed all the grounds Saraki brought for determination by the apex court in seeking to discontinue his trial by the CCT.

In a judgement delivered early on Friday, the apex court held that Saraki’s suit lacked merit and as such he should return to the Tribunal to answer to the charges against him.

The request by Saraki to declare the sitting of just two members of the CCT as invalid was overruled by the Supreme Court.

The apex court said by virtue of Section 28 of the Interpretation Act, the sitting of two members was valid.

The apex court also said the intention of the law establishing the CCT is to make its proceedings criminal.

It also said the Tribunal has quasi jurisdiction and so can issue bench warrant contrary to the position of Saraki.

I passed through this route during the construction of the drainage, and I can assure u a standard job was done.

If the drainage is properly done, the problem is half solved.

So u are very wrong, the road will last more than one year. The construction has started a while now.

You are actually the one suffering from chronic ignorance. Why are u overhyping justices of the law??

For goodness' sake they are not DSS agents. That u live in a village and don't get to see Justices of the law except maybe once in 5yrs doesn't mean that is the norm.

There is no big deal in that. Go and check most cases reported by the media, they usually have the name of the judge and his verdict clearly written there. Their work is not a secret service work.

Kindly heal yourself of ignorance.

The original idea in the thread and the OP in no way bore political sentiment. It is your own prejudiced mind that is making it seem so.

The thread is in response to the growing popularity of the supreme court. The thread is meant to educate ignorant folks like you about Justices of the supreme court.

They are not spirits. They are also blood and flesh like the Executive and the Legislature and people deserve to know them.

Besides this Topic is a reaction to the rulings of the supreme court which did not favour the APC.

The person who opened this thread can't without research tell the judges who ruled in favour of APC neither did he find it necessary to publish their details for public scrutiny.

We are degrading our society because of party politics. Judges are not public figures please.
What is this one saying? These are public officials who should be known by majority of citizens.

Every public official who is sure of his integrity should not be afraid of public scrutiny. This is not a military regime, or the olden days with few educated who in turn tell fables to the less educated.

You must be a serious joker to imagine that getting people to know the supreme court justices we have is tantamount to degrading our society.

Judges are public workers and are subject to the scrutiny of the public.

He definitely can't be everywhere. The only blame I can mete out to him is just that he chose the wrong set of people to work with him.

Also, his body language and naive approach to governance gave a lot of people the leeway to do as they like without the fear of repercussions.

It will definitely increase revenue. Officers of the custom service are the number 1 economic saboteurs of the govt.

If customs can be sanitised, revenue will definitely increase. A lot of those custom officers are millionaires.

They are millionaires by virtue of illegal money that was supposed to go to the treasury.

THE Comptroller General of Nigeria Customs Service (NCS), Col Hameed Ali (rtd) has accused some officers of allegedly facilitating midstream discharge of cargo and berthing of ships at illegal locations.

It was not clear as at press time if any Customs officer has been sanctioned over the alleged breach of the nation’s rules and regulations regarding the berthing of ships/vessels.

In a circular issued by Deputy Comptroller General (Exc.FTZ & Ind. Inc), G.O. Adeyemo , the Customs Boss said: “Intelligence reports reaching headquarters indicate some form of compromise by officers, where deliberate acts of impunity are perpetuated through illegal berthing of ships/vessels and mid-stream discharge of cargo other than officially designated Customs Ports despite existing circulars.

“In effect, I am directed to re-iterate and convey the Comptroller-General of Customs directive on strict enforcement of the Extant Laws and circulars in that regard (Ref.S.12 (1) & (4) of the CEMA).

“That on no circumstance should any ship/vessel coming in from foreign, berth at any other place other than the conventional ports, first”.

The circular dated January 21, 2016 explained that where any of such ship/vessel is Free Zone bound or designate, “it shall set sail thereafter under official escort of the Enforcement Unit of the Command for further official processes”.

The circular titled: “Re: Reminder on illegal Berthing of Ships/Vessels & midstream discharge of cargo other than Customs Ports,” has been forwarded to all Deputy Comptroller Generals (DCGs), Assistant Comptroller Generals (ACGs), Zonal Coordinators, Customs Area Controllers, Controllers Federal Operations Unit (FOU A-D) and Controllers E & WM Commands.

Nice one! We need total sanitising of the Custom service. If this is well carried out, Nigeria's income from Customs will almost double compared to what obtains before.

DSS cunningly arraigned him on some petty charges before the magistrate court, which was bailable. And he obtained bail from the court. Not acquittal. You may need to confirm the meaning of acquittal.

Magistrate courts does not have the jurisdiction to hear cases bordering on treason.

DSS simply rearrested him based on allegations of treason, which is a totally new and fresh charge different from what he obtained bail for at the magistrate court.

DSS then cunningly again held on to him without filing formal charges claiming investigation and evidence gathering is in progress on the new reason he was rearrested, treason.

The Federal High Court in Abuja then ordered the DSS to unconditionally release him if they are not ready to file charges against him. That they cannot hold on to him in perpetuity without filing charges.

DSS then thereafter formally filed charges of treason against him at the High Court; cunningly not running against the ruling of the court.

This is what a lot of folks don't properly understand. DSS has not flouted any court order.

The court said "release him unconditionally if u are not ready to formally file charges against him"

Kindly note the bolded. DSS obeyed this court order by filing charges against him as soon as this order was given, and so had the legal right to still detain him as charges of treason has now been filed against him.

I hope u'll digest this without sentiments.

Hey...slow down a bit, no one said Jonathan sponsored Boko Haram, u re mixing up an already complex issue.

Chibok abduction though related to bokoharam is being considered separately here. Be informed that many atrocities occurred that was swept under the cover of bokoharam but which was never connected to it, but made to seem so to undiscerning public.

Maybe u may need to have a look at the earlier discussions.

The original person I quoted stated that he thinks the Chibok abduction is a scam and never took place.

I then made him understand that if indeed the chibok issue is a scam, it is only GEJ and his cronies that the resources to pull off such a scam.

It is virtually impossible for the then opposition to pull off such a scam without GEJ and his security network knowing. This security network is made up of the DSS, Police, Civil defence, Army, Airforce, NIA, Defence intelligence, informal sources and even intelligence formations of friendly countries. It is impossible!

I say it again, it is impossible for GEJ not to get any info from ALL THESE SOURCES about the 'supposed chibok scam!

If indeed it happened that the scam was pulled by the then opposition and GEJ did not get security information about this or purposely did not release the security information at his disposal to the public, then GEJ would indeed be the greatest dullard of the century to ever grace a leadership position and Nigeria did very well to do away with such an inept and ignorant Leader.

GEJ had under him, the entire security and financial apparatus of the Nigerian govt and this has far reaching implications.

It is only those who don't understand the extent of the security information available to a president, that will think an opposition pulled off such a scam without the incumbent President having facts and figures on the issue.

This then brings us to my own point, that...
