theshadyexpress: After a long wait, amidst threats by the National Assembly to override President Goodluck Jonathan on the 2013 Budget, the President on Tuesday signed the Appropriation Bill into law.

According to a statement signed by the Special Adviser to the President on Media and Publicity, Reuben Abati, the signing of the 2013 budget followed several consultations and an agreement between the Executive and the Legislature.

The statement reads in part: “President Jonathan wishes to reassure all Nigerians that the consultations have been in the best interest of the country, and in pursuit of understanding and mutual cooperation between both arms of government.

“As part of the understanding reached with its leadership, the observations of the executive arm of government about the Appropriation Bill as passed by the National Assembly will be further considered by the National Assembly through legislative action, to ensure effective and smooth implementation of the 2013 Appropriation Act in all aspects.

“The administration remains fully committed to the positive transformation of the country, and effective and efficient service delivery for the benefit of all citizens.

“All Ministries, Departments and Agencies of the Federal Government have, therefore, been directed to work very hard to ensure that all the services, projects and programmes contained in the budget are successfully delivered on schedule in spite of the slight delay in its enactment.”
President Jonathan was initially reluctant about assenting to the budget which was forwarded to him on January 14 following claims that the National Assembly increased the budget by moving allocations from Ministries, Departments and Agencies to fund constituency projects.

President Jonathan was also alleged to have, based on the promptings of a senior minister, insisted that corrections on the budget be made in details before his assent.

Besides, the President had at a meeting with the National Assembly leadership raised the issue of the oil benchmark and the non- provision of funds for the Securities and Exchange Commission (SEC) on account of the retention of Arunma Oteh as Director-General of the Commission. The National Assembly leadership had politely declined the request on Ms Oteh and the benchmark, saying that the two issues were non-negotiable but agreed to look again at the mistakes in the details of the budget.

Legislators from the opposition parties had given their intention to initiate moves to override a veto if the President refused to give his assent to the budget by February 13 which made it 30 days after the budget was forwarded to him.

“As I say to anyone who cares to ask why I decided to leave the PDP in 2010, it was because the party had evolved within four years into a totally different party-more toxic, self-centred and controlled by a tiny clique of morally-flexible people,” the former minister stated.

Sounding unapologetic over his tenure, which led to the demolition of no fewer than 200 buildings in the FCT and thousands in the satellite towns, the former minister maintained that he had to take drastic actions to save Abuja from being turned into a slum by influential persons in the corridors of power.

The former minister said in the 627-page book:  “For me restoring order in the chaos that we found in many aspect of living in Abuja at the time, was simply consistent with my personal philosophy in life, a preference for rules and orderliness- a burden that I needed to discharge personally so I could sleep well at night.

“It was without question worth giving four years of my life pursuing. Therefore, I have no regrets for attempting to do what we did. We did what we believed was right at the time.”

Dislodging the cabal

El-Rufai said he was able to dislodge the cabal distorting the Abuja Master plan and using land allocations to enrich themselves at the expense of the country and its people.

According to him, the rich and powerful elements in the military and politics, who had cornered choice plots in the city through the backdoor, were more interested in trading with the plots for higher profits rather than building on the land, which had stipulated timeframe.

He admitted, “I love Abuja and gave nearly four years of my life to its restoration, orderliness and development.

Obasanjo’s love for Abuja

“I was able to do my assignment because Obasanjo, who appointed me minister, considered Abuja as his own child and supported me as his son for the FCT assignment and up to this point in time, I have not disappointed him,” he explained.

The author noted that he had to urgently deal with the rot that was fast creeping into the capital city not minding whose ox was gored, because of his firm belief that anyone in leadership position had no alternative than doing what was right for its own sake.

El-Rufai explained that it was his honesty that convinced him to demolish the house of the then PDP national chairman, Senator Ahmadu Ali, without caring a hoot.

He pointed out that given his closeness to the former chairman he would have overlooked the infraction committed by him and spared his building in Asokoro District, which was sitting on a sewage line.

The former minister regretted that it would not have been possible under the PDP of today to pull down the house of its national chairman, saying that the current situation was a setback to the country.

He asked rhetorically: “Is it possible in the PDP of 2010, I always ask, for any minister of the FCT to take down a building owned by the chairman of the ruling party? “No way”-virtually everyone would respond.

“However, we did what we did, life continued like nothing had happened as it should. Rules should apply to everyone without fear or favour.”

El-Rufai noted that his actions were premised on the public good, saying that his conscience had not pricked him in anyway even after leaving office.

The Congress for Progress Change big wig stated that the actions he took were premised on certain lessons, which Nigerians should learn and reflect on them so as to move forward.

Minister of State for Defence, Erelu Olusola Obada, collapsed into the hands of military officers today when the deafening sounds of artillery fire reverberated in celebration of the Armed Forces Remembrance Day in Abuja.
Reports claimed that there was no announcement, as is usual on such an occasion, before the artillery fire rented the air.
The development was said to have startled the minister, who slumped, before her military aides jumped to her rescue.
After regaining her composure, Erelu Obada came back to lay a wreath at the Remembrance Arcade.
Later yesterday afternoon, Obada, who looked hale and hearty, was in the State House with Coordinating Minister of the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala when President Goodluck Jonathan met with Vice President of the World Bank, Murkhtar Diop.

THERE are indications that the immediate past Governor of the Central Bank (CBN),Professor Chukwuma Soludo, may be charged to court by the Economic and Financial Crimes Commission (EFCC) over the contract for the printing of the N20 polymer notes in 2006.

Soludo was quizzed last Thursday and Friday by operatives of the commission in connection with the N750million alleged bribe in the process of awarding the contract.

Some CBN officials were said to have received bribe from the Australian firm of Securency International Pty which secured the contract.

The Nation gathered that the EFCC legal team is sorting out all the necessary details which would enable them file charges against Soludo.

Confirming this development to The Nation yesterday, Wilson Uwujaren, Head, Publicity, EFCC, said: “Don’t forget that the investigation on the matter is ongoing.

“But I can assure that the EFCC’s legal team is working round the clock to ensure that all the paper work is perfected to enable us prosecute the case against the former CBN governor anytime soon.”

Pressed further, he said: “The public will definitely be carried along as we proceed with the case. But I can assure you that the whole process will be as transparent as possible.”
