The power plants (electricity) Obasanjo abandoned, wasting over $18billion, Jonathan has fixed them and linked them with gas for operations. The roads, airports are getting better, Agriculture is booming again after over 45 years of neglect.

The First Lady, Dame Patience Jonathan, on Thursday in Seoul called for a collective effort to eradicate poverty and disease across the globe.

Jonathan said this in her acceptance speech after being conferred with a honorary doctorate degree in Social Welfare and Administration.

According to her, women, who are mostly plagued by the twin evil of poverty and disease, have crucial roles to play in contributing to the developmental progress of Africa in particular and the world in general.

She said: ''I must stress that the fight against poverty and disease anywhere in the world is not an individual battle. It is a fight that calls for collective action and responsibility by all stakeholders.

''I therefore want to use this opportunity to call on well-meaning individuals, governments, international humanitarian organisations and civil society organisations to contribute effectively and join in the fight against disease and poverty across the globe.''

Addressing newsmen after the event, the president's wife expressed delight that her contribution didn't go unnoticed and pledged to do more to advance the cause of women who were instrumental to her position in life today.

''I'm really delighted at this honour. This is the fourth doctorate conferred on me and I'm encouraged to do more. I also urge everyone that it is not when you have millions that you can reach out to the needy.

''My grandma used to say: `Whatever little you have, share; If you have a thousand and you can't share, you won't share a million if you have'.

''I was just doing my own thing not knowing that in far away Asia everything was being noted. I want to assure you all that with God's help I will do more,'' Jonathan said.

The President and Chancellor of Hansei University, Prof. Sung-Hae Kim, after decorating the First Lady in her graduation garb, lauded the recipient for working for ''many good causes''.

''Dr Patience Jonathan has been working hard for many good causes. She's a humanitarian who has dedicated her life to working for the less privileged in Nigeria and Africa especially for women and children.

''Her vision as the defender of the poor in Nigeria fits into Hansei University's motto of a practising Christian. Now she's part of our community.''

She lauded the programmes of the First Lady's NGOs where more than 4,000 women had been trained in various skills to help re-position them to begin new lives with dignity and vigour.

Dr Yonggi Cho, co-founder of the Hansei University, in his congratulatory message, said: ''I've known Dr Patience Jonathan for her dedication to prayer and the less fortunate in her country.

''I was surprised that she travelled here for the Church Growth International conference years back to pray for Nigeria. For her selfless work, Hansei University confers this degree on her.''

The News Agency of Nigeria (NAN) reports that the Ambassador of Nigeria to South Korea, Desmond Akawor, and his wife, Ene, presented Bouquets to the first lady.

NAN also reports that the ceremony was attended by wives of the governors of Benue and Ebonyi, wives of the Chief of Army Staff and the Chief of Naval Staff, among other dignitaries.

After, projecting the evil of Boko Haram in the movie, did he proffer solutions through the same movie? Did he recommend a way out of the problem through the said movie? It shouldn't end at just showcasing the evils, we know the evils already, people have witnessed BH attacks already, we don't need any more reminder of the pains, what Nigerians need now is SOLUTION, simple!

Marylin is better in terms of comportment, professional and ethical approach to issues, diction (choice of words), good and cordial relationship with gentlemen of the press, knowledge and versatility. Besides, the organization she even represents has a better public image than Ngozi's own. I've heard someone say that the only NPF Officer he respects is Ngozi Braide, that others are "babash" (his exact words).

These Nigerians that were lynched could actually be innocent afterall since they were killed over mere speculations that they kidnapped the young boy. This is indeed barbaric. Meanwhile, Nigerians living in other countries really need to ensure that they live there with their hands clean and abide by the rules. What shall it profit you to amass all the wealth in the world and end up being killed like a chicken.
Well, I'm sure the Nigerian govt would definitely look into this very matter and hear from the govt of Guniea Bissau. Nigerians cannot continue this way; being killed at home and again at abroad.

In this write-up, NKEM OSUAGWU (of Leadership Newspaper) highlights some issues hampering air safety as well as some global measures that could improve safety of aircraft operation in the country

Aircraft accidents often come with rising concerns for safety of air travellers.

Once again, the Associated Aviation Limited Embraer 120 aircraft that crashed at the Murtala Muhammed International Airport, Lagos a few minutes after take-off last Thursday has again brought to fore the safety of aircraft operations in the nation’s aviation industry.

Recently, the International Air Transport Association (IATA) rated air safety in Africa low and also made some far reaching suggestions on what should be done to improve the safety of aircraft operations in the region. According to the director-general of IATA, Tony Tyler, who spoke in Lagos last month during IATA’s ‘Aviation Day Africa’ conference, though the continent was growing its economy, there was need to invest more on aviation safety, infrastructure and others.

“Safety is our top priority. And Africa’s performance is well below what we are achieving globally,” said Tyler. He averred that in 2012, African airlines had one accident (with a western-built jet aircraft) for every 270,000 flights, while globally, the industry average was one accident for every five million flights. In Nigeria, the industry has within the last one year recorded four major accidents involving four Nigerian registered aircraft. They include the Allied Air cargo aircraft that crashed in Ghana, Dana Air MD 83 that crashed in Lagos, the private jet involving Governor Danbaba Suntai of Taraba State and Associated Airline charter flight of last Thursday.

From the foregoing, it becomes obvious that Nigeria needs to adopt measures that will curb aircraft accidents. Last year, Nigeria recorded one of its worst aircraft accidents with the crash of the Dana Air MD83 aircraft that crashed in Iju Ishaga, Lagos on June 3. The crash resulted in a national outcry for aviation authorities to overhaul the industry and ensure the safety of aircraft, passengers and airports.

Though the Aviation Ministry eventually came up with the New Civil Aviation Policy (NCAP), the document received a lot of knocks from industry stakeholders, as some alleged that stakeholders were not carried along during its formation, while some said the new policy had reduced the autonomy of the Nigerian Civil Aviation Authority (NCAA), turning it into a toothless bulldog with its powers now being exercised by the Aviation Minister, Princess Stella Oduah. The question most people have raised is how useful is the new policy to aviation safety and whether the industry is now operating on cash and carry basis?

In a petition sent to the Senate Committee on Aviation, Airline Operators of Nigeria (AON) said though the policy speaks glowingly about autonomy of agencies particularly in the area of regulations, on a closer look, it “recreates the pre- 2006 period, which hallmark was extensive ministerial control and outright management of the sector. The policy enlarges the role of the ministry by assigning functions in licencing, economic regulations and determining rule and laws guiding aircraft operations. All these functions as at today fall under the purview of the NCAA as contained in the act of 2006.”

Very often, aviation authorities have maintained that Nigeria has implemented a lot of safety-related programmes as part of efforts to improve aviation safety. However, the constant aircraft accidents and incidents involving Nigerian registered airlines still show that more work is needed in the area of safety oversight on aircraft. Also, the regulatory authority still insists that the last oversight on aircraft rests with the operator. Of course that should be the case in an ideal situation, but current happenings now show that more work is needed in that regard. This is important, especially now that stakeholders have alleged of the rot in the industry especially in the issuance of Air Operator Certificate (AOC). Some have alleged that some airlines are getting AOC without actually meeting up with all the relevant requirements.

An AOC is the approval given by a civil aviation authority to an airline to operate commercial flights with its aircraft.

It requires the operator to have personnel, assets and system in place to ensure the safety of operations.

These allegations are very big dents on the progress so far made in the industry that has made it possible for Nigeria’s aviation to scale through the International Civil Aviation safety audits as well as acquire the category one certification of the industry by the US Federal Aviation Administration (FAA).

It was based on the poor performance of African countries on air safety which IATA at its Africa Day summit held in Lagos urged all African countries to make it a policy that all airlines operating in the region must adopt the IATA Operational Safety Audit (IOSA), a programme that would further raise the safety oversight of airline operations in the region.

Though this might somewhat task the finances of airlines in the region, it corroborates the saying that “anything worth doing is worth doing well.” No one can ever put a price on human life, and aviation authorities should conform to global trends to avert further air crashes in Nigeria.

As the Sallah approaches, I think it's time for muslim clerics and notable northern leaders to rise up with one voice and appeal to these Boko Haram insurgents to sheath their swords. Or haven't they still avenged the death of their leader Mohammed Yusuf? They have tried enough abeg, let them please stop. People are just dying everyday for nothing.

The Federal Government says it will soon establish a National Commission for Persons with Disabilities to serve as the platform for the enforcement of all provisions of the Disability Act.

Dr Habiba Lawal, the Permanent Secretary, Ministry of Women Affairs and Social Development, made the disclosure while addressing participants at a UN High-level meeting on persons with disabilities at the UN Headquarters in New York on Monday.

“In order to strengthen our commitment to the implementation of the UN Convention on the Rights of Persons with Disabilities and its optional protocol, both of which we have ratified, the National Assembly is working assiduously to ensure the passage of the Nigerian Disability Bill into law.

“When passed into law, it will provide for the education, health care and the protection of the social, economic, political and civil rights of persons with disabilities.

“In addition, the Act will provide for the establishment of a National Commission for Persons With Disabilities (PWDs), which will serve as the platform for the enforcement of all provisions of the Disability Act,’’ Lawal said.

She noted that to ensure effective service delivery to persons with disabilities, a baseline survey on PWDs was carried out in 2009 and 2010.

According to her, disability data obtained from the surveys have aided the government in the formulation of appropriate intervention measures and strategies for mainstreaming of persons with disabilities toward participation in the socioeconomic and political development of the nation.

She disclosed that the ministry was collaborating with local and international organisations, including Disabled People Organisations (DPOs) at federal, state and local government levels to formulate policies and implement initiatives that would incorporate PWDs in the country’s development agenda.

“We are also establishing structures to mainstream disability perspectives across all the ministries, departments and agencies at the federal level.

“ My country in 2012 endorsed and sponsored the election of Ms Ekaete Judith Umoh as Vice President (African Region), Rehabilitation International, during the 22nd World Congress of the organisation to be held in Incheon, South Korea this October as a mark of her commitment in issues of disabilities,’’ Lawal remarked.

She added that Nigeria was currently undertaking a National Survey of Social Welfare Correctional Institutions.

Lawal said that the outcome would be utilised for the improvement of the nation’s juvenile criminal justice administration for proper guidance and correctional measures to reintegrate discharged juvenile ex-offenders into their families.

“Worthy of note is systems and institutional strengthening of the Social Development Workforce in Nigeria. My Government is working in collaboration with UNICEF/USAID in this respect.

“ A survey has been undertaken to identify the Social Development Workforce in Nigeria to enable capacity building that would ensure quality social welfare delivery services,’’ she said.

The permanent secretary said that the country remained committed to observing May 15 every year as the International Day of Families in line with the proclamation in General Assembly Resolution 47/237.

“We have used the occasion to promote understanding of family issues among citizens and facilitating the mainstreaming of such issues in national development. Nigeria is earnestly looking forward to celebrating the 20th Anniversary of this day in 2014 in consonance with the UN position on this matter,’’ she added.

[size=14pt]Gov Rauf Aregbesola should better not spark up a religious crisis in the peaceful state of Osun. Let him not do things that would jeopardize the peaceful co-existence b/w Christians and muslims in the State. Why merge both schools? What happened to the school where the hijab-wearing students had been schooling all these while? He should rather improve the infrastructural facilities in that school and make the learning environment conducive instead of merging the students with students in a totally missionary school.
Besides, the Governor should reduce the rate at which he's trying to make Osun State look like a country of its own, with it's own unique practices. With this his new education policy and new structure, i bet you if any student in Osun happens to change school to a school outside Osun, adjustment and placement in appropriate class would be difficult for the child. Those condemning the SSS for the raid should have a re-think, unless they want to tell me that they are rather in support of Boko Haram killing innocent people.

I know that the SSS does not engage in extrajudicial killings, there's sincerely no smoke without fire

The attention of the Federal Ministry of Information has been drawn to a story in both the traditional and social media, alleging that the Nigerian Government purportedly ordered 53 gold-plated iPhones for the country's 53rd independence anniversary celebration. The story is false in its entirety and nothing but the figment of the warped imagination of the authors.

Neither the Federal Government of Nigeria nor any of its agencies contemplated the idea or placed any order for gold-plated iPhones for the nation's 53rd independence anniversary, or any anniversary for that matter.

We, therefore, call on Nigerians and the international community to disregard the story linking the Federal Government with the importation of the gold-plated iPhones. The blatant falsehood in the story is one of those mischievous attempts at tarnishing the image of the Federal Government.

Nigerians are hereby advised to watch out for those intent on blackmailing the government for political reasons.

For private individuals who are extravagant enough to contemplate the importation of luxury items such as gold-plated iPhones, we would like to use this opportunity to appeal to them to invest their wealth in the Nigerian economy, to create jobs and generate more wealth for the nation, rather than waste such money in pursuit of expensive tastes. They should copy the examples of Aliko Dangote, Innocent Chukwuma (Innoson Motors), and others who are using their talents and wealth to invest in the economy to create jobs for Nigerians.

A Kaduna-based environmental legal consultant, Mr Caleb Mutfwang, has ranked Nigeria high in the implementation of environmental multilateral agreements signed by the country.

Mutfwang in Abuja on Tuesday said that Nigeria had achieved a lot in the process of implementing those agreements.

Nigeria has so far ratified 12 of the 14 international environmental conventions, protocols and treaties.

He said that Nigeria had made appreciable progress in implementing the Basel Convention, Stockholm Convention, Montreal Protocol and Rotterdam Convention, among others.

Basel Convention deals with trans-boundary movement and disposal of toxic and hazardous waste while Stockholm Convention is on Persistent Organic Pollutants (POPs) with Rotterdam Convention talking about promotion of shared responsibilities in relation to the importation of hazardous chemicals.

The Montreal Protocol is an international treaty designed to protect the ozone layer through the phasing out of the production of numerous substances believed to be responsible for the layer ozone depletion.

The consultant said that Nigeria had achieved a lot in the implementation of the Montreal Protocol through the support of the United Nations Industrial Development Organisation (UNIDO).

“ I do know that many factories were given incentives to change their gas filling processes and also UNIDO was able to give them incentives to fully implement that programme.

“You also remember the Federal Government banned the importation of second-hand fridges and air conditioners and people did not understand that they were buying poison.

“All they felt was that the policy was against the poor man but it was actually to save the poor man in the long run, because he was buying something that could kill him.

“ So, I think most of those fridges that brought in poisonous gases, ozone depleting gases have stop coming into the country, but I don’t have the statistics to confirm that but I think a lot of progress has been made,’’ he said.

He said that stakeholders had held series of meetings to come up with strategies to implement the Rotterdam Convention on hazardous chemicals.

Mufwang said that Nigeria hosts a research centre on Basel Convention in Africa located in Ibadan, and aimed at fast-tracking the implementation of the convention in the region.

He said a lot of research had been going on, on how to recycle waste in the centre, noting that a research was ongoing on how to recycle batteries as well.

On Stockholm Convention which deals with chemicals that had been banned, he said, that Nigeria had improved its information system following the implementation of that convention.

“We have been able to upgrade our information profile to that level when we know that at the international level, these chemicals have been banned, so our own officials are also well informed.

“ A cross cutting committee is in place that deals with different agencies of government, so from time to time, they are able to give you a list of chemicals that should not be imported, chemicals that would be imported under certain conditions and so on.

“ So to that extent, I think we are making tremendous progress in implementing most of the multilateral agreements,’’ he said.

The expert, however, urged NGOs to increase their advocacy on environmental challenges problems.

He noted that NGOs had a very critical role to play in the environment sector in the area of creating awareness on the dangers of environmental problems.

“I must give credit to a lot of NGOs that we have in the sector; a lot of them have also been in the forefront trying to access information in the global arena that impact on Nigeria.

“For example, there is an NGO called CropLife — they have been able to do a lot of research into the issues of fertiliser and how it affects plant, environment and health.

“We have a lot of them that are doing very well and they can still do more, if there is a deliberate policy by the government to ensure collaboration with those NGOs,’’ he said.

President Goodluck Jonathan said Tuesday that government through the Federal Ministry of Finance was working closely with the private sector on how farmers could access loans at low interest rates.

He also assured Nigerians that a process by the Federal Ministry of Agriculture where farmers’ biometry is captured for enhanced identification and would boost lending to farmers, was ongoing, adding that the problems associated with access to finance by small businesses would soon be a thing of the past.

Speaking in Abuja at the opening of the 19th Nigerian Economic Summit (NES) themed: “Growing Agriculture as Business to Diversify Nigeria's Economy”, Jonathan said his administration had identified power as critical to transforming the economy, assuring Nigerians that the ongoing power sector privatization programme would be tidied up to replicate the overwhelming success story in the telecommunications sector.

He said government also recognized the relevance of power in driving the agricultural value chain.
Speaking earlier during the presidential dialogue, he said his administration was committed to building institutions rather than individuals to allow for sustainability of policies.

He said agriculture remained critical to the country's industrialisation, food security and job creation, adding that the population was too big to depend on imported food.

Jonathan, who noted that the predominance of oil had led to the abandoning of agriculture, said the country was currently targeting self-sufficiency in rice production.

During the plenary on agricuture financing, the Group Managing Director/Chief Executive Officer of United Bank for Africa Plc (UBA), Mr. Philips Oduoza, also said his bank’s target is to increase its total lending portfolio to agriculture to about 15 per cent from the current seven per cent.

“That sector is profitable and could be driven like other sectors,” he said.
He said however that there was need to establish agriculture infrastructure and fix other related costs in order to address the challenges in that sector.

However, Group Managing Director/Chief Executive, First Bank of Nigeria Limited (FBN), Mr. Bisi Onasanya, said investing in agriculture was not “as sweet as envisaged,” noting that banks would need to be incentivised in terms of risk sharing.
He said banks alone could not be expected to lend to agriculture at a level that would be sufficient.

He said the Nigerian Incentive-Based Risk Sharing System for Agricultrural Lending (NIRSAL) should be institutionliased while interest drawbacks should be subsidised to further de-risk the sector in order to enhance credit to the sector.

Onasanya further argued that although NIRSAL had been relatively successful because risks were shared between government and the banks, such risks are not institutionalised and risk sharing is not 100 per cent under the model.
Onasanya said: “The need for industry operators and policy makers to improve the understanding of the sector’s financing needs will facilitate effective funding for the sector.”

He said the financial sector needed deepening to include other sources of long-term finance like venture capital, private equity funds and the capital markets.

According to him, “There is urgent need to clearly identify the parties that would be most ideal in managing the risks in the credit cycle, especially as it pertains to value chain financing.”

He also canvassed the application of technology in farming and in the extension of credit products to the agricultural community, adding that the development of structured products and complementary insurance cover would help identify, mitigate and allocate risks to relevant managers.
He said: “Risks are either to be avoided, diversified, mastered and or managed.”

Given the new trend whereby people video policemen asking for bribe and posting the videos on YouTube, the medical practitioner probably thought the policemen would eventually ask the okada man for bribe. So he wanted to have sometime to post on YouTube so as to create another fun day over police activities (especially bribe negotiations).

Lesson: Be wise and use your head while trying to get an evidence against anybody, especially the NPF. This is because nobody would be glad that you are recording a material that can be used as an evidence against him in the future.

Lauding the move by the group has nothing to do with being an APC goon. Moreover, what were you expecting that would happen to the boy? We're you expecting his "reward" to be the prison? The boy is only 15 for crying out loud! What he needs now is to be reprimanded for the "bad behaviour" (which I'm sure he must have received already while in detention) , and afterwards given good education that would help him achieve his dreams of traveling abroad legitimately.

The federal government hinted on Wednesday that following "serious negotiations" it has made with aggrieved lecturers, the ongoing strike embarked upon by the Academic Staff Union of Universities (ASUU) will soon come to an end.

Disclosing this after the Federal Executive Council (FEC) meeting, Minister of Information, Mr. Labaran Maku who appealed to both parents and university students to be patient with government and show more understanding, added that since the industrial action began, the federal government had been seriously disturbed over the social costs that would be incurred by the disruption of academic calendar.

Maku said, "The federal government has been far more worried than you think concerning the strike in tertiary institutions, because of the disruption of the school calendar. And so government is concerned and very worried. From the onset, government has been negotiating with ASUU through the ministry of labour and productivity and the ministry of education. As at today, we know that these negotiations are going on and it is our expectation that this strike will not get more protracted and that an understanding will be reached soon enough to enable our students return back to school.

“So, we are appealing to our people, particularly, parents and children of this nation to bear with us, to show more understanding and we pray that this type of strike will not re-occur, because the public school system suffers a lot of damage with the perennial strikes. The universities have been relatively stable since the advent of this administration.
