MrAJQ: Let us strengthen the Coalition for Peace
Address by Malam Nasir El-Rufai, Governor of Kaduna State, at the Emergency Meeting of the Kaduna State Council of Chiefs held at the Council Chambers of Sir Kashim Ibrahim House on Tuesday, 23rd October 2018
PROTOCOLS Let me begin by commiserating with you all on the sad abduction of Agom of Kachia. This is the second time a royal father is being so treated. We are outraged by this disrespect for tradition. May the souls of his three deceased aides rest in peace. Amen.
1. On behalf of the Kaduna State Government, I wish to acknowledge the efforts of your Royal Highnesses in the cause of peace in our state. In particular, we are grateful to their Royal Highnesses, the Emir of Zazzau for his sterling leadership and counsel, recommending that we invite you here today. We are grateful that you are able to come even at short notice, and even after rescheduling it from the previous date of Friday.
2. As you are aware, there have been breaches of the peace since Thursday, 18th October 2018, when unrest broke out in Kasuwan Magani. The state government promptly imposed a curfew in the area. The loss of lives was staggering- at least 55 corpses were recovered, and the damage to lives and livelihoods considerable. A brazen crime was committed. We owe the victims justice, and our state respite from the impunity of those who have arrogated to themselves the authority to wantonly violate lives, livelihoods and the rights of others.
3. The necessity to apply the law vigorously is illustrated by the panic and anxiety that spread into our capital city and environs as people spread vile rumours on Sunday, 21st October 2018. Hoodlums exploited the situation to engage in further criminal activity and to violate the rights of other citizens. The aftermath of the disinformation and resulting panic led to the death of another 22 citizens, injuries to 44 persons and destruction of property within Kaduna metropolis. Some of the injured have been discharged, but 34 others are still receiving medical attention.
4. The Kaduna State Government was therefore compelled to declare a 24-hour curfew in the metropolis to stem the proliferation of false rumours, prevent the spread of chaos and to enable the security agencies to restore calm. We have gone round affected areas, visited hospitals, interacted with communities and counseled against reliance on unsubstantiated information.
5. I wish to inform your Royal Highnesses that the government is constantly reviewing the situation with the leaders of the security agencies. Yesterday, senior government and security officials went around Kaduna metropolis, Kujama and Kasuwan Magani to further reassure and calm our people. We also visited Kachia, where we met and commiserated with the family of HRH Agom Kachia whose release from abduction we are all working and praying for.
6. Your Royal Highnesses, we all have a supreme obligation to overcome the legacy of strife in Kaduna State. We are not the only diverse place on this planet. And we must not hold on to a legacy of hate and division. The first ethno-religious clash in the state which happened in Kasuwan Magani in 1980, led to the loss of our innocence. Since then, it appears that a constituency has developed which believes that violence pays, and is convinced that violence has no consequence for the perpetrators.
7. It is time to firmly persuade them otherwise. It is time for a powerful coalition for peace to speak frankly and support firm actions against those who menace the right of our citizens to live in peace wherever they choose, to freely practice their faith anywhere and to pursue legitimate livelihoods without let or hindrance. No group or individual will be allowed to veto or constrain the rights that the Constitution has guaranteed.
8. The pace of prosecution in our courts is hampered by the heavy case loads of our judges. We are working to secure the approval of the National Judicial Council to expand the bench in Kaduna State with 20 additional high court judges. We also clearly need to have more police and other law enforcement officers on the ground to provide assurance to the law abiding, and to deter criminals.
9. In this wise, the Kaduna State Government is working with the Kaduna State Police Command to establish new divisions in Narayi and Sabon Tasha. We are grateful to the police authorities for also agreeing to establish a police division in Kasuwan Magani. The state government and the relevant local government councils will provide the buildings to house these new police formations. More military Strike Force bases will also be established.
10. We can all agree on the need for more security assets and faster dispensation of justice in our state. But our communities have to enlist in the coalition for peace. Beyond boots on the ground, and a phalanx of security agents, the ultimate guarantee of peaceful coexistence is the willingness of individuals and our communities to live in peace. As said in the state broadcast last night, harmony in our land requires a commitment to obey the law, and to use only peaceful and lawful means to resolve differences.
11. Your Royal Highnesses, our communities have an obligation to keep the peace and to report and expose criminal elements. The Kaduna State Government intends to encourage this by vigorously enforcing the various provisions of the Riots Damage Law of 1958, the Collective Punishment Law of 1915 and the Peace Preservation Law of 1917. These laws impose costs on communities that permit violence in their midst, obliging community members to be charged and levied monies for the cost of repairing damage done during episodes of violence.
12. Everyone, particularly our royal fathers, needs to be aware of their stake in preventing disorder and upholding peace. The government will shortly be providing details of the enforcement process of these extant laws. We cannot compromise on the imperative of securing our communities from criminals and rascals. Enough is enough!
13. In situations of unrest, it is common for traditional leaders to disclaim any control over unruly youth. It is an excuse we can no longer accept. Where significant sections of a community disdain the counsel or authority of their traditional ruler, it imperils the rationale for keeping the traditional institution, and the occupant of the office.
14. The Kaduna State Government will continue to advance the cause of peace on many fronts. As a government committed to promoting equality of opportunity, we intend to help promote prosperity by rebuilding and modernising markets in places impacted by conflict. The market in Kafanchan is already being rebuilt. We shall be extending this to the overstretched or destroyed markets in places such as Zonkwa, Zangon-Kataf, Kasuwan Magani and Kujama. The goal is to ensure that the new markets will accommodate not only the existing and previous shop owners, but also others who aspire to and are able to own shops. Perceptions that there are insurmountable barriers to securing trading places in markets will be erased in the new, expanded and modernised markets. The designs for these markets will include space to host police formations.
15. It is sad that many of the places of worship that were destroyed in crises since 2011 are yet to be reconstructed. We need to achieve closure on resettlement of displayed persons, payment of compensation to 2011 victims and the reconstruction of destroyed properties. We have therefore approached the Federal Government to provide the balance of 53% of assessed compensation to enable victims to rebuild their lives, and for all places of worship to be restored.
16. Your Royal Highnesses, you all have a fundamental role to play as pillars of peace and lawful conduct. The Kaduna State Government appreciates your significant contributions and wishes you all success in serving and leading our people. We look forward to hosting these meetings every quarter to sustain our efforts to promote unity, peaceful coexistence and progress in our state.
17. In conclusion, I wish to update you on the resolutions of the Security Council meeting that was held earlier today:
a. Selective variation of the curfew as appropriate in certain parts of Kaduna metropolis, and relaxation in Kasuwan Magani and Kujama. b. KSTA vehicles with Police/NSCDC to escort outside travellers passing through Kaduna, and from train stations, airports, motor parks and entrances into our city. c. Police to work with other relevant agencies to revive the Task Force to enforce the proscription of operations of commercial motorcyclists. d. Re-establishment of checkpoints and military patrols along Kachia Road to enhance the security of that axis. e. Review of the activities of youth groups and community development associations to ensure that they are conducive to the promotion of peace and harmony.

Nigeria's President, Muhammadu Buhari has said that Nigerians who feel they have another country may choose to go, adding that others who do not have another country would rather stay back and salvage it together.

Mr. Ohakwe arrived Abuja last week after riding the bicycle for six days. He took off from Shoprite, Owerri on October 13.

No other Yoruba leader has been able to achieve Awo's feat to date because they are all busy amassing wealth for their generations yet unborn. Afenifere has turned out to be enemies of Yorubas' progress, rather than propagating or defending the Yoruba tribe's interests. They went as far as supporting President Goodluck Jonathan, who relegated the Yorubas' economic status and almost made us begging paupers. Chief Olu Falaye, an Afenifere and Yoruba leader, sold his conscience and the Yoruba tribe for paltry N100million to President Jonathan when people like Raymond Dokpesi collected N2billion to support him. You can now see that Afenifere is no longer acting for Yorubas core interests. Yorubas today have no trust worthy leader like Awolowo; whom we can follow blindly and we now have to take the bulls by the horns and champion our destinies ourselves. Lagos, which is the envy of the whole West Africans, is no longer majority owned by the Yorubas to the extent that non Yorubas now represent us at State and Federal House of Assemblies. What nonsense! Non Yorubas are gradually taking over Lagos and other Yoruba major towns partly owing to the greed of Oba Akiolu and Chief Fatai Olumegbon; who are using Lagos State Government's machinery to hijack land from fellow Yorubas and sell them to non Yorubas (who had acquired massive wealth under Pres. Jonathan by looting our nation's treasury). Yorubas have now fallen from No. 1 to No. 3 in everything in Nigeria. Obasanjo, who once ruled and also governed Nigeria, used his two administrations' era to destroy the Yoruba people than make them. It is on record that Obasanjo advocated for an Igbo President in 2023 before the Northern Youths shut him up by saying "He should stop playing God". The concluding fact is that the Yorubas no longer have a trustworthy leader like Awo and we have to take our destinies in our hands. In the light of the 16 years relegation of the Yorubas by PDP governance of Nigeria, we cannot but settle down for being the President in 2023 in order to regain our lost glory. The option before us in 2019 is between Buhari and Atiku. Yes, President Buhari had some shortcomings in his governance of Nigeria but he did not directly or indirectly harm or hurt the Yorubas as both Presidents Obasanjo and Jonathan intentionally did. Obasanjo and his cohort generals, have now ganged up against Pres. Buhari for fear of being called to account for their stewardship in offices, should Buhari wins a 2nd. Term in office. Only the Yorubas can save Buhari and salvage Nigeria from the clutches of oppressions of these greedy generals. President Buhari only has 4 more years to be President and will definitely hand over to a Yoruba President in 2023. Atiku and his Igbo V. P. is an extension of President Jonathan's era for another 8 years and may by extension be another 16 years. Can the Yoruba tribe survive another 8 to 16 years of intentional total neglect. NO. If it happens, then our children will be turned to slaves in their fatherland, Nigeria. GOD FORBID. Yorubas have been very docile in the past owing to our Omoluabi Culture and we have to jettison that now, stand and ask for our patrimony as the Igbos are currently doing. We are the largest tribe in Nigeria though, No. 2 by the stage managed National Census and therefore we have to demand our rightful place in the governance of our dear country. In conclusion, Yorubas are better off voting for Buhari and APC in 2019 and become President in 2023 than voting for Atiku and be neglected and enslaved for another 8 to 16 years. Please be reminded that if Atiku wins and governs for 8 years, Peter Obi will take over and govern for another 8 years. Then it will go back to the North for another 8 years totalling 24 years, before Yorubas would ever think of becoming President. At that time, Yorubas would have been relegated to Nigeria's 21st. Century Slaves and would no longer have the financial capacity to compete in that election. Don't be deceived, Atiku is not a friend of the Yorubas and will never forgive the Yorubas for denying him his Presidential ambition all these past years. Secondly, PDP is now an Old Eastern Region of Nigeria's Party and history and current events have shown that people in that region have pathological hatred for we the Yorubas out of jealousy, despite our tolerance and accommodation of them in our domain. All Yorubas should come out and vote en masse for APC and President Buhari in 2019 if we do not want our children to be 21st. Century Slaves in Nigeria. 1. Osita has been a son to Obj since 2009 when he appointed him to head the FRSC. Most events at OOPL Abeokuta always had Osita in attendance and a close sit with Baba.
2. Obj in recent times has clamoured for the South East to get a bite at the national cake especially the presidency.

TundeBricklayer: There has been this beautiful argument on why ndigbo should allow the southwest have a double header as VP for both the APC and the PDP. It is the sort of argument that many would dismiss as a beautiful nonsense. Yet, it is gaining traction and should not be denied access to publicity anymore. One must confess, the argument is fairly compelling. But it certainly falls short of some critical benchmarks.
After the 2015 Presidential Election, which the PDP lost, the Party (PDP) set up a postmortem and reorganising committee headed by the Deputy Senate president, Senator Ike Ekweremadu. That strategic committee did not only recommend that PDP should zone its presidential slot to the North but also zone the VP to southeast. In line with those reasoned and adopted prescriptions of the Ekweremadu committee, the entire dozen PDP aspirants came from the north. Rather than allow Atiku Abubakar pick his running mate from the southeast, kite fliers are at it, presenting him with alluring reasons he has to jettison the accepted Committee recommendations, which even produced him as the Party’s flag-bearer.
The argument on why PDP VP slot is presumed by these permutations to be best from southwest wrongly assumes that the zone is the decider of the 2019 presidential poll and therefore once the zone is divided, a pathway to Atiku's victory would become all the more obvious. Really?
This postulation appears incurably defective for many reasons. In 2015, southwest, though contributed fundamentally, contributed just about 2m votes to the APC kitty. Kano alone, as part of the nPDP, contributed almost as much as the entire southwest. The man that made the Kano nPDP give that much to the APC namely Rabiu Musa Kwankwaso is back to the PDP. One does not expect that Kwankwaso of the Kwakwasiyya fame would deliver as many votes as he delivered as an incumbent governor. But the Kwankwaso factor can only be ignored to one's peril. As Kwankwaso himself acknowledged in Port Harcourt during the PDP primaries, the point here is that it was the nPDP that gave Buhari victory and not the southwest as erroneously held in some quarters even though Ahmed Bola Tinubu provided the initial impetus.
What’s more, times are changing. The tightening gap between APC and PDP in the election outcomes in Ekiti and Osun clearly show the ruling party does no longer have that dominant hold on southwest.
Not only that, APC in its poor imbibing of impunity, wished Ambode away and paved way for veteran Jimi Agbaje who has an overarching reach in Lagos to return to the fray as PDP guber candidate. The Jimi Agbaje factor working mainly in tandem and synergy with non-Yoruba’s, will ensure that Lagos is not a walk in park for the ruling party.
Where then is the reason why ndigbo should let go of the VP slot zoned to them ab initio?
It's important to also state why Atiku should not let go of his search for his vice in the southeast. There are half a dozen factors why the southeast should not let go also.
First, being part of Nigeria and having the right to produce President and Vice, the southeast should not sacrifice such God-given opportunity for the so-called political expediency.
Second is the power of the front seat. Since the days of Dr. Alex Ekwueme as Vice President, Southeast never came close to power. Since restructuring is what is uppermost on the mind of the zone, producing a Vice president can ensure the issue is not swept under the carpet like APC did.
Third is power of proximity. Every vice president has some right to succeed the President. Be it Osinbajo or another Yoruba, it is only natural that he or she would aspire to succeed the departing President. This inherent desire caused the rift between Atiku and Obasanjo.
Fourth, producing Nigeria President of Igbo extraction is closer from a vice president’s position. In other words, distancing the southeast from the office of the Vice president is distancing the zone also from the office of the President of Nigeria.
So, those arguing against ndigbo producing the VP for Atiku at this point really argue amiss and do the zone more harm than good.
Some have even argued that ndigbo would be better off with Senate president. That argument is neither here nor there. If zoning didn't work in 2015, what's the guarantee that it will work in 2019 with the same actors?
In federalism, each federating unit enters the equation from a position of strength. The southeast should not always go on voyage of discoveries of zones in the country to assuage and make happy.
It's time the Southeast took care of itself and its people. The zone has sacrificed enough and should demand reciprocal entitlements for its noble and patriotic labour, which has kept Nigeria one.
From foundation, it has always been mainly southeasters working and sacrificing to bring and keep the country together. Zik did not become Prime Minister because he thought if he did; the north could leave the union. This tendency has repeated itself over and over.
What's more, a southeast producing VP would consolidate the zone's votes. The southwest, middle belt and southwest ought to see it from that perspective. Southwest particularly is divide into Afenifere and Tinubu camps with the former pushing for restructuring along with the rest of the south and middle belt. They cannot insist of producing the VP for Atiku in order to vote for him for the actualization of the restructuring agenda, just like the Tinubu side will not be changed in their inclination to Tinubu, Osinbajo and APC.
Again, southeast zone parades great materials to deliver in that office and make the task of rescuing Nigeria from the slide into feudalism only easier and merrier.
Let us consider one or two of the great minds from the east. If there is one man the southeast could entrust with its future and representation in contemporary Nigeria, it is Ike Ekweremadu. He is a man who is what every politician wants of an intellectual and what every intellectual would want in a politician. A quiet achiever, like octopus, he has his overarching tentacles all over Nigeria. A choice of a man like Sen. Ike Ekweremadu as VP is but a foremost choice. The problem is that Ekweremadu thinks more of lawmaking than executive functions and has to be seriously persuaded otherwise.
Ngozi Okonjo-Iweala has done it before. When she was coordinating, she steadied the nation's economy, freed Nigeria from foreign loans and brought far-reaching reforms that made Nigeria the biggest and fastest growing economy in Africa and, as VP, would repeat the feat and guarantee the votes of the womenfolk. The problem is that It would take quite a lot to convince the great lady to come to the rescue after her rueful experience.
Peter Obi as governor of Anambra state restored security and education to the State. He is also unapologetically frugal and can help cure Nigeria of debilitating profligacy. He too is a great choice. The impediment may be the thinking of some that his political horizon is shrinking.
Chukwuma Soludo has a similar capacity as Ngozi Okonjo-Iwela and being a homeboy is even an added advantage for him. As VP, the former CBN govenor, who designed NEEDS, can help Atiku banish poverty. His impediment is that he is in APGA. Can PDP turks let him in?
Southeast parades more first-class VP candidates to give Atiku and Nigeria choices to make the difference. Ndigbo must not let go and give in to the emotional blackmail. Like Shakespeare said, there's a tide in the affairs of men. When an opportunity comes, seize it with both hands. It comes but once.
