We have PU, Ward, LG, and State collation centers where results are verified in that sequence. You can't come to the national collation center and try to stop the INEC chairman.
Again, provision were made for when the results could not be transmitted. Maybe you should read the section further and cure your ignorance.
Transmission of results is for transparency, not for INEC to determine the winner. It is believed that what's coming from each collation centers will be what's uploaded to the server. Why not wait till you see 200 instead of 2000 in your PU?

The INEC chairman has announced results, giving a certificate without the full upload of results. This is totally wrong.

INEC has no power to halt announcement of results when it's deemed to have come all the way from PU, Ward, LG, State before it gets to Abuja.
The iRev you guys are harping on is just to help validate the various results. It's not written anywhere that election process would be halted until all upload are completed and verified. For God's sake you guys have representatives everywhere. You have copies of the originally signed results. Why not wait to see if INEC will upload something different?

I sense a kind of anger from the northerners today. They said that the easterners only voted for LP.

The FCT is treated as a state of the Federation on constitutional matters.

However, I feel, as a matter of English language, 2/3 of the 36 states and FCT doesn't mean 25% in 2/3 of states and 25% in the FCT.

According to the OP, the total votes of the Candidates is 1,341,109. The 25% 1,341,109 x 0.25 is approximately 335277.
Obi polled lesser than 300k votes, so he didn't make 25%.
