It's not ambiguous. It's written in English.

And no, Mr Igini is not INEC. Peradventure if the candidate that'll have the majority vote doesn't have up to 25% in the FCT, INEC will approach the Court if they're not clear.

TLDR: Presidential Candidate needs majority vote + 25% of votes in at least 24 states + 25% of votes in the FCT. The Electoral Act 2022 refers to the Sections 133, 134 and 179 (for governorship candidates) of the 1999 Constitution.
Check the wordings again. The law never said you must have at 25% of vote cast in the FCT to be declared winner. At least, 25% in 2/3 of states and the FCT, is not the same as at least, 25% in FCT and 2/3 of 36 states.

We Yorubas don't go about calling USA, Canada and UK no man's land. We respect our boundaries.
The last I checked, we have Igbo people holding elective positions in Lagos. This is never because you have the population, but because we allowed you. Trust me, no Igbo man will ever be allowed to become the chairman of even a market association in Lagos (even if there's no Yoruba man in the market) if that's what we want.
