You need to understand the mindset of an average criminal in Nigeria, especially those in govt or security agencies. Their thinking is that everyone is in on it because the system is so rotten. What are you talking about? Are you talking about trains that run solely within the city or those that run inter-state. It's normal for trains to run through undeveloped parts of the state or bush.
