An Abuja High Court on Friday, struck out the application of Mathew Iduoriyekemwen of the Peoples Democratic Party, PDP, urging the court to dismiss the suit filed by Pastor Osagie Ize-Iyamu, who sued the Independent National Electoral Commission, INEC to explain whether the commission could substitute his name for another if he was not dead or tender a formal withdrawal to contest.

Ize-Iyamu won the governorship primaries of the Sen. Ahmed Makarfi-led Peoples Democratic Party (PDP), while Iduoriyekemwen won under Ali Modu Sheriff-led PDP.

Ize-Iyamu was declared as the Governorship candidate of the PDP in the September 11 gubernatorial election in Edo State.

Majority of the 38 officers compulsorily retired by the Nigerian Army two months ago were sent away without recourse to the rules of disengagement in the Nigerian military,” PREMIUM TIMES can authoritatively report today.

The army had in June announced the compulsory retirement of 38 officers on different ranks on the grounds of alleged professional misconduct during the 2015 general elections, as well as involvement in the $2.1 billion arms procurement scandal.
The affected officers include Major-Generals F. O. Alli, E.J. Atewe, I. N. Ijoma, L. C. Ilo, TC Ude, Letam Wiwa, SD Aliyu, M.Y Ibrahim, LC Ilo and O. Ejemai. Others were Brigadier-Generals D. M. Onoyeiveta, A. S. O. Mormoni Bashir, A.S.H Sa’ad, A. I. Onibasa, D. Abdusalam, L.M. Bello, KA Essien, B. A. Fiboinumama and I. M. Lawson, Also affected were Cols. M.A. Suleiman, I. O. Ahhachi, P. E. Ekpenyong, T. T. Minimah, O. U. Nwonkwo, and F. D. Kayode, Lt-Cols C. O. Amadi, K. O. Adimogha, T. E. Arigbe, O. A. Baba Ochankpa, D. B. Dazang, O. C. Egemole, Enemchukwu, A. Mohammed, A. S. Mohammed, G. C. Nyekwu, T. O. Oladintoye, C. K. Ukoha and Major A. T. Williams.

In the June 9 letters, seen by PREMIUM TIMES, to the affected officers, their compulsory retirement was hinged on “provisions of Paragraph 09.02c (4) of the Harmonised Terms and Conditions of Service for Officers 2012 (Revised)”.
The referenced section – 09.02c (4) – of the Harmonised Terms and Conditions of Service for Officers 2012 (Revised), shows the officers were laid off “on disciplinary grounds i.e. serious offence(s)”.

Emphasizing “service exigencies” and that the “military must remain apolitical and professional at all times”, Army spokesperson, Sani Usman, a colonel,on June 10, released a statement, disclosing what could have constituted the “serious offences” which warranted the 38 officers to be compulsorily retired.

“It should be recalled that not too long ago some officers were investigated for being partisan during the 2015 general elections,” the statement said. “Similarly, the investigation by the Presidential Committee investigating Defence Contracts revealed a lot. Some officers have already been arraigned in court by the Economic and Financial Crimes Commission (EFCC),” Colonel Usman said.

Although, some of the officers, who were shocked by their sudden retirement, had alleged ethnic cleansing, the Chief of Army Staff, Tukur Buratai, said the army embarked upon the exercise to remove those “who in one way or the other jeopardized the fight against insurgency and other issues bordering on national security.”

He also said that there was no better time to send the officers away than the time they were retired.
But PREMIUM TIMES investigations revealed that the Army breached its own rule by retiring most of the officers without query or indictment by any panel, thereby raising question of arbitrariness.
However, contrary to the claim by the Army, our investigations showed that only a few of the affected officers were queried, tried and indicted.

Others had their careers abruptly cut short for reasons that smacks of high-level arbitrariness, pettiness, witch-hunting and partisanship by authorities of the Army.
While officers cleared by either arms procurement panel or election panel were retired, others who were not questioned at all were also sent away.

Our findings revealed that nine officers, holding the rank of Major General, 11 Brigadier Generals, seven Colonels and 11 Lieutenant Colonels, amounting to 38 officers in sum, were laid off.

Highly placed sources in the Army told PREMIUM TIMES that out of the Major Generals, only one – E.D. Atewe (N/7674) faced a panel and was indicted. Mr. Atewe was indicted by the presidential arms probe panel, and he is currently being prosecuted by the Economic and Financial Crimes Commission.

Although S.D. Aliyu (N/7711); M.Y. Aliyu (N/8114) GOC 7 Division; Fatai Alli, (N/7914) a former Director of Operations in the Army, also faced presidential arms panel but they were cleared. Yet they were laid off for “serious offence”, our investigations revealed.

Other five Major Generals – L. Wiwa (N/7665), who is late Ken Saro-Wiwa’s brother; I.N. Ijeoma (N/8304); T.C Ude (N/7866); L.C. Ilo (N/8320); O. Ejemau (N/8340) were neither queried nor indicted by any panel. On June 9, they received letters via emails, directing them to proceed on compulsory retirement.


The cases of the affected Brigadier Generals are not different; only one of them – A.I Onibasa (N/9072) was indicted by the presidential panel on arms procurement.
Sources told PREMIUM TIMES that the remaining 10 officers were simply retirement because they were suspected to be have failed to help this regime to power.

For instance, two officers were laid off because of their ties to the embattled former National Security Adviser, Sambo Dasuki, our sources said.
The two officers – A.S.H. Sa’ad (N/8392), who was at the Directorate of Military Intelligence; and Mormoni Bashir (N/8396), former principal staff officer to Mr. Dasuki – were retired without indictment. Although, Mr. Sa’ad faced a panel, he was not found to have engaged in any wrongdoing.
For his alleged close ties to a former Army Chief, Kenneth Minimah, D. Abdulsalam (N/9169) was sent away.

Koko Essien (N/8794), a former Brigade Commander, 2 Brigade, Port Harcourt, faced the election panel but was cleared. Mr. Essien was laid off nonetheless, like Bright Fibioinumana (N/8399); L.N. Bello (N/8799), former Brigade Commander, 34 Brigade Owerri; and M.G. Alli Moundhey, former Director, Campaign Planning in the North East Operations, who were even not queried in the first place.

Although, the Nigerian Army said the affected officers were retired for either involvement in the 2015 general elections or arms procurement fraud, our investigations showed that officers who were not in Nigeria at the time of the elections were also sacked.
That was the case of I.B. Lawson (N/8812) and G.O. Agachi (N/9363) who were Defence Attaches at Nigeria’s missions in China and Benin Republic respectively.

According to a document seen by this newspaper, they retired for allegedly committing “serious offence”.
But they were never informed of their offences nor were they invited to face any panel of inquiry, army insiders say.

Many Colonels and Lieutenant Colonels who were laid off on June 9 were merely suspected of failing to cooperate with the All Progressives Congress to garner votes in the 2015 elections, sources told PREMIUM TIMES.

In one instance, T.A Williams (N/11469) a Major; and A. Mohammed (N/10659), a Lieutenant Colonel, both attached to the 195 Battalion, Agenebode, Edo State, with the latter as Commanding Officer, were said to have been flushed out because of complaint of not cooperating with the APC, brought against them. But Mr. Mohammed was said to be away in the North-East at the time and played no role during the election. Yet he was retired.

Similarly, in Rivers State, Army insiders said, APC officials accused four officers attached to the 332 Air Defence Regiment (B. Odiankpa – N/10417) and ; 5 Battalion, Elele (A.S. Mohammed -N10662); 2 Brigade Garrison, Port Harcourt (A.Adimoha – N/10421); 29 Battalion Port Harcourt (T.O. Oladuntoye (N/10338) of aiding the PDP in the state.

Our findings revealed that these officers, accused of partisanship, were not queried or investigated before they were asked to forced to leave the army.
In one curious case, documents seen by this newspaper revealed that Lt. Col A. Mohammed was in the North East, not Agenebode, but somehow his name was among those listed for alleged partisanship.

The former Commanding Officer, 93 Battalion, Takum, O.C. Egemole (N/10423), who was also compulsorily retired, was also accused of “not doing enough” to avert APC loss in Taraba State. He was also neither queried nor investigated.

Seven colonels on the list of the compulsory retirees had no formal charge issued to them nor did they face panel before they were laid off.
For instance O.U. Nwankwo (N/9678) was studying at the University of Ibadan while M.A. Suleiman (N/10030) was in Chad as Defence Attaché before they were suddenly retired. Then, C.K. Ukoha (N/10319) was in Abuja during the elections, insiders told us, but was accused of taking part in electoral fraud in Benin and was retired.

Also, without probe or indictment for any offence, T. Minimah (N/10185), brother to former Army Chief, Kenneth Minimah, was also removed from his post in Benin and retired.

Did the retirements follow due process?

PREMIUM TIMES checks indicated the army violated its own rules in the ways the officers were disengaged.
The Harmonized Terms and Conditions of Service for Officers whose paragraph 09.02c (4) was relied upon to remove the officers, originates from the Armed Forces Act.

The section cited by the Army provides that an officer may be compulsorily retired “on disciplinary grounds i.e. serious offence(s)” without defining what constitutes “serious offences”.

But the principal law – the Armed Forces Act – establishes all actions that constitute offences in the Military.
The Act prescribes steps to be taken in punishing offences, and a review shows no section empowers the Army Council to arbitrarily punish or compulsorily retire officers for any offence.

In fact, the Army Council, in Section 11(a-f) of the Act, has no power to retire any officer on disciplinary ground without compliance with the steps prescribed by law.

THE Pastor Osagie Ize-Iyamu Support Group, has described the statement credited to the wife of the President, Mrs. Aisha Buhari to the effect that women’s support for the APC governorship candidate, Mr. Godwin Obaseki in the forthcoming election in the state was not negotiable as laughable.

The group, in a statement in Benin, yesterday, by its leader, Mrs. Patricia Akande, said the statement is Mrs. Buhari’s personal opinion as Edo people have already made up their mind to vote out the APC during the election.

According to her, Obaseki was not the choice of Edo people because he was imposed by the APC leadership against the wish of Edo people and the APC.

Voters in Okpuje – Ilueha in Owan West local government area of Edo state have vowed not to come out on Election Day if the only road linking them with Uzebba is not constructed.

Spokesmen for the over seven communities in Okpuje – Ilueha who spoke with visiting newsmen, said that their refrain as far as the forthcoming governorship election is concerned is that, “No road, no votes”, insisting that the construction of the road has become political.

They recalled the contract for the construction of the road which they now termed “political road” was first awarded by a former PDP local government chairman in the area, saying that the aspect of the area that was constructed collapsed after six months. One of the spokesmen, Mr. Moses Aisia, a former Supervisory Councillor in Owan West Local Government Area, disclosed that precisely on 6th June, 2016, Governor Adams Oshiomhole came to flag- off the construction of the road, adding that since then nothing has been done.

He recalled that in 2007, when campaigning, Oshiomhole promised to construct the road if elected and repeated the same promise when seeking a return for a second term in office. “We are tired of empty promises and we have decided here that we will not cast our votes if the road is not constructed. We will not vote for any party if this road is not constructed.

Our parents cannot survive without this road because this is the only link with other neigbouring communities and we can no longer evacuate our farm produce because we are predominately farmers here”, he said. Another spokesperson, Mr. Stephen John simply added that the governor came to flag- off the road with the aim of deceiving the people to vote for the APC candidate, adding that they cannot be deceived again.

According to him, “we pay over N300 on motorcycles to Uzebba, a distance of only five kilometers. What favour have we really got from this government?

Pastor Osagie Ize-Iyamu has cautioned those he claimed are planning to rig the elections not to contemplate such saying that a meeting of APC henchmen reportedly held last Friday to manipulate the elections were open to him.

Ize-Iyamu speaking through his Campaign Organization said the plan involved using security agencies and some staff of the Independent National Electoral Commission (INEC) to push the APC candidate through by hook or crook. He thus urged those involved to rethink as PDP members across the wards in the state are ever prepared and ready to defend their votes by ‘’any means necessary.”

The campaign organization’s assertion was in response to an alleged meeting held by the APC leaders with their Unit Heads on Friday at former Leventis House, Sokponba Road, Benin City, where according to the PDP campaign, they were said to have instructed the Unit Heads to disrupt any polling unit where the PDP candidate wins during voting and counting of ballots papers.

According to the Statement, “We have been informed by an insider at the meeting that APC leaders further warned their members that the election results must not be allowed to be declared by INEC Presiding Officers should PDP wins in any unit in the state

‘’The insider further informed us that APC had finally given up any hope of winning the election, and they are now planning crude measures to rig the election, including making their members as INEC ad-hoc staff members. And if this is what they are planning then, they have failed because our members have been instructed to defend their votes by all means necessary.”

The PDP campaign organization alleged that the APC had also deployed huge sums of money to their collaborators in the state in a bid to prevail on them to help in the plot, just as it alleged that the PVCs of the electorate in various wards across the state were being collected by APC’s leaders daily and in some cases the serial numbers copied out for cloning.

‘’Our evidence is very strong. We know for sure that the APC is planning with their collaborators to withhold campaign materials from all the areas in Edo State where the PDP has clear voting majority supporters.”

The plan, according to the statement, will lead to an electoral crisis that would invariably force INEC to declare the election inconclusive, adding that the APC in Edo had also perfected plans to influence INEC officials to supply faulty Card Readers to areas where PDP is very strong in order to deprive and reduce PDP votes.

It added, “they have also mapped out seven local government councils where they will disrupt election results and make the election inconclusive. We therefore strongly recommend to INEC to be law-abiding and fair to all to avoid crisis it may not be able to manage. On our part, we have advised all PDP member and indeed Edo people to be law abiding, for victory is ours.”

The Central Bank of Nigeria, CBN, on Thursday, directed banks and authorised forex dealers to sell the Pilgrims Travelling Allowance, PTA, to intending pilgrims at a concessionary exchange rate of N197 to $1.

In a circular on Thursday, marked, TED/FEMFPC/GEN/01/005, the CBN said: “Each pilgrim is entitled to purchase a minimum of $750.00 and maximum of US$1,000.00 as PTA. The Federal Government has approved that intending pilgrims are to be sold the PTA at a concessionary exchange rate of N197.00 to the US dollar.

“No commission shall be charged by the banks for the sale of the PTA to the intending pilgrims. The Central Bank of Nigeria shall sale the PTA to the designated banks in Lagos and Abuja and the accounts of the respective banks shall be debited as soon as the funds are disbursed….”

The word “strong” in the body of a piece written by a certain Governor Adams Oshiomhole’s social media activist, lauding the governor’s achievements tickled my curiousity.

One is literally eviscerated when words are abused to achieve determined dubious ends, having been in the voyage of literary/words structuring for nearly two decades. The dubiety inherent in the word ‘strong’ in the context where it was used is nothing other than reducing our cherished democratic struggle as a people and nation to something profane.

There is no gainsaying the fact that Governor Oshiomhole made minimal dents on the governance of the state, namely: reconstruction of roads, renovation of schools (red roof) and the building of a single hospital that many referred to as a whited sepulcher! If a few reconstructed roads and schools and hospital are all we can get in eight years of Oshiomhole’s over dramatised administration(let’s add the regular payment of less than 5,000 state’s civil servants workforce), then finishing ‘strong’, which connotes potency, effectiveness, authority, resourcefulness, firmness, solid, stable, fortress, uncompromising, fervent, thoroughness, vivid was lavishly and wrongly used.

Talking about thoroughness and fairness, shall we say Governor Oshiomhole has demonstrated leadership in those areas in terms of political appointments and infrastructural allocations? How about job creation, award of bursary to students and student’s scholarship?

What happened to the promised rejuvenation of state-owned existing industries like Bendel Brewery, Edo Line Transport Limited and the Fruit Processing Company in Eho and many more? Shall we regale ourselves with the failed retreat being the chief anchor of a faded slogan called One-Man-One-Vote?!

The majesty of democracy is inherent in its pluralism: accountability, openness and equitable patronages of political positions across the various interest groups. But that cannot be said of Governor Oshiomhole’s nearly eight years in the saddle. Against all logic, merit and fairness, Governor Oshiomhole as the visitor to the two state-owned institutions: Ambrose Ali University, Ekpoma and Edo University, Iyamho appointed Prof. Ignatius Onimawo and Prof. Emmanuel Aluyor from Etsako, respectively. If the appointments of Prof Onimawo and Prof Aluyor came as a surprise to Edo People and to those from other parts of Edo North who are eminently qualified for the job, the appointments of Dr. Mustapha Lekki and Mr. Pius Akpaibo as the INEC South-South Commissioner and Federal Revenue Mobilisation Chairman simply rattled them, as both of them are from Etsako. What with Governor Oshiomhole’s selection of Hon. Philip Shuaibu as Deputy Governor on the APC’s ticket, an Etsako man like himself from the same ward and local government? Ditto Senator Francis Elamikhena from the same Etsako as Governor Oshiomhole.

To make the matter worse, all the Etsako people in his government who constitute more than 60% of the state’s political appointees (just three local government) are reportedly receiving what they called Iyamho (double) salaries different from what every other political appointees take home. The Fundamental Objectives and Directive Principles of State Policy in section 14 subsection 4 of the Nigeria Constitution is against concentration of political appointments or elected political office holders in a given space to the detriment of other parts of the state thus: “The composition of the Government of a State, a local government council, or any of the agencies of such Government or council, and the conduct of the affairs of the Government or council or such agencies shall be carried out in such manner as to recognise the diversity of the people within its area of authority and the need to promote a sense of belonging and loyalty among all the people of the State/Federation”. Subsection 2 and 3 states: “Accordingly, national integration shall be actively encouraged, whilst discrimination on the grounds of place of origin, sex, religion, status, ethnic or linguistic association or ties shall be prohibited.

For the purpose of promoting national (state) integration, it shall be the duty of the State government”. In the eye of the Nigeria’s Constitution, Governor Oshiomhole is not merely an ethnic potentate, but a dictator who prides himself as an emperor who conquered the same institution and people that brought him to power. It all began during the 2013 local government election with each subsequent manipulation becoming progressively easier. With less than 130 days to the end of his administration, the Governor grudgingly gave 10% mobilisation fee to two contractors for the flagging off of two political roads in Ekpoma and Okpuje, Esan Central and Owan West, respectively. This was done after he had fixed more than 30 roads in the three local government areas in Etsako land, leaving Esan land: Owan East, Owan West and Akoko-Edo to wallow in economic degradation.

How do we discuss Governor Oshiomhole’s job creation fiasco without mentioning the over 20,000 Edo youths (Edo YES Empowerment scam) who were sacked after being casualized for nearly three years? How do we describe the anguish of Egor, Orionmwon, Owan East and West local governments whose workers haven’t received any alert in their bank accounts in the last 18, eight, seven and five months, respectively? Governor Oshiomhole’s earlier momentum has faded, instead of ‘finishing strong’. His determination to turn Edo into a cluster of hit parades suggests to Edo people that it wouldn’t take much, now, to push him over the edge.
