What the other dude meant is that Director is the Final promotable rank in civil service ... You write exam you pass gbam you get promoted to a director by Civil Service Commission ...

Other levels such as Permanent Secretary and Head of Service are political appointment by the President and/or Governor not the Civil Service Commission ...

same goes for Army ... Maj. Gen is the highest rank Army will promote you reach ...

Lt. Gen , General and Field Marshal is strictly by Political Appointment by the President .... and He will choose anyone from Maj. Gen to Appoint them as Lt. Gen even pick colonel and give him double promotion ... President that wanna scatter things can even pick a Major. Gen and appoint him a Four star General thus skipping Lt. Gen ... Then he decided to retire all those in LT. Gen ranks ....

From LT. Gen and above is man no man and hustle ... Either Hardwork or ManNoman !!!

Those ones are by appointment not by mere promotion ...

e.g. After Director in Civil Service , every other advance position is by appointment e.g anybody can be appointed a PermSec even if they don't deserve it as far as the president or Governor wants them there and same goes for HoS ...

Major General is the highest promotable rank in Army .. Other position is by Appointment e.g. LT Gen, Gen and unattainable field marshal !

A lady identified as Chinenye and her boyfriend, Chinedu Nwode were killed by suspected cultists at Oriuzor community in Ezza North Local Government Area of Ebonyi state on Sunday, November 29.

IgbereTV gathered that the killing followed a renewed clash between two rival cults in the state, the Baggers and Aye confraternities.

The couple were returning from a child dedication in Oriuzor to Onueke when they were shot dead.

The killing was said to have angered some persons suspected to be members of the Aye Confraternity, who in turn killed one Chikwado Nweke and another man at Onueke community in the same local government.

Spokesperson of the State Police Command, DSP Loveth Odah, who confirmed the incident on Tuesday, December 2, condemned the spate of unreported cult killings in the area.

"This is bad and I don’t know why these things are more often heard of in this area. This is condemnable and it’s unfortunate that those who lost their loved ones to these crises have not come up to identify themselves. How can these things be happening in that place and these are brothers and they are just killing themselves," said Odah.

"On hearing this ugly news, the Ebonyi State Commissioner of Police, Mr Philip Maku, deployed men of the command in the area to ensure that more lives are not lost. The police are investigating the matter and soon, we will tell you what really happened." she added.

Meanwhile, friends of Chinenye have taken to Facebook to mourn her demise.
