I disagree with you. Under proper legislation, there will be some issues that local govt police can handle and when it goes above them, it goes to the state police. There is what is called federal crime e.g murder, armed robbery and other felonious crimes which can only be handled by the federal police! we shall get there soon.

It is even much easier. Federal offences may cross state borders. Like if a criminal committed crime across at least two states. If the crime involves cover up by local police then Federal police come in.

Crime done online like fraud against foreign entities, espionage, treasonous offences, firearms offences. Etc, etc. Just like state high courts and magistrate courts can try murder cases generally, state police can also investigate certain murder cases.

Donald trump is far more calculative than duterte. He says a lot but its all about his image. Trump won't say or allow a debate on anything that he feels will affect his image. Duterte doesn't give a hoot about his image. If a guy doesn't give a damn about his image or about u think about him, what makes u think he cares about whether his country men think that he is gay or not?

All the analogies I gave are about human nature. In whatever historical era, race or social or political environment you may want to refer to. Anyway I admire your faith in humans and their words.

I do not have to read. I see it in people's intimate life to know. Out of confidentiality I cannot elaborate. If you know what I know, you will see human nature in a very different way. Look, lots of people are bisexual but may lean towards one gender at various points. In a very religious society like Brazil, Philippines or Pakistan, youthful sexual exuberance must be cut down to gain respectability and enter politics. At least publicly. People cannot even maintain libido of their youth beyond 50 to begin with.

It's in Africa people think like this. In Isreal over many decades, people easily alternate between being prime minister and cabinet minister. Same in Scandinavia. Some also leave high govt posts to become mayor of their small village of residence later in life.

Funny enough people who occupy high positions in Nigeria are not even fit to be councillors in serious countries.

I had a high flying award winning former professor who stayed as emeritus to teach mostly first year students anatomy.

He had sumptouos offers from top university positions. Including ivy league US schools. In the extraordinary talent category to work in US. But he declined invitation from fellow top surgeons he came to know over the decades.
