The bricklayers like to fill the block holes at the windows with all manner of junks and mortar. It will take a longer time for moisture to dry out from that solid section than the other normal wall areas.
You don't have any problem. Make sure it is dry before painting with a water-resistant paint.

We all know that the pipe in the attached picture are inferior.. for decking piping high quality dignity pipe is recommended!!! Now we have to start laying pipes on the floor… something I hate much.

Isn't it possible to use 6" for the entire first floor instead of combining with the 9" on the outer walls.

The 9" outer wall with wider cavities will reduce sound and heat ingress.

Yes.
The roof beam receives the weight of the roof and transfer it to the substructure. It relieves the block from carrying the load thereby preventing cracking walls.
Do it if you have money.
If you don't have enough money, do lintels at windows and doors and do the roof beam.

One thing preached by Brabus on here that I copied is to try to increase the tools capability of artisans on site. No artisan can claim that they worked on my site without learning about a tech tool for their industry.

We are working on a laser level for my POP guy. He's still doing the line work manually and watching him I know he can gain more time if he goes to a laser line level.
