The Nigerian Senate has scrapped NNPC

- The upper legislative chamber also established three new agencies

- It said the Petroleum Product Pricing Regulatory Agency (PPPRA) is now under the new commission

The Nigeria National Petroleum Corporation (NNPC) has been scraped by the Senate. This is following the passage of the controversial Petroleum Industry Governance Bill (PIGB).

NAIJ.com gathered that the Senate had on Thursday May 25, considered and passed the much talked about PIGB, after its clause by clause consideration.

In place of NNPC, the Senate recommended the establishment of three new agencies to effectively manage the largely troubled oil and gas sector.

Among the agencies established in the bill, is the Nigerian Petroleum Regulatory Commission (NPRC), which shall be headed by a Chairman.

NAIJ.com had previously reported that the Senate uncovered N10tr fraud in NNPC.

The commission will also consist of Commissioners, whose appointments and removal shall be subject to Senate approval.


The Petroleum Product Pricing Regulatory Agency (PPPRA) is now under the new commission.

The PIGB also established the Nigerian Petroleum Asset Management Company (NPAMC) and National Petroleum Company (NPC), to coordinate the activities of other existing agencies, including the Department of Petroleum Resources (DPR).

The bill which consists of 132 clauses has taken time to come, having outlived the 5th to 7th Senate, making the Senate President, Bukola Saraki to describe its passage as “historical”.


When signed into law, the document is expected to stimulate Nigeria’s oil and gas sector.

It is also expected to help Nigeria reduce corruption and inefficiency in the sector.

Chairman, Senate Committee on Petroleum (Downstream), Senator Tayo Alasoadura said he was delighted that his committee could achieve much on the bill.

“Today we have achieved what people believed was impossible to accomplish”, he told Journalists.

It could be recalled that nine months ago, the Senate mandated its relevant committees to work on the old copy of the PIB, which was divided into different compartments.

On his part, the Chairman, Senate Committee on Gas, Akpan Bassey, said, the “jinx has been broken”.


He expressed optimism that the bill would create confidence on how the business of oil and gas was done in the country.

“It will create the right signal to international community that Nigeria is ready for business”, he said.

A statement signed by Saraki’s media office said, “Today, the Senate passed the Petroleum Industry Governance Bill (PIGB), 2017. This followed the final consideration and adoption of the report of the Senate Joint Committee on Petroleum (Upstream, Downstream and Gas).

“The intent of this landmark legislation is to establish a legal framework for the creation of a more efficient, transparent, competitive and internationalized petroleum industry.

“The Bill, which was introduced by Sen. Tayo Alasoadura (Ondo Central), also seeks to create a conducive business environment for theoperations of the petroleum industry and overhaul the Nigerian National Petroleum Corporation (NNPC).

“Senate President, Dr. Abubakar Bukola Saraki, the driving force behind the PIGB’s progression through the Senate, said the “Senate’s action today culminates some 12 long years of legislative attempts to reform the petroleum sector. Now, we are a step closer to bringing better governance and transparency to Nigeria’s most important economic sector.”

In an interview last Friday during the launch of Glam Africa Magazine in Accra, the 32-year-old told showbiz


“The issue is men don’t have balls to come forward to ask me out because they think I am already hooked or perhaps I am very high maintenance”.

“Also, I may still be single because most people think celebrities are spoilt for choice when it comes to choosing partners but that is a very wrong perception.

This year alone over 40,000 migrants have crossed the Mediterranean, many of them are Nigerians. The BBC's Martin Patience has been to Nigeria's Benin City where many of the migrants start their journey.

It was the most difficult decision Kelvin Imasuen ever made - he would risk everything in a bid to reach Europe.

"I just had the belief I would get there," he told me, sitting outside his mother's dilapidated home on the outskirts of Benin City.

But he was to learn the cost of the dangerous journey in the most devastating way.

Kelvin hoped to go to university, but after his father died the family was plunged into poverty. Kelvin was barely scraping together a living working at a building site.

He was earning at most $2 (£1.55) a day and he says he could not afford the university fees.

Instead, like tens of thousands of other Nigerians hoping to reach Europe, the 26-year-old along with his sister, Augustina, boarded a mini-bus to the north of the country.


Once they arrived in the city of Kano they crossed into Niger and reached the main trafficking hub of Agadez, the gateway to the Sahara.

Kelvin told me they sewed dollar notes into their clothes so that even if soldiers and border-guards robbed them they would not lose all their cash.

He saw migrants die in the desert.

"People were just collapsing," he said. "There was no food and no water. There were too many people packed into the jeeps that took us through the desert."

Despite the dangers, Kelvin and his sister pushed on, in search of a better life. Like many Nigerians they were in search of jobs and opportunities.

Finally, they reached the Libyan Coast. Europe, their dream destination, was just a boat ride away.


One night, last July, hundreds of migrants were loaded onto inflatable boats on a Libyan beach.

According to Kelvin it was chaotic. Gunfire broke out after the traffickers argued. He said four migrants were shot dead.

"There were about 150 people in each boat. They were overloaded."

He was in one inflatable, his sister in another. As the boats pushed out into the darkness of the Mediterranean, it was the last time he would ever see her.

Augustina drowned after her boat capsized. The 28-year-old nurse left behind a young daughter.

"She was a jovial person," Kelvin told me. "She loved everyone. She was making about $15 a month. It was not enough for her to pay for her daughter's school fees."

Their mother, Charity, still cannot accept her daughter is not coming back.

"I would have asked her not to go," she said. "I still don't know whether she is alive or dead."

Meanwhile, Kelvin had a lucky escape. Along with dozens of other migrants, he bobbed about in the Mediterranean Sea for four days after their engine failed.


Eventually, the Libyan coastguard rescued them. The authorities detained Kelvin before the International Organization of Migration (IOM) returned him back to Nigeria.

While Kelvin and Augustina never made it to Europe almost 40,000 Nigerians crossed the Mediterranean on rickety boats last year, the third highest number from any nation.

Europe may now be focused on migrants coming from Syria and Afghanistan but the increasing number of migrants from Nigeria and other African nations is seen as the biggest long-term challenge.

Germany unveiled what it called a Marshall Plan for Africa to support economic development in countries in a bid to slow the flow of migrants.

The fact that the policy is echoing the Marshall Plan - an American aid project that helped rebuild European nations shattered by the World War Two - highlights how seriously Germany views the problem.

But critics say Germany's plan, which promises more development aid tied to reforms such as fighting corruption and greater private sector investment on the continent, falls short of expectations.


The challenges are immense. Nigeria, Africa's most populous nation, is suffering from its worst economic crisis in decades.

Its current population of 170 million is projected to double in the next 30 years meaning the problems of poverty and unemployment are likely to become more acute unless things improve radically.

"The frustration is higher now that it was before," says Osita Osemene who runs the NGO, Patriotic Citizens Initiatives, which warns migrants about the dangers of trying to reach Europe across the Sahara.


"There are lot more people now involved in recruiting migrants. They only tell them the success stories.

"As long as there is unemployment and poverty in this country the migrants won't stop."

Following his failed attempt to reach Europe, Kelvin now hopes to start up a small printing business.

But his six-year-old niece, Lovely, still asks when her mum is coming home. "I keep on telling her not to worry," said Kelvin. He cannot bring himself to tell her the truth.

Given all he has been through, he has this advice for those thinking about setting out to Europe

"I would tell them not to go by land," he said. "If they have money they should start their business here. There are too many dangers on the journey to Europe."

I a LovePeddler! When people ask me how many men I have slept with, I tell them “2708 men excluding women”. The look on their face is always priceless and they go on to give me a speech about how I have been useless all my life. Some of them go the extra mile to tell me to give my life to christ and retrace my steps so I can get married and have kids. One time, a man told me I may not be able to have kids in the future as I had sinned too much and not kept my temple holy. I do find it funny that people are quick to shame me based on my sexual choices as a woman while cheering on a man who was the same body count as I do.

I grew up in a religious home. My parents attended The Lord’s Chosen and my mom was a fanatic for the church and its doctrines. The only sex education I got was one which relied greatly on abstinence. My mom would always sound it in my ears that I had to be a virgin. To her, virgins were entitled to a special kind of blessing from God and a sweet lasting marriage.

When I was 17, I had sex with a man who was way older than I was. He touched my boobs in the stairs and gave me gifts at every turn. I would admit that the situation which I grew up in didn’t teach me how to say “No” without feeling bad. It has taken me a good number of years to set boundaries and shun the things I do not like without being ridden by guilt.

After my first sex experience which should be considered as rape in every sane country, I went through bouts of emotional breakdown. I had done something which society frowned at and I needed time to accept it. One would expect that I would never repeat such action anymore but I only went ahead to have more sex and do all sorts of stuff mom and church told me not to do. I never got any form of sexual education so you should know I made a lot of mistakes (which I love to call lessons)

A good number of adults in Nigeria are having sex but as long as they don’t talk about, it is fine. Nigerians talk about sex. They talk about how sex is like an exercise for men. They talk about how it is okay for men to have as much sex as they want while they tell women to keep themselves. They talk about how rape is caused by women seductive dressing. They talk about how any woman with more than 1 body count is not wife material. They talk about how women privates can be used as a collateral for jobs and favors. They talk about how any woman who has had sex before should not cry rape if a man takes her against her will.

As long as you talk about sex the same way they are accustomed to then you are fine. For a while now, I have been talking differently about sex on Facebook. When Instablog9ja and other media carried one of my posts, people slut-shamed me.

I have come to realize that slut-shaming is only offensive when the victim feels hurt. I do not feel hurt.I am a LovePeddler…I said it. I sleep with men and talk about sex shamelessly on my blog in ways that really matter.

It's easy to survive fire outbreak than to survive electrocution/electric shock. It's straight to the heart.

That's why a proper risk assessment /job hazard analysis needs to be done, communicated and understood before embarking on such task/activity/operation.

However, this unfortunate incident should be investigated to prevent reoccurrence.

The accident report must be documented and recommendations implemented.

‘If I have the chance of doing my marriage over again, l will put God first and not have an elaborate wedding,’ he said.

The couple, who had an extravagant traditional wedding in 2013 before topping it up with a destination wedding at the Armani Hotel, Dubai in April 2014, broke hearts and the Internet last year when Teebillz went on an Instagram rant.


In that rant, he accused Tiwa Savage of infidelity and subsequently attempted to take his own life.


Few days later, the singer released a 45-minute interview where she revealed that she only had been pretending to be happy as her husband was a drug addict and irresponsible father.

The couple have reportedly been undergoing intense marriage counseling by Lanre Olusola.


And those counselling sessions must be working as Tiwa and Tbillz have been seen together at events; she was also on hand to support her husband as he spoke at this one.

Assistant Captain of the Super Eagles, Ahmed Musa has decided to divorce his wife after series of arguments that occurred in the past days.

Reports suggest the Leicester City striker is prepared to move on without his wife, Jamila.

Musa is reported to be in love with another woman, who he is set to marry as a second wife. But the idea was rejected by Jamila.

Recently, Police in the United Kingdom stormed Musa’s home and arrested the Super Eagles forward over disturbances, but released him hours later.

A top source told SCORENigeria: “Ahmed Musa has divorced his wife. He gave her Saki Uku (a final divorce notice).

But for reasons that can only damage the school’s reputation, it made a U-turn, saying it will not make any comment until the Senate Ethics Committee invites it.

When Saharareporters sent the same enquiry to Harvard University and the London School of Economics, some clerks at the registry responded without dragging any vice chancellor into the matter.

But see the mess we have here – a vice chancellor having sleepless nights over the results of a student who claimed to have graduated less than two decades ago. The lack of transparency in ABU’s handling of the matter creates the impression that the school has something to hide.

The vice chancellor chose the easy way out, as I suspect a number of vice chancellors in the country today would do. The records in ABU and elsewhere are in such an appalling state that even if this certificate saga involved a 2016 graduate, ABU might still not be able to say for sure if the graduate was genuine or fake.
Until schools and other public institutions begin to take recordkeeping seriously, this sort of nonsense will continue.

If Professor Garba chose to err on the side of caution – either to fend off any further scrutiny from the press or to avoid any legal battle with Melaye’s army of lawyers – he can be sure that his nightmare is not over yet. Since the matter is in court, he will, at some stage, mount the witness box to explain exactly which Melaye’s result he testified about in the Senate.

And he can be sure that on that day, Aje kun iya (Melaye’s latest theme song) will not be playing in the background.

Melaye’s convocation gown is not big enough to conceal the lingering doubts about his certificate. If he lied about Harvard and LSE, it’s difficult to believe him about any of his academic qualifications. I’ve heard people say, ‘Come on, what’s the big deal about a higher degree; he doesn’t need it to be eligible as senator.’
That is correct. But if he lied about what he didn’t need, why should we trust him on the important matters?

It’s interesting that while the Senate Ethics Committee decided to summon the ABU vice chancellor to testify on Melaye’s degree, the committee took his word about his O/Level result as Holy Grail. PUNCH had reported that he had only three credits and was therefore ineligible for a university admission in the first place.
Melaye denied the PUNCH report and instead, “tendered” a result showing five credit passes and one ‘A’ as his result. It would be interesting to hear what WAEC has to say.

That’s not all. Questions have also been raised about Melaye’s Master’s degree programme. ABU could be the only university in the world where a candidate can secure admission to a Master’s degree programme with a Third Class, without first obtaining a post-graduate degree. It’s improbable in a number of day schools.
And to compound Melaye’s complicated certificate story, his name was neither in the ABU Year Book nor on the school’s alumni roll.
Yet, as Melaye acquires more degrees, which from his performance this week in the Senate must now include a degree in Theatre Arts possibly from the same ABU, we’ll have to take the vice chancellor’s word for it, at least for now.
We are in trouble and Melaye’s certificate saga is just a symptom. I don’t know of any other place where a lawmaker facing a charge of certificate forgery will celebrate his discharge with a video mocking his “foes” and then stage a dramatic entrance into the lawmaking chamber with an academic gown.

No one called him to order. Yet, this was the same chamber that threatened to issue a warrant of arrest against the Comptroller General of Customs, Hameed Ali, for failing to appear in his uniform.

When Itse Sagay said lawmakers were childish and irresponsible, this was precisely the sort of shenanigans he had in mind. And he certainly won’t be the first to say so, even if saying so drives the lawmakers mad.

I don’t know of any other place where lawmakers will insist on the execution of Ibrahim Magu who for over one year – and without a letter of appointment – has worked flat out to fight corruption, insisting that they will not do their constitutional duties until they receive his head on a platter.

Sure, the executive has not been sterling, with its own share of Melayes creating the image of a hostage government. But is that what Nigerians deserve – a contest of incompetents who are largely members of the same party?

We’re in trouble. It’s not a time for celebratory videos. It’s a time to think, to roll up our sleeves and dig ourselves out this hole. Someone from Kogi West should please let the Melaye Band know that there’s nothing funny about our present dilemma. Nothing.

Wide-open acceleration might be fun, but slowing down that speeding hunk of metal is much more important. Any driver's safety depends on consistent, reliable deceleration, or in other words, working brakes and tires . These two parts constantly keep your car pointed and moving – or not moving – in the right direction.
Like any car component, brakes and tires slowly wear out as the miles climb, eventually getting to the point where they become a safety hazard. To avoid dangerous situations behind the wheel, you should always be on the lookout for these telltale signs of brake or tire failure.


(1) UNDERINFLATED OR OVERINFLATED TIRES
Car tires work best at a specific air pressure, and filling any more or less isn't a good idea. Underinflation increases rolling resistance, leading to reduced fuel economy and performance. It also wears out the tread more quickly and places increased strain on the internal belts that hold a tire together.
Conversely, overinflation shrinks the contact patch, limiting traction and stability. Overinflated tires are more susceptible to punctures as they can't absorb impact from road debris as effectively. It's nearly impossible to tell if a tire is correctly pressurized just by looking at it, so it's recommended that you check at every other gas pitstop. Reference your owner's manual or the sticker inside the driver's door for the correct pressure rating.


(2) UNEVEN TIRE WEAR
When everything is optimally set up, your tires should wear out at the same rate. If you notice that one is wearing differently than the others, something isn't right. The issue could be with the tire itself, like incorrect inflation or belt separation. There might also be a suspension problem or improper wheel alignment . It's best to have a mechanic inspect uneven tire wear to see what's really causing the problem.

(3) LOW TREAD DEPTH
Tire tread, the grooves surrounding the outside of a tire, help maintain grip and channel water and debris away from the contact patch. While tires last for thousands of miles, eventually that will wear off.
If there's any question about the tread depth on your tires, it's easy to check . First, find a penny (there's bound to be one somewhere in your car), and stick it in a central groove with Abraham Lincoln's head pointed towards the middle of the wheel. If you can see the top of his head,
replace your tires.


(4) BULGES AND BUBBLES
Impacts against potholes and other road imperfections can pinch the tire against the rim and cause a bulge or bubble . This happens when the inner lining tears, letting air leak into the outer casing. A tire bulge is a weak point that can suddenly burst , so it's never safe to drive on a bulging tire.


(5) PUNCTURES
You're bound to get a sharp object stuck in your tire at some point. Whether it's a nail, screw, or piece of wood or metal, if something
punctures your tire it's not good news. You might be able to use a plug or patch to close the hole, but keep in mind that punctures larger than ¼ inch in diameter or in the sidewall
cannot be safely repaired .
However, if it's a small tack, or even if it's a long nail that enters at an angle, you may be able to pull it out and be on your way. If there's any doubt, have a tire specialist take a look.


(6) SQUEALING BRAKES
One of the most annoying car sounds (and in fact any sound) is brakes that squeal. Although it's the automotive equivalent to nails on a chalkboard, the sound is intentional. It means that a brake pad is touching the brake rotor, and that your brakes need replacing.
Usually, ending the noise is as simple as installing new brake pads , with the added benefit of restoring consistent and reliable braking power. Depending on your car and driving style, brake pads can last anywhere from 25,000 to 70,000 miles .


(7) PULSATING PEDAL
Braking should be drama-free, so it's more than unnerving when the pedal feels like it's vibrating under your foot. A pulsating or vibrating brake pedal is often caused by brake rotors that have warped due to long use or overheating. Because these warped rotors aren't smooth, the pads can't get a solid grip, causing that freaky pulsing. Installing new rotors should fix the problem, but first make sure you're not dealing with a loose wheel nut or misaligned tire.

Your car's direction is supposed to be controlled by the steering wheel. However, if your car has a collapsed brake line or stuck caliper, it might
pull to the left or right when you pump the brakes. A collapsed brake line won't evenly apply brake pressure, and a stuck caliper won't release the rotor when you let off the pedal. Regardless of the cause, a car that doesn't stay straight while braking is dangerous and should be
repaired immediately.


(9) SPONGY OR LOW PEDAL
If your brake pedal feels spongy or
gets lower every time you push it, you may have a leak in the brake system. The leak may let brake fluid drip out, or allow air or water to get in. In either case, brakes are supposed to be a sealed system, and if there's a leak it's only going to reduce your braking ability, which is pretty much the last thing you want.

(10) BURNT OUT BRAKE LIGHT
Even if your brakes themselves working perfectly, it can be a big problem if your brake light bulbs are burnt out , and might cost you a fender bender or two. Everyone has had to deal with a driver with a dead brake light bulb —don't let that driver be you. Make a habit of occasionally checking your brake light bulbs.

FIFA President, Gianni Infantino has refused to blame referee Deniz Aytekin, for his performance in Barcelona’s dramatic 6-1 win over Paris Saint -Germain on Wednesday night.

Infantino also warned that football’s lawmakers, should be careful with adjusting the rules.
He, however, admitted that video assistant referees (VARs), will ensure “clear mistakes” are corrected. VARs are being introduced gradually into the game.

Barcelona were trailing 4-0 from the first leg and were awarded two penalties at the Camp Nou, as they overturned the four-goal deficit. One of them given for Marquinhos’ foul on Luis Suarez was particularly controversial.

“Whether that particular case was an injustice or not, we can leave it to the judgement of the referee [Germany’s Deniz Aytekin],” Infantino said in London on Thursday.

“What we saw was an incredible football match, whatever the result would have been at the end. This shows that football is really a fantastic game.

“Whenever you have the feeling you have seen everything, something else comes along that you’ve never seen before. It’s just amazing and incredible.

“We have to really be careful in the IFAB [International Football Association Board] if we want to touch the rules, because football is such an incredible game.

“In this case, I don’t know if it was a clear mistake or not but, in future, when there are clear mistakes, this will be corrected by the video assistant referee so we can make sure decisive matches are not decided by mistakes made in good faith by the referee”, he added.
