More than 300 companies and prominent citizens including serving and retired officers of the armed forces have been indicted by the committee set up to probe contracts awarded by the Office of the National Security Adviser (ONSA) from 2011 to 2015. Sambo Dasuki is is being charged by the EFCC for allegedly diverting funds meant for the purchase of arms for the Nigerian Army. According to Premium Times, the presidency in a statement issued by Garba Shehu, a spokesperson for President Muhammadu Buhari, said over N7 Billion had been recovered so far from the indicted companies and individuals. He said while an additional N41 Billion is to be refunded by the indicted companies, the Economic and Financial Crimes Commission (EFCC) was considering recovering N75 Billion from some of the companies for unexecuted or partially executed contracts. “Several contractors were apparently over paid, while others were given full upfront payments contrary to their contract terms and agreements in force. “There was also evidence of payments to individuals and companies by ONSA without any contractual agreement or evidence of jobs executed. The committee further discovered that some companies failed to meet up their tax obligations for contracts executed. Shehu said the companies being investigated by the committee include: a. After investigation we also discovered that 133 cases are false because the information provided was not correct. We have at the moment 291 pending cases, which is a spill over from the first 100 days that we are still looking into. Are there any plans in place on training police officers on human and public relations? Training of police officers on human and public relations is ongoing. It is the belief of the police leadership that every single officer is a public relations officer of the Nigerian police and every single policeman is a representation of the image of the Nigerian police force where individuals conduct in the public. The training is already included in basic training institutions and the force is also doing more in partnership with development partners. How does social media in general help your work? The social media not only in Nigeria around the world is developing into another community. It is developing into what I would call a suburb. There are streets, towns on the social media platform and the Nigeria police force has to get on board to know what is happening and also to engage and communicate with members of the public using that same platform. So to a great extent the social media is helping the work of the Nigerian police. For instance in the first 100 days of the CRU we received 160 distress call from social media. It is also helps in solving crimes and getting the attention of the Nigerian police force in things that the force should actually be interested in the happenings in the society. ABUJA - President Mohammadu Buhari on Monday woke up to the realities of epileptic power supply in Nigeria, saying that the situation was no longer funny. Should the situation persisits, the president said it would seriously affect the change agenda of the present administration. The president said his administration must do everything necessary to increase power generation and distribution from its present status of about 1,500 to 3,500 megawatts with additional 2000 before the end of the year as a way of halting the ripple effect effects on the economy. But giving high hopes on the power sector, the president stated that before his government winds up in 2019, he would achieve a historic 10,000 megawatts of electricity. The promise was contained in a keynote address which he presented at the opening ceremony of a two day summit of the National Economic Council, NEC, in Abuja. The president who noted the theme of the summit: Nigerian States: Multiple Centers of Prosperity was apt, had identified five key areas such agriculture, power, manufacturing, housing and healthcare as challenges the Council must prioritize. President Buhari also expressed misgivings over the privatization of the power sector in the country, saying that the process was more profit oriented than a thing of public interest. He stated that the sector was yet to show the gains of the privatization Programme as quality of service was still in a sorry state. But being an ongoing process, the president said that it must be completed. He said: "Nigerians’ favourite talking point and butt of jokes is the power situation in our country. But, ladies and gentlemen, it is no longer a laughing matter. We must and by the grace of God we will put things right. In the three years left for this administration we have given ourselves the target of ten thousand megawatts distributable power. In 2016 alone, we intend to add two thousand megawatts to the national grid. "This sector has been privatized but has yet to show any improvement in the quality of service. Common public complaints are: Constant power cuts destroying economic activity and affecting quality of life, High electricity bills despite power cuts, Low supply of gas to power plants due to vandalization by terrorists, Obsolete power distribution equipment such as transformers, Power fluctuations, which damage manufacturing equipment and household appliances, Low voltage which cannot run industrial machinery. "These are some of the problems, which defied successive governments. In our determination to change we must and will, insha Allah, put a stop to power shortages. "Key points to look at here are: Privatization. We are facing the classic dilemma of privatization: Public interest Vs Profit Motive. Having started, we must complete the process. But National Electricity Regulatory Commission (NERC), the regulatory authority, has a vital job to ensure consumers get value for money and over-all public interest is safe-guarded. "Government to fast-track completion of pipelines from Gas points to power stations and provide more security to protect gas and oil pipelines. "Power companies should be encouraged to replace obsolete equipment and improve the quality of service and technicians." On agriculture, president noted with dismay the high cost of food items, saying that government must play active role in achieving food production and self sufficiency. He also observed that the commercial banks had no meaningful credit facilities for the agriculture sector, asking them to increase their lending to the sector. He said "On Agriculture today, both the peasant and the mechanized farmers agree with the general public that food production and self-sufficiency require urgent government action. For too long government policies on agriculture have been half-hearted, suffering from inconsistencies and discontinuities. "Yet our real wealth is in farming, livestock, hatcheries, fishery, horticulture and forestry. From the information available to me the issues worrying the public today are: Rising food prices, such as maize, corn, rice and gari, Lack of visible impact of government presence on agriculture, Lack of agricultural inputs at affordable prices. Cost of fertilizers, pesticide and labour compound the problems of farming. Extension services are virtually absent in several states. "Imports of subsidized food products such as rice and poultry discourage the growth of domestic agriculture. "Wastage of locally grown foods, notably fruit and vegetables which go bad due to lack of even moderate scale agro- processing factories and lack of feeder roads. "These problems I have enumerated are by no means exhaustive and some of the solutions I am putting forward are not necessarily the final word on our agricultural reform objectives: "First, we need to carry the public with us for new initiatives. Accordingly the Federal Ministry of Agriculture in collaboration with the States should convene early meetings of stakeholders and identify issues with a view to addressing them. "Inform the public in all print and electronic media on government efforts to increase local food production to dampen escalating food prices. "Banks should be leaned upon to substantially increase their lending to the agricultural sector. Central Bank of Nigeria (CBN) should bear part of the risk of such loans as a matter of national policy. "States should increase their financial support through community groups. The appropriate approach should be through leaders of community groups such as farmers cooperatives. "Provision of feeder roads by state governments to enable more effective evacuation of produce to markets and processing factories." Speaking on manufacturing, president Buhari felt grieved that many industries were having the challenges of accessing foreign exchange to buy their raw materials. Noting that the situation was a phase however, he also identified Inadequate infrastructure such as Power, Roads, Security, high cost of borrowing money, lack of long term funding as factors militating against manufacturing in Nigeria. As a way of surmounting the problems, president Buhari made some recommendations. "The infrastructure Development Fund should be fast-tracked to unlock resources so that infrastructural deficiencies can be addressed. "There should be more fiscal incentives for Small and Medium Enterprises (SMEs), which prove themselves capable of manufacturing quality products good enough for export. "Central Bank of Nigeria (CBN) should create more incentives and ease credit terms for lending to manufacturers. "A fresh campaign to patronize Made-in-Nigeria goods should be launched. Example: all uniforms in government-sponsored institutions should be sourced from local factories", he said. On housing, president Buhari said that there was housing deficit in Nigeria. According to him, the plan by his party, the All progressives Congress, APC to build 250 housing units might not be realized. He said: "Some estimates put Nigeria’s housing deficit at about sixteen million units. In our successful campaign to win the general elections last year our party, the APC, promised to build a million housing units a year. This will turn out to be a very tall order unless: "The Federal Government builds two hundred and fifty thousand units. The 22 APC States together manage another two hundred and fifty thousand units. "We invite foreign investors together with local domiciled big construction companies to enter into commercial housing building to pick up the rest." The president also noted that "Severe shortage of housing, High rents, Unaffordable prices for prospective buyers especially middle and low-income earners", in addition to "red tape, corruption and plain public service inefficiency lead to long delays in obtaining ownership of title documents", amongst others were the huddles faced in actualizing meaningful housing scheme for all. President Buhari while speaking health as prerequisite for economic development, revealed that a whooping sum of $1 billion was been spent by Nigerians for medical treatment abroad on Healy basis. He said "In my inauguration speech last May, I remarked that the whole field of Medicare in our country needed government attention. Dirty hospitals! (Few sights are more upsetting than a dirty hospital), inadequate equipment, poorly trained nursing staff, overcrowding. The litany of shortcomings is almost endless. "Sound health system is part of the prerequisites for economic development. Nigerians travel abroad, spending an estimated One Billion US Dollars annually to get medical treatment. Despite huge oil revenues the nation’s health sector remains undeveloped". In attacking the challenges of the sector, the president stated that there should be more funding for health centres to improve service delivery. According to him, the "World Bank and World Health Organization (WHO) could be persuaded to increase their assistance". He also stated that a public health propaganda should be strengthened on Environmental sanitation, smoking, Better dieting, Exercising". This was even as he charged the National Agency for Food, Drug, Administration and Control, NAFDAC, to intensify campaign against fake drugs. "NAFDAC should intensify efforts on reducing or stopping circulation of fake drugs in Nigeria. Ministry of Health should work closely with the Nigerian Medical Association to ensure that unqualified people are not allowed to practice", he said Meanwhile, the Vice President Yemi Osinabjo who chaired the summit and the chairman of Nigerian Governors forum and governor of Zamfara state, Abdulazz Yari who also spoke at the opening ceremony underscored the need for prioritization in the light of dwindling oil prices in the international market. This was revealed by KHAN Initiative, a non-governmental organisation, which started the campaign for the freedom of Ese from her abductor. Dahiru was on March 8, charged with abduction, kidnapping, unlawful carnal knowledge and sexual exploitation by the police. He pleaded not guilty to the charges. His counsel, Kayode Olaoshebikan, who thanked the court for granting bail to the accused, pledged to work to meet the bail conditions. The residents have described the development as a means of exploitation from the service provider, the Lagos State Waste Management Agency (LAWMA), with some others describing it as ‘unbearable and unaffordable’. Among other indebted houses in the area are No 10, Erinosho street (indebted to the sum of N33, 600); 9, Mobolaji street (also indebted to tune of N41,000) and a N45, 000 debt owed by the 11th house on Mobolaji street, all in Ogba. NAIJ.com’s Godday Eleojo also discovered that some of these houses got as much as N68,000 debt notice from the agency and in a survey of Erinosho area, it was gathered that some houses lack good foundation, structure, and suffer from bad and un-motorable roads. A resident who simply identified herself as Mama Amaka, said that the bills is too much, stressing that if the occupants have such money, they would have occupied a better apartment and not that kind of apartment. Biola Giwa-Adeyemi, the sister of late Dr Suraj Giwa who died as a result of an accident involving popular actress Ibinabo Fiberesima, has shared her thought on the recent developments _______________________________________________________________ The aggrieved sister of the late doctor said the family had forgiven her, but also insisted the actress was not remorseful over the tragic incident. Giwa-Adeyemi also hailed the Lagos state government and the judges that were involved in the case. Here’s what she had to say below: “First of all, the case was between Lagos state Government Vs Ibinabo Febresima but not Giwa Vs Ibinabo Febresima. On this faithful day of Feb 26th 2006 along the Lekki Epe Express way, my late brother Dr Giwa was driving with his brother and another family friend in his car coming from a meeting in Ajah, they were held up in a traffic around the evening time, when this tragic accident happened. Ibinabo was driving towards Lekki while the late Dr Giwa was coming from the other direction facing towards Island, just by shop-rite, when ibinabo’s jeep flipped and lost control from her lane jumped over the culvert or pavement that demarcate the road from the on coming vehicle. The first witness in the trial of a former chief of defence staff, Alex Badeh, on Wednesday, March 16, narrated how he takes money to the official residence of the chief of air staff. Salisu Abdullahi, a former director of finance with the Nigeria air force told the court out of a monthly N4 billion slated for personnel salaries only a little above N2 billion was used for the said purpose. “However, our total wage bill as at that time was above N2 billion monthly,” Abdullahi said. He said the balance which was usually between N1.6 and N1.7 goes to the chief of air staff. Badeh was the chief of air staff from October 4, 2012 to 2015. Abdullahi said: “Out of this amount, N558,200,000 was usually earmarked for the general administration of the chief of air staff. “ He said the remaining amount was also returned to the chief of air staff for commands and direct reporting unit for procurement projects and training. The disbursements of the funds are usually authorized by the chief of air staff. Abdullahi added that expenditures from the funds are approved by the CAS through the procurement and planning committee. “ The amount was actually under the complete control of the chief of air staff, ” he said. He however added that sometimes the chief of air staff may give approval for somethings to be done. “But in most cases, the amount was exchanged into US dollars under the authorization of the chief of air staff to the director of finance of NAF – that is me – and I pass the same instructions to the finance officer at the headwaters of Nigeria air force camp, ” Abdullahi continued. He added that the authorization usually comes to him (Abdullahi) by word of mouth from the air chief. “Only instructions given in writings are those forwarded to his office from branches and the unit for approval. When such approvals are given, they are forwarded to my office for necessary payment action,” he said. He said subsequently, the money was exchanged and brought to him (Abdullahi) as the director of finance. He then takes the exchanged money to the chief of air staff at his official residence in Niger Barracks. “As military officers in such situations we do not refer to any acknowledgment, however, in some cases I do tell the finance officer to meet me at the air house in Niger Barracks with the money so that he can see when I hand over the money to the chief of air staff,” Abdullahi said. Also the witness, who retired as an air commodore in Nigeria air force informed the court that he was given N120 million monthly to run his office as a finance director. “I rejected the money because I did not see any reason why such money should be given to my office so I directed that the money should be kept under the control of the chief of air staff, ” he said. He said the money was then used to cover the travelling expenses of the chief of air staff within Nigeria. Badeh, the Economic and Financial Crimes Commission (EFCC) alleged have breached public trust during his time as chief of air staff and subsequently as chief of defence staff. He is accused of money laundering to the tune of N3.9 billion at this time. He currently under the custody in Kuje prison due to his inability to meet the bail conditions granted to him by the court. Meanwhile, Alex Badeh on Wednesday, March 16 made an application against the jurisdiction of the court to hear the charges against him by the Economic and Financial Crimes Commission (EFCC). The defendant today, filed a motion on notice challenging the court’s jurisdiction on the matter before it. Badeh also in an objection said the charges against him by the EFCC is erroneous and misleading. He further urged to hear his application. A 75-year old landlord in Ondo town was last weekend
reportedly killed by his tenant over electricity bill. The Septugenarian named Kayode Osunkalu, was a retired civil servant at the Federal Ministry of Agriculture and owner of a two-storey building located at 17, Ayeferere street, Ondo. He was said to be hale and hearty before the unfortunate incident. Sources said the late Septuagenarian, had before the incident had an argument with his tenant, Tope Akideji over electricity bill that was brought to the house by the officials of the Benin Electricity Distribution Company (BEDC). Osunkalu was said to have ordered all his tenants to pay up within 24-hour the bill brought to the house by the BEDC. The move was said to have infuriated the suspect which resulted into argument between them. The suspect was said to have held the late landlord for several minutes and allegedly beat him. The late landlord was said to have slumped in the process and was rushed to the Ondo State Specialist Hospital where he was later confirmed dead by the Doctors. The Divisional Police Officer (DP0) in charge of Enuowa Division, Kunle Omisakin, a Chief Superintendent of Police (CSP) confirmed the incident, adding that the suspect has been transferred to the homicide section in Akure for further investigation.
