If indications about the 2011 budget proposals are anything to go by, then the [resent administrations plan to provide reasonable electricity after 3 months of election is gonna be based on massive importation of generating sets. The 2011 proposal has the following excerps: The State House (residences and offices of the President and Vice-President) is allocated N21,159,867,112. The proposed recurrent expenditure for the office of the Vice-President is N8,395,543,797. This is broken down into travel and transport (N2,014,658,355); utilities (N263,514,587); materials and supplies (N1,614, 315,741); maintenance services (N2,847,709,086); training (N338,045,242); consult-ancy and professional services (N85,747,680); fuel and lubricants (N197,700,000); miscellaneous (N1,033,853, 106) and loans and advances (N53,830,000). About N54 million is voted for fuelling of plant/generator. Under the proposed capital vote of the vice president, over N3 billion is set aside for buying fixed assets; N30 million is to be spent on office furniture and fittings; over N428 million is voted for computers; N553,594,442 for canteen/kitchen equipment, N403,594,442 for kitchen and household equipment and N150,000,000 for household equipment and materials (for the Vice-President’s residence). More than N4billion is provided for the construction and provision of fixed assets in the State House. Out of this, N1,170,000,000 will be spent on construction/provision of residential buildings; N861,000,000 for electricity (in the State House) N545,000,000 for the construction/provision of infrastructure and N184,000,000 for the construction/provision of recreational facilities N24 million is proposed for one library scanner for the library. The purchase of utility and operational vehicles for the office of the VP is to cost N300 million. The furnishing of the VP’s Guest House at Asokoro is proposed to cost N100 million. The same GEJ that is promising reasonable electricity come 2011 is having the following provision for the 2011 budget. i. ₦861,000,000 for electricity (in the State House) ii. ₦54 million is voted for fueling of plant/generator. Outside of the meaning of this provisions, the colossal amount is so very amusing and smacks of corruption. How much is a 30KVA generator? How many generators would ₦861M buy? In the same 2011 budget, GEJ has ₦24M to buy a scanner outside of the ₦428 million voted for computers! Hmmm and the guy claims to be a saint. |

I want Arsenal to win, and that is as much for the 3 points as it is to have a one-up over the Chelsea fans. However, make no mistake, the league is not won by beating only the Top-4 teams. In 2008, out of the 6 games, we won 4 yet we didn't win the league. We've also beaten all the top 4 and yet fail to win the league. History has a way of repeating itself and revenge is a very strong motivation. Man U are trying to equal Arsenal's Invincibles record, thus we would very much love to end the unbeaten streak. All this points to a fully motivated Arsenal side. Based on this, I predict an Arsenal win, though they have to work at it and the defense has to be focussed for the entire 90 minutes. |
