Aside the fact that the candor of a typical 9ja journalist is not worth the paper his journalistic verbosity is written on, this could be the case of another 'Super Story'. CPC was formed due to GMB's frustrations with ANPP. Wouldn't this now be the case of a dog going back to its vomit? So far, the activities of BH have only succeeded in antagonizing the rest of 9jans against their northern counterparts. I don't see how this status quo would benefit CPC come 2015....except if they expect others to cower due to the present security challenges and vote for them in order to have 'peace'...

Between 1230 and 1240, there was an explosion at St. Andrew's Church's premises. Another one went off about 11 minutes later. There were casualties and some vehicles caught fire. What came to mind was that during the alter call, the vicar said today may be the last for him or any other member for that matter. Thankfully, the first explosion occurred after most members left. The second however took a toll as it occurred when people had gathered for rescue.

For describing Borno as a failed state,former Federal Commissioner for Works under the military regime of General Olusegun Obasanjo, General Muhammed Shuwa, has dismissed the submission of former Chief of Army Staff, General Theophilus Danjuma,as unguarded.

In a statement to journalists, General Shuwa stated that General Danjuma wasfar from the reality in the beleaguered stateand could not be trusted to makeobjective assessment of the situation there. 'I expected General Danjuma to havevisited Borno State to see things for himself before passing a weighty judgment on an entire government and its people.

I cannot remember when last General Danjuma visited Borno State, not even with the crisisthat should ordinarily attract empathy visits by leaders to extend hands of solidarity to fellows in turbulent times. I don't think it is right for any leader to remain far away and form an opinion without having practical knowledge of things.

'This, to me, is like treating Borno State as a 'distant cousin'. I advise General Danjuma to reconsider his statement in theinterest of mutual respect and instead work for the formation of a zonal forum of like-minds to addressthe prevailing security challenges.' The former Federal Commissioner for Works also said that the former Chief ofArmy Staff came out to express concern over Boko Haram insurgence only when the sect attacked Taraba State, General Danjuma's home state.

'I am, however, worried by his very disturbing description of a state with functional executive, legislature and judicial armsof government, functional law enforcement agencies as well as citizens going about their daily routine, asa failed state. Agreed, Borno is facing challenges, but to call it a failed state is a remark in bad faith.

I just hope some Nigerians will not accuse General Danjuma of keeping silent while many parts of the country were facing problems only to come out offensively few days after his homestate, Taraba, was attacked. I regard General Danjuma as an elder statesman and hope he didn't speak out of sentiment, which is not expected of a nationalist like him.

I must say that, for me, every part of Nigeria is important and our collective peace should concern all of us. It is not right for any leader to isolate some states and write them off in very unpleasant remark.

A leader ought to provide solutions either by way of advice to the federal and state public officeholders in particular, or by championing a forum of discussion for problem-solving. A national leader cannot play a blamegame; a national leader provides options to problem-solving and by that a leader brings something new, and not to join a bandwagon of making remarksthat appear to merely attract headlines. As a national leader, I expected General Danjuma to invite any governor in Nigeria or indeed summon the governors of the North to any suitable venue to offer advice on areas of governance he feels concerned.'

(Reuters) - Gunmen opened fire on Muslim worshippers as they were leaving a mosque in northern Nigeria on Sunday, killing at least 20 people, a local official said.

The attack happened in a remote village called Dogo Dawa, in Kaduna state, said Abdullahi Muhammad, the traditional ruler and councillor of Birnin Gwari, a local government area next door to the village.

There was no immediate claim of responsibility for the attack. Like much of northern Nigeria, Kaduna is plagued by an insurgency led by radical Islamist sect Boko Haram. They usually attack security forces, government officials or Christians, but have hit Muslim clerics and mosques in the past, especially ones that do not follow their hardline brand of Islam.

Kaduna also lies close to Nigeria's volatile "Middle Belt", where Nigeria's mostly Muslim north and largely Christian south meet, and where tensions over land and ethnicity often erupt into violence.

But Abdulladhi said the attack was most likely carried out by a local criminal gang.

"We are suspecting a reprisal attack by gangs of armed robbers who lost some of their members after a recent exchange of fire with the villagers and the vigilantes,h" he said.

"The village had been terrorised by an armed group operating from camps in the forest. These armed men mostly attack villages and motorists along the busy Kaduna to Lagos highway."

The state police commissioner Olufemi Adenaike confirmed the incident, but said he could not yet confirm the death toll.

The Islamist insurgency in northern Nigeria and weapons flooding in from its neighbours on the threshold of the Sahara have aggravated levels of violence in the region. Armed robberies and local disputes degenerating into deadly shootouts are increasingly common across the impoverished north.

The notorious underwear bomber who tried to bring down a jumbo jet on Christmas Day had a dirty little secret – he’d been wearing the explosive skivvies for weeks.

Umar Farouk Abdulmutallab wore them for three weeks to be exact, and it may have been the reason why he was unsuccessful in his 2009 terrorist plans aboard a Detroit-bound airliner.

The new details were revealed by two FBI agents who played a role in securing a confession from Abdulmutallab, shortly after the bungled plot.

Agent Ted Peissig told WXYZ-TV: ‘So basically for three weeks he wore this garment, these underwear with this device in it.

‘We think ultimately that is probably what caused the disruption in the sequence of events in the explosion.’

Peissig, along with fellow agent Mike Connelly, told the network that Abdulmutallab wore the explosives-rigged underwear for three weeks in an effort to get accustomed to it, only taking it off when he showered.

Connelly added that Abdulmutallab was focused on his mission to crash the plane, because it was ‘God’s call.’

The agents admitted that Abdulmutallab did not look like a terrorist, but he spoke freely about how he was working for al-Qaeda and that had acted alone.

The explosives failed to fully detonate aboard the flight, which was carrying nearly 300 people, but caused a brief fire that badly burned his groin.

Passengers pounced on Abdulmutallab and forced him to the front of Northwest Airlines Flight 253 where he was held until the plane landed minutes later.

Abdulmutallab talked freely to the FBI about his desire to commit martyrdom for his Islamic faith.o

In 2009, months before the attack, he said he travelled to Yemen to see Anwar al-Awlaki, an American-born cleric and one of the best-known al-Qaeda figures.

He told investigators that his mission was approved after a three-day visit with his mentor.

Al-Awlaki and the bomb maker were killed in a U.S. drone strike in Yemen last year, just days before Abdulmutallab’s trial.

At the time, President Obama publicly blamed al-Awlaki for the terrorism plot.

For their role in the Abdulmutallab investigation, Peissig and Connelly were recently given the Attorney General’s award, the highest honour an FBI agent can get, according to WXYZ-TV.

Bakassi: The Marston report, 1982 Forwarded By Dr. Nowa Omoigui

On May 12, 1982 Professor Geoffrey Marston, LLB, LLM, Ph.D., of Cambridge University, submitted a detailed report commissioned by Nigeria, to then Attorney General and Minister of Justice, Chief ROA Akinjide.

Marston had been commissioned in November 1981 to advise the Shagari government on the onshore and offshore boundary between Nigeria and Cameroun - in the aftermath of the incident on May 16, 1981 when Nigerian soldiers in three canoes were ambushed and killed by Camerounian soldiers.

The Professor advised that:

"The boundary regime established by the Anglo-German Agreements of 13 March 1913 and 6 July 1914 is binding on both Nigeria and Cameroun by virtue of a rule of customary international law reflected in Article 11 of the Vienna Convention on Succession of States in respect of Treaties, 1978, as well as in the Declaration of the Organization of African Unity of July 1964 and, in respect of Nigeria, the Exchange of Notes with the United Kingdom of 1 October 1960. This regime cannot thus be abrogated or modified unilaterally by either Nigeria or Cameroun."

Although, therefore, there was room to haggle over the maritime border, the case of the Bakassi peninsula itself was settled as being in Cameroun. The Professor expressly stated that he did not see how any legal claim to the peninsula as some were trying to make, could be sustained.

Indeed in his book, "Beckoned to Serve", published in 2001, former President Shagari says he hinged his demand for a Camerounian apology in 1981 on the fact that Nigeria had claimed that the soldiers were shot on the Akpa Yafi river while Cameroun claimed they were shot on the Rio-de-Rey river. To readers familiar with the geography of that area, the fact that Shagari says Cameroun owed an apology for the shooting on Akpa Yafe - but not if it had indeed occurred on the Rio-de-Rey - suggests that the former Nigerian President accepted the Akpa Yafe river as the land border (as the 1913 Treaty defined it), which would support the view that the peninsula was and is in Cameroun. I am not sure the Nigerian public at that time understood the significance of this detail.

Marston's report is an important milestone because the arguments he made back and forth in the report to Attorney General Akinjide about various potential legal approaches to the maritime problem obviously influenced the submissions Chief Akinjide made as a private lawyer on behalf of Nigeria to the ICJ in 2002 - 20 years later.

Knowing that the title of ownership of the peninsula itself was clearly stated, first by Teslim Elias in 1970, and then, independently, by Professor Marston in 1982, to be Camerounian, therefore, one wonders why Nigeria was taken on a wild goose chase at The Hague. Perhaps this is what former Police Chief MD Yusuf and former Attorney General Olu Onagoruwa meant when they both recently said the Legal team representing Nigeria was misleading the country about the facts.

Nevertheless, why defining the Nigeria-Cameroun maritime border on the basis of the 1913 treaty has been such a technical problem - and how it was addressed in 1971 and 1975 by the Yakubu Gowon Team - will be the subject of a future article.
