Politics › Re: Why Social Media Needs Regulation (countries Outside Africa Speak Up) by DMerciful(m): 2:38am On Dec 11, 2019
Why is UK and US focusing more on the social media companies like FB, Google, etc rather than their citizens?
CaptainMeks:
UK
The government has proposed measures to regulate social media companies over harmful content, including "substantial" fines and the ability to block services that do not stick to the rules.

It will run a consultation until 1 July on plans to create a legal "duty of care towards users", overseen by an independent regulator.

At the moment, when it comes to graphic content, social media largely relies on self-governance. Sites such as YouTube and Facebook have their own rules about what is unacceptable and the way that users are expected to behave towards one another.

This includes content that promotes fake news, hate speech or extremism, or could trigger or exacerbate mental health problems.

Self-governance
YouTube has defended its record on removing inappropriate content.

The video-sharing site said that 7.8m videos were taken down between July and September 2018, with 81% of them automatically removed by machines, and three-quarters of those clips never receiving a single view.

Globally, YouTube employs 10,000 people in monitoring and removing content, as well as policy development.

Facebook, which owns Instagram, told the BBC that it has 30,000 people around the world working on safety and security. It said that it removed 15.4m pieces of violent content between October and December, up from 7.9m in the previous three months.

Some content can be automatically detected and removed before it is seen by users. In the case of terrorist propaganda, Facebook says 99.5% of all the material taken down between July and September was done by "detection technology".

If illegal content, such as "revenge pornography" or extremist material, is posted on a social media site, it will be the person who posted it, rather than the social media companies, who is most at risk of prosecution.

This is a situation that needs to change, according to Culture Minister Margot James. She wants the government to bring in legislation that will force social media platforms to remove illegal content and "prioritise the protection of users, especially children, young people and vulnerable adults".

So if the UK has so far mainly relied on social media platforms governing themselves, what do other countries do?

Germany

Germany's NetzDG law came into effect at the beginning of 2018, applying to companies with more than two million registered users in the country.

They were forced to set up procedures to review complaints about content they are hosting and remove anything that is clearly illegal within 24 hours.

Individuals may be fined up to €5m ($5.6m; £4.4m) and companies up to €50m for failing to comply with these requirements.

In the first year of the new law there were reported to have been 714 complaints from users who said that online platforms had not deleted or blocked illegal content within the statutory period.

The Federal Ministry of Justice confirmed to the BBC that the figure had been considerably below the 25,000 complaints a year it had been expecting and that there have been no fines issued so far.

European Union

The EU is considering a clampdown, specifically on terror videos.

Social media platforms would face fines if they did not delete extremist content within an hour.

The EU also introduced the General Data Protection Regulation (GDPR) which set rules on how companies, including social media platforms, store and use people's data.

But it is another proposed directive that has worried internet companies.

Article 13 of the copyright directive would put the responsibility on platforms to make sure that copyright infringing content is not hosted on their sites.

Previous legislation has only required the platforms to take down such content if it is pointed out to them. Shifting the responsibility would be a big deal for social media companies.

Australia

Australia passed the Sharing of Abhorrent Violent Material Act on 5 April, introducing criminal penalties for social media companies, possible jail sentences for tech executives for up to three years and financial penalties worth up to 10% of a company's global turnover.

It followed the live-streaming of the New Zealand shootings on Facebook.

In 2015, the Enhancing Online Safety Act created an eSafety Commissioner with the power to demand that social media companies take down harassing or abusive posts. Last year, the powers were expanded to include revenge porn.

The eSafety Commissioner's office can issue companies with 48-hour "takedown notices", and fines of up to 525,000 Australian dollars (£285,000). But it can also fine individuals up to A$105,000 for posting the content.

The legislation was introduced after the death of Charlotte Dawson, a TV presenter and a judge on Australia's Next Top Model, who killed herself in 2014 following a campaign of cyber-bullying against her on Twitter. She had a long history of depression.

Cardboard cut-outs were used at demonstrations over Facebook in Washington and Brussels last year

Russia
Under Russia's data laws from 2015, social media companies are required to store any data about Russians on servers within the country.

Its communications watchdog is taking action against Facebook and Twitter for not being clear about how they planned to comply with this.

Russia is also considering two laws similar to Germany's example, requiring platforms to take down offensive material within 24 hours of being alerted to it and imposing fines on companies that fail to do so.

China

Sites such as Twitter, Google and WhatsApp are blocked in China. Their services are provided instead by Chinese applications such as Weibo, Baidu and WeChat.

Chinese authorities have also had some success in restricting access to the virtual private networks that some users have employed to bypass the blocks on sites.

The Cyberspace Administration of China announced at the end of January that in the previous six months it had closed 733 websites and "cleaned up" 9,382 mobile apps, although those are more likely to be illegal gambling apps or copies of existing apps being used for illegal purposes than social media.

China has hundreds of thousands of cyber-police, who monitor social media platforms and screen messages that are deemed to be politically sensitive.

Some keywords are automatically censored outright, such as references to the 1989 Tiananmen Square incident.

New words that are seen as being sensitive are added to a long list of censored words and are either temporarily banned, or are filtered out from social platforms.

Food › Re: Does Mixing Alcoholic Drinks With Non-Alcoholic Drinks Reduce Effect? by DMerciful(m): 6:35pm On Dec 08, 2019
The alcoholic % is a volumetric one. Meaning, 10% alcoholic content means that 1 part out of 10 parts by volume is pure alcohol. So by adding the nutrimilk, the volume has increased without additional increases in alcohol so there is dilution. Secondly, because the consumer is not taking it instantaneously, it will take him more time to consume the alchohol in the beer giving the body more time to neutralize the effect. Also the quantity of alcohol he will consume overall will reduce because he has a limit interms of volume he can drink which is already diluted.
For example, if you put 1kg of powdered detergent in small water, it will be effective, but if you add more water, even though the detergent remains thesame, the detergent will be diluted and unable to wash the cloth.

Nigerians are too docile. Bunch of clowns. Everything ends on social media. Too much talks no action.
If 10million people march to the DSS quarters. With one voice n one mind and one heart. Even in tear gas or Live ammunition, just keep marching. It will take 3 mins to bring down anything left of that office the only downside is we may sacrifice less that 100,000 ppl in the march. But then it’s a price we all have to pay. If not , The government will keep Fvckng with you.
The court is suppose to be the last resort, but as we can see they are above the law. But they can’t be above 10million protesters in one spot one venue screaming the anthem and marching to bring down every corrupt element

I agree that the leadership of both tribes are all thesame, maintain the status quo cos they are currently benefiting from it. They use the youths whose future is at stake but too naive to see it. I have pondered seriously at the situation perhaps a benevolent, nationalistic, patriotic, and God fearing dictator might be a way out cos we're in serious quagmire!
LegendHero:
God bless you.

On the political issue about Ohanezes and Yoruba leaders, bro the earlier we come to reality, the better for all of us. Although it can be argued that if the leadership bloc from both regions can come together to form an alliance, some of the problem can be solved but I think we are all failing to see the actual problem affecting both region.

The elders group and politicians are all the same across each divide. They will NEVER be happy seeing the unity of purpose among both tribes. Who will defend Igbo politician or elders that is corrupt in the online space if we (Yorubas and Igbos) are all united? Who will also defend the Yoruba politician or elder that is corrupt in the online space if we (Yorubas and Igbos) are all united? They are all thieves hiding under the cloak of patriotism to their tribesmen to enrich themselves and their cronies.

I was saying it here the other time, I read some books about how Awolowo implemented the free education and the hardship he had to go through to achieve that feat. He was mocked, bullied by the western press, faced much opposition from the uneducated Agbekoya but yet he proceeded and we are still talking about his legacies several decades later. The present corp of South West governors have failed us, they have no definite philosophy and you can't even say this is their goals. This is also true to the Igbo governors coz I'm pretty sure they do not follow in the footpath of the labor of the Azikwes.

We the southerners most times always blame the North for all our problems, saying the south will be an eldorado if we were a separate country and sometimes I always laugh. Will the south not still be ruled by all these fraud politicians we parade in the new country? For the south to achieve prosperity even as a separate country, there must be a sweeping revolution such that these current political class will be wiped away (not death) from the new establishment for us to have the prosperity we dream of.

Thank you for your progressive mindset. We shouldn't continue fighting the wars of our forefathers that is not doing us any good. The Japanese were nuked by US during the second world war but they cooperate more than any other countries cos it's in their best interest.
I understand it's not easy not to respond to others insulting our tribes but if we must cooperate, some people will be the drivers. For goodness sake, we have no hand in deciding where we came from so why should that determine if we progress collectively. Science has made the world a wonderful place to live in, we should fight our common enemies in form of diseases, crime, terrorism climate change,
child labour, liberation of women, human right oppression etc. Why is it difficult from Ohaneze to meet with Yoruba leaders to sign a peace pact and memorandum of understanding? Even if its presidency, what stops them to say I'll support you to be president and afterwards you support me by signing some form of agreement? I repeat,
Nigeria can only make progress if Igbos and Yorubas cooperate, so we either look beyond the issues btw Azikiwe, Awolowo, Ojukwu, Amadu Bello, Akintola, Nzeogwu and forge a new Nigeria. Those guys made mistakes, they were also young and nobody before them to guide them
LegendHero:
You will be the third or fourth Igbo I will have this kind of discussion with on this forum and we all also shared the same mindset with each other on this subject.

We have a million things to gain if we could be together. Even if we don't share the same mindset and reactions to issue, we can always accommodate each other's thought and work together for things that will benefit us both. internally the Yoruba and Igbo folks desired co-operation but just that our egos exceed our urge to unite.

However, there are numerous folks on this forum that identifies as Igbo and Yorubas on here that are purposely sabotaging that effort by constantly fueling the rift. No matter how cool you will be, it will be hard for you to keep mute when your tribe is being dragged in the mud. That is what is also affecting the saner folks on this forum.

The only time Nigerians protested was during 2012 fuel price increase due to subsidy removal and the govt responded by bring it down to N97 and eventually N87. Nigerians protested because they knew GEJ was a democrat and wouldn't unleash the military. Bubu has been killing protesters since he came, ask the Shiites and IPOB!

As it stands now, the only thing that can move Nigeria forward is the cooperation of the Igbos and the Yorubas. I honestly pray we look beyond our superficial differences and form a major alliance to liberate this country. Nigeria with so much human and natural resources coupled with the fact that we owe the entire black race the leadership to success (because blacks would begin to have a sense of pride if Nigeria succeeds as being by far the largest black nation) has failed herself to an extent we are thought as not being able to govern ourselves. I dont understand the war of supremacy btw Igbos and Yorubas, it has really hurt the Nigerian State!
LegendHero:
You are right although I have a different school of thought about the military boys trying to install Awolowo (It's all a ruse to legitimatize the coup). Sometimes I always think it would have been better for Nigeria to break up in its formative days or at least we should remain in that regional government. If we had broken up as separate countries, I am quite sure each southern region will be at a more prosperous nature than our current status.

Either way everyone already learnt from their mistakes, just that the mistrust of people in the south is still what is currently holding us down. If the Igbo tries to make a move, the Yoruba antagonizes, if the Yorubas tries to make a move, the Igbos also antagonizes.

The only time the Yoruba and Igbos successfully formed an alliance was during the clamour for independence. That was the only time ZIk and Awo formed a truthful alliance. After that one time, both regions keep drifting apart up to this moment.
Politics › Re: Tinubu Mother Abibatu Magaji Made A Banner For Awolowo On His Release - Photo by DMerciful(m): 6:29pm On Dec 01, 2019
I agree with you that Ojukwu should have consulted more. Akintola was Awolowo nemesis in the West so I dont think Awolowo's active collaboration with the Nigerian government was because of Akintola's demise and also dont forget the original coupist wanted to install Awolowo! The western countries supported the fg because they dont want other countries to start breaking up, their failed experiments in Africa would have been obvious. It would have been difficult for Awolowo to join the war in all honesty, the west was too militarized because the seat of govt was in Lagos at the time but he should have been neutral. He made it seems he wanted presidency at all cost! Even at that, was he rewarded? Just imagine if the East has seceded and the West seceded, they would have been great countries today cos they both are progressive people but they chose to be tied to a deadweight North who are naturally retrogressive and everybody is being slowed down to a halt.
LegendHero:
I understand what you are saying bro.

@the first bolded, Awo did not mean that statement in the context of war. The Yorubas at that time do not have any justification to go to a war against Nigeria. The pogrom attack was majorly against the Igbos, the initail coup by some Igbo military guys also killed Akintola, a Yoruba premier. Hence the Yorubas do not have any moral justification to suddenly go to war against Nigeria.

Let's say for example, Yoruba soldiers killed Azikwe, Ojukwu, etc and the Yorubas now turn to the Igbos after just 9 month to tell them to forget the killing of their leaders and join them in a war against Nigeria. In all honesty, do you believe the Igbos will accept?

Like i said at first, even if you might argue the war is justified on the side of ojukwu, he could have at least consulted and be sure of alliance before depending on just the strength of the Igbos alone. Even the almighty USA cannot go to war against an opponent without securing the alliance of some powers at first. in life, everything is not just about being brave, being brave without brain will be more fatal to a man no matter how powerful he can be.
Business › Re: Petrol subsidy increases by 2,000% in one year by DMerciful(m): 6:06pm On Dec 01, 2019
Nigerians especially the West and North hated GEJ because he is from a minority tribe. They hated the fact that GEJ was making institutional progress and they fear their rubbish legacy would be desecrated so they started unnecessary attacks through occupy lagos and malicious publications by Lagos-Ibadan press. This was done by the West under pretence that GEJ refused to give them speakership even though GEJ made effort to put Mulikat but was frustrated by Tinubu who chose Tambuwal for his people. While the North intensified Bokoharam, kidnapped their own children, Sanusi went on rambling of NNPC missing $20 billion which Price Waterhouse Corper audited and found nothing substantial. NNPC is still loosing money till tomorrow, subsidy has doubled and fuel price has also doubled, we have borrowed over 10 trillion yet the roads are bad, electricity bad, security and crime has become a disaster, there is general unhappiness in the country, electoral gains made by GEJ has been reversed, elections has gone back to pre 2007 when results were written in politicians bedrooms. In all honesty, the west betrayed the South for nothing!
Politics › Re: Tinubu Mother Abibatu Magaji Made A Banner For Awolowo On His Release - Photo by DMerciful(m): 6:04pm On Dec 01, 2019
The fact that Awolowo said if Igbos leave the Yorubas would leave, even if he was scared the west was too militarized to secede at the time Ojukwu declared, he should have at least be neutral because they had talked about it. He was really a betrayal to have played an active role. The reason the pogrom was done is not because of Igbo boasting or insult, but the same reason why we have Bokoharam, Herdsmen, bandits etc killing even themselves today. They look for excuse to kill. When you are with belligerent people, anything triggers killings. Remember the beauty pageant that triggered killings in the North? What about the Denmark cartoon that triggered killings? What about 2011 elections?Go and read the history of attack of the arabs against Isreal for no just cause then you would know the North has always been that way, doesn't need any trigger other than jealousy
LegendHero:
That war was still avoidable in 1967 Ojukwu should have shifted it to a later date. He should have consulted several people first and form alliance.

It’s not only the first coup that lead to the pogrom in the North, the North already had the Igbos in mind and even if that coup did not happen there will still be pogrom.

The Igbos in the North then are boasting about themselves, calling the northerners useless being, and looking down on the inhabitants. Some conservatives in the North were already planing to treat their fuckup and the January coup was a perfect justification for them.

Ojukwu should have at least try to solicit the support of the Yorubas. Don’t tell me about his meeting with Awo, what transpired was that Awo told him not to make haste in his decision. Before Awo could know it Ojukwu already decided no going back and he thought he could win the war on his own.

Ojukwu underrated the Nigerian army and he also put his hope in the money stashed in the federal banks in the eastern region that he seized. He was using that money to purchase arms from outside world and Awolowo had to change the currency to stop him from being able to use that.

What the bleep do you mean by army to army? I’m not here to be going back and forth with you coz it won’t do me any good. You don’t take to correction and you don’t like learning or trying to at least see history from a different perspective.

Initially when that war started, Ojukwu boasted of having lots of ammunition and that he will conquer the federal side in no time, the international press praised Ojukwu in the media such that he is the beautiful bride to all countries. But as time passes, they came to know it’s all propaganda and they are all writing again in their newspaper that where are the ammunition he said he had. That propaganda cost him 3 million of his kinsmen and I’m sure Ojukwu regretted that decision

I repeat, that is not a war, it’s Genocide.
