The 1983 coup destroyed Nigeria's credibility. Trying to keep the Naira strong artificially was going to be hard economically anyway. Lots of people lost their jobs under Bubu. Political stability & rule of law/democracy had become important in maintaining as sustainable economy. With 1983 coup Nigeria lost both. Worst still, after 20 months, Buhari had not even a road map to return to democracy.

OK. I mean Calabar will need better infrastructure in and leading to it. Like Lagos-Calabar coastal rail line that Jonathan conceptualised in the last few years. A real world class international airport that will enable flying from Yaounde, Accra, Libereville, Luanda, Maputo and such African countries likely to provide many tourists/shoppers. Among others. Tinapa could not be SUSTAINED by the number of visitors that the current amenities can cope with.

Such a project would have a slightly better chance around Lagos-Ogun axis. Considering Lagos population, nearness to Ibadan, Abeokuta, etc. Even then international access with our congested MMA, no rail link to Benin-Togo-Ghana will still be a minus.

A Northerner will not quietly leave power if he loses like Jonathan did. In fact they will mobilize all the poor pre-teens in Kano & other Northerner cities t get PVCs and vote to rig the election.

Duke completed tinapa on schedule but I still don't understand what u mean by him not completing d project. Duke did 90% of d work 4 his successors. If there were other things lacking 2 sustain d initiative, what would it have cost them 2 put them in place even if it meant trying to pull strings at d federal level? Like u said, most of our governors aren't even fit 2b class prefects. So d project failed not cos d vision was 2 big or lack or road or airport, but due 2 their incompetence. For instance, d present governor can't even keep calabar clean as b4. What should it take him to do that?

The long and short of it is that despite how potentially beneficial the project would be, Duke did not factor in the fact that if not 100% done and self-sustaining long before his tenure elapses, there could be far less passionate successors coming behind. Simple. Like I said, a less grand scale would have been completed much earlier and CHEAPER.

You cannot compare Obudu Ranch to Tinapa in scale. Moreover Duke was not building Obudu from scratch. You cannot compare a centre lovers seek a quiet time or groups doingt a retreat to a place intended to be bustling with tourists, shoppers and very large commercial section with shopping halls. Even then some Obudu visitors including here on Nairaland complained about distance from Calabar to Obudu & costs of using/visiting Obudu. Remember that Obudu is also partially in direct competition with Tinapa leisure wise.

I do not know if you have traveled to some popular tourists spots around the world. Try to compare infrastructure near & leading to those spots to Calabar-Tinapa axis.

No matter how you look at it, in retrospect Tinapa funds could have been used to spread development across the state. No matter the reason why it didn't work, it was money wasted. Governments, both State & Federal have no business in commercial ventures. We have no continuity & bad at managing such. This much was already clear in 1999.

Duke had 8 years in office. If you cannot complete such a project, do not start it. Because the next governor might consider it as a luxury project. It's not health, education or infrastructure. State governors have certain critical areas to focus on, considering limited funds. It would have created jobs of course, but still not critical sector as at then.

Duke could have conceptualized it on a smaller scale, completed it and got it going before leaving office. Continuity of elaborate non-essential projects is not guaranteed by successors.

That most of our leaders are not fit to be class monitors is no secret. That is why the better ones like Duke & Fashola must know to complete what they started.

The man who cancelled Lagos metro as head of state/dictator 35 years ago is ruling ago today in Abuja. Lagos has got bigger now, more congested and cost of projects much higher today. Lagos is struggling to make headway with light railway now. Since nearly 8 to 10 years.

Tinapa had no chance. You cannot run a leisure & shopping zone without excellent transport links:air, road & rail at the very least. A seaport would be crucial in Tinapa case. And not without tax relief or special status. The idea was premature. With our lopsided Federal system, without FG approval, there are many things states cannot do easily. Then factor in ethno-religious politics.

Most of the money spent on Tinapa should have been invested in statewide infrastructure development first. Maybe just 20% of Tinapa cost used to improve Calabar City hospitality status.
