Foreign Affairs › Saudi Arabia Policy In Focus After Oil Talks Collapse by Amoto94(op): 7:21am On Apr 19, 2016
A central question being asked after the
collapse of oil producers’ talks in Doha over the
weekend is what was driving Saudi Arabia’s shift
to a harder line that ultimately scuppered a
deal?
While the broader regional tensions between
Saudi Arabia and Iran played a part it may be
that the status quo suits Saudi policy goals.
“The Saudis are taking the long view of the oil
markets and recognise that they will no longer
be playing the role they have in the world
economy 50 years from now," said Jason
Tuvey, a Middle East economist at Capital
Economics.
“If oil prices stay where they are it forces more
investment from high-cost oil production off
the market and allows time to force through
the internal economic transformation policies
that [Prince Mohammed bin Salman, the
deputy crown prince] has been pushing for," he
says. “If it hurts Iran in the meantime, then
‘well and good’, they may feel."
The key development in the past year has been
the US$300 billion-to-$400bn of investment
that has been cancelled, particularly in the US
shale oil sector as well as expensive projects in
older provinces such as the North Sea.
US output has fallen by 600,000 bpd from a 40-
year peak last year to about 9 million bpd.
The prolonged oil recession has led to bond
defaults and bankruptcies in the US shale
sector, changing perception about its ability to
bounce back quickly when prices rise, Daniel
Yergin, the vice chairman of the oil consultancy
IHS, has said.
Even with higher oil prices, “companies are
going to be more cautious, their boards are
going to be more cautious, and their banks are
going to be more cautious", he said.
That would put the burden of “swing producer"
on the high-cost producers, which has been
Saudi Arabia’s goal since it precipitated the oil
price collapse nearly two years ago.
There is a growing sense that the unexpected
failure of the deal also reflected Saudi Arabia’s
internal policy machinations. “There seem to
be underlying tensions between [the Saudi oil
minister Ali] Al Naimi and [Prince] Mohammed
bin Salman, given that Mr Al Naimi had
previously agreed to sign up to some
agreement to freeze output," said Mr Tuvey.
The Saudi delegation had agreed to Sunday’s
meeting knowing for weeks that Iran would not
accept a cap until after it had raised its output
back to 4 million barrels per day, the level
before nuclear-related sanctions were imposed
in 2012.
Russia’s energy minister, Alexander Novak, who
had acted as a go-between last month when he
elicited a pledge from Iran that it would at
least consider joining a freeze after it returned
to full production, said Saudi Arabia appeared
to abruptly change course over the weekend.
“We expected an agreement would be reached
and I thought the countries that have come
here did it in a bid to reach an agreement but
not to discuss … countries that did not take
part," he told Russia’s Tass news agency,
referring to Saudi Arabia ’s renewed insistence
that Iran also commit to a freeze.
On Wednesday, Prince Mohammed had said
that the country would agree to freeze only “if
all major producers agree to freeze".
There have been signs at least since the start of
the year that the reformist-minded 30-year-old
deputy crown prince has been meeting
resistance within Saudi Arabia’s oil
establishment, who are wary of his plan to
“privatise" Aramco as a central plank of his goal
to transform the economy and reduce
dependence on oil.
Prince Mohammed “seems to have been
winning in this internal power struggle, and if
that is the case then he probably also was loath
to go back to old strategies to shore up prices,
which reflect back to the disasters of the 1980s
and ’90s", Mr Tuvey said.
According to Mr Yergin, the failure of price
strategies in those decades led to the de facto
end of Opec’s role as a cartel, leaving it more
of a Saudi-led talking shop.
One of the puzzling aspects of the Doha freeze
talks is that they were widely seen as a
symbolic gesture.
Most of the countries that turned up to Doha
already had been struggling to maintain output
levels, or they have shown little inclination to
adhere to any such deals in the past.
The collective output of the Latin American
contingent – Venezuela, Columbia, Ecuador,
Mexico and Bolivia – had fallen to below 8
million bpd in February and last month for the
first time in two years.
Iraq, which has potentially much more capacity
than Iran, has struggled just to maintain
current output because of its internal strife.
The government recently had to issue bonds to
unpaid foreign oil contractors in lieu of the
billions of dollars they are owed.
Meanwhile, Russia, which is one of the few non-
Opec countries that have been increasing
production, was fluid in its interpretation of the
previous Opec/non-Opec output deal at the
start of the century. Mr Novak last month said
any deal would apply to Russia’s production “but
not exports", which have been rising sharply.
“It was only ever going to be symbolic, but
symbolic matters for the market," said Cyril
Widdershoven, a partner in the energy risk
consultancy Verocy.

HQ Nigerian Army RE-TRIBAL WAR AT ARMY BARRACKS 82 DIVISION NIGERIAN ARMY ENUGU THREE SOLDIERS FEARED DEAD The attention of the Nigerian Army has been drawn to a deliberate and calculated campaign of calumny aimed at misleading the public and cause disaffection among troops, being circulated in the social media by a faceless and obviously subversive group named “EASTERN RADIO”. The group created and posted a story titled “Tribal War at Army Barracks, 82 Division Enugu Three Soldiers Feared Dead” on various social media platforms. In the write up, they alleged that there was an altercation in an unnamed barracks in 82 Division over nomination for “peacekeeping operations” which led to exchange of gunfire among imaginary troops that resulted in loss of lives. Apart from obvious flaws and inconsistency in the narration, the Nigerian Army wishes to emphatically state that no such incident occurred anywhere in the Nigerian Army, let alone 82 Division. In fact, the alleged reported incident existed only in the obviously negatively skewed minds of the authors of such fabrication. The intent and goals of this band of miscreants is to cause distrust amongst own troops and the country’s populace at large, which unknown to them is an exercise in futility because the Nigerian Army is cohesive. Their methodology is to employ such campaign of calumny and distortion of an established reign of peaceful, harmonious and esprit-de-corps culture in 82 Division and the entire Nigerian Army. However, the campaign is a failed one as the entire Nigerian Army remains indivisible, unprovoked and not gullible to such cheap and heinous insinuations. The general public is therefore please requested to discountenance the false story of EASTERN RADIO and their affiliated secessionist groups as there is no iota of truth in the story. We would like to inform the public that the 82 Division Nigerian Army is intact in all its locations and deployments, same goes for all the various formations, units, cantonments and barracks of the Nigerian Army. Above all, the Nigerian Army remains committed to providing aid to civil authority as enshrined in the Constitution of the Federal Republic of Nigeria 1999 (As Amended) and wishes to assure the public of the Chief of Army Staff’s unalloyed commitment to protect lives and property whenever called upon to do so in line with extant provisions of the law. We wish to also reassure all well meaning Nigerians that the Nigerian Army remains a national institution which emphasizes peace, unity and mutual co-existence devoid of any sentiments or such variables as ethnic, tribe or religious differences. Any attempt by any individual or group of persons to associate the military and indeed the Nigerian Army with such will be a total waste of time, energy and resources. We are proud professionals bound by discipline, unflinching love, loyalty, espirit-de-corps and love for our colleagues and our country. We would remain focussed and would not be distracted by irritating campaigns of calumny or fabricated lies by some unscrupulous elements. It is therefore very imperative at this point to warn all those mischief makers to desist from these unpatriotic and obviously subversive acts in any guise. Thank you for your usual cooperation. Foreign Affairs › Kingdom Of Saudi Arabia Gives $10m To Build Nuclear Terrorism Combat Center by Amoto94(op): 9:40am On Apr 03, 2016
WASHINGTON – Saudi Arabia announced on
Friday that it has donated $10 million to launch
a specialized center to combat nuclear
terrorism, the Saudi Press Agency (SPA)
reported.
The center will be established at the
headquarters of the International Atomic
Energy Agency (IAEA), in Vienna, capital of
Austria, according to Dr. Hashim Bin Abdullah
Yamani, president of King Abdullah City for
Atomic and Renewable Energy, and the head of
the Saudi delegation to the Nuclear Security
Summit.
The Kingdom also donated €500,000 for the
modernization project of the IAEA laboratories,
in Seibersdorf, on the outskirts of Vienna.
The Kingdom was among the first countries that
supported the international resolutions related
to nuclear security and paid special attention to
the issue of infrastructure development for
nuclear security, Yamani said while addressing
the summit.
The Kingdom was one of the first countries that
supported international resolutions related to
nuclear security and it has ratified the
Convention on the Physical Protection of
Nuclear Materials. It also supported the Global
Initiative to Combat Nuclear Terrorism as a
party of the International Convention for the
Suppression of Acts of Nuclear Terrorism, he
said.
Dr. Yamani stressed that the Kingdom has been
effectively and positively represented in most
international forums and activities related to
nuclear security, since the first summit in
Washington in 2010, saying that the Kingdom
gives special attention to the issue of
infrastructure of nuclear security development
through the realization of integration between
nuclear safety and nuclear security.
The Kingdom is continuing to activate the
strategic partnership agreement between King
Abdullah City for Atomic and Renewable Energy
and the Radiation and Nuclear Safety Authority,
in Finland, as a strategic partner to provide
technical support, necessary knowledge and
experience for organizing the Saudi atomic
energy sector and providing it with necessary
training of human resources, in order to
establish an independent national authority for
nuclear regulation.
He said that the Kingdom, in the international
context, has provided and will continue to
provide full support to all international
activities, in the field of nuclear security,
pointing out that the Kingdom had in 2014
announced a donation of $100 million for the
establishment of the United Nations counter-
terrorism center.
Dr. Yamani emphasized the great attention
given by the Kingdom for the pivotal role
played by IAEA in the field of nuclear security.
“Saudi Arabia calls on all countries to support
and enhance technical and human resources of
the IAEA through the establishment of a
specialized center to combat nuclear terrorism,
at the agency’s headquarters in Vienna.
In this regard, we would like to announce Saudi
Arabia’s donation of $ 10 million for the
establishment of such a center, as well as a
donation of € 500,000 for the modernization
project of the IAEA laboratories, in
Seibersdorf, Austria,” he added.

I come from intelligence background and I can tell u a fact that hundreds of Indians died in covert operations to support Africans during their struggle against colonist and apartheid regimes. and we did not shout from rooftops for recognition did we ?
we wanted Africans to be free, to have their own destiny in their own hands, nothing more nothing less.

do u guys realize the price Africa is paying for the Chinese help , how the Chinese treat the Africans and how many Africans are settled in china ? care to do some digging on that or are the Chinese too rich and too powerful to bully embarassed

there are both good and bad people in every country . why cant u understand this simple fact.
there are many Nigerians in india who are contributing to india in a good way.
there are many Nigerians in india who are contributing drugs, prostitution, slavery , scams etc
so do we punish the innocent together with the guilty like u r trying to do here in this blog.
the good things nowadays rarely makes it to the news , but bad things get the front page, its seems Indians and Nigerians are still slaves in their mind-sets dancing to the tune of BBC (British bitching corporation ) and their stooges.
there are many jackass Indians who would produce such videos for 100 dollars, twisting and maiming the truth , most of Indian media and NGOs are foreign controlled dancing to their paymasters. economic and international geo-political games are played in numerous ways of which we don't even have a clue .

whenever a rape incident from nigeria is posted in the blog here, the first comment is india is the rape capital.
it seems nobody is interested to solve the rape incidents in Nigeria itself , rather some of you seem content to pass the buck
and do the OSTRICH "dip the head in the sand and pretend nothing happened " kind of thing.

how will u tackle ur own problems if u r interested in dick measuring contest only,

There is no doubt Northerners are not as educated as the southerners in the context of Numeracy and literacy. Islamic education doesn't qualify as it doesn't bring social and critical enlightenment needed to succeed in a society.

Politics › We Have Not Secured Bailout Fund – Kogi Governor by Amoto94(op): 11:06am On Mar 29, 2016
Kogi State Governor, Alhaji Yahaya Bello has distanced the State Government from reports doing the round that the state has secured a multi-billion bailout fund from the Central Bank of Nigeria. The Governor said his administration is committed to transparency and public communication to turn away from the past maladies of corruption and keeping the people of the state in the dark about government activities. Governor Bello disclosed this through a press statement by his Chief Press Secretary, Kingsley Fanwo, saying his administration will continue to pursue any measure that can ameliorate poverty among the people. “Kogi State has not secured bailout fund from the Central Bank as insinuated by some mischievous characters who lack the art of objective opposition and syllogistic positioning on issues that affect the state. “I cannot continue to lament on the rot of the past. I was elected to bring hope to the people and not to dwell on the maladministration of the past governments in the state. “It is spurious to say we have secured the bailout fund meant for the state from the Central Bank of Nigeria. As soon as we receive the fund, we will announce to the whole world as part of the policy of my administration to run a government that will be in touch with the people”. “This is the time to bond together to subjugate and conquer our common challenges as a state. It is not the time to spread falsehood that could dampen our progress. The sponsors of the rumour have failed in their attempts at diminishing the growing acceptance and popularity of the Governor among the people who have shown tremendous appreciation to his policies, especially on public service reforms and cleansing”. The Governor urged politicians to desist from “playing politics with the welfare of the people”, assuring the workers of the state of his “irrevocable commitment to improve their welfare and productivity”. His words: “It is not right to turn down the truth for political gains. It is the height of indifference to the yearnings and aspirations of the civil servants who have been eagerly awaiting the release of this fund. We are following the procedural processes to ensure we play our own part of the deal”. Governor Bello also described as wanton falsehood, claims that the non-release of the fund is political, expressing confidence that the processes leading to the release will soon be over. In a related development, the Governor has pledged to treat every part of the state fairly. He said the entire state remains his constituency, stating the readiness of his administration to take development to every nooks and cranny of the state. www.kogireports.com/we-have-not-secured-bailout-fund-kogi-governor/
