Stemming from the recent uproar as regards the lekki epe, toll, i decided to carry out a comparative analysis of a "similar" toll in U.K. with the lekki-epe toll. The highlight is as below.

Lekki-Epe toll
The pioneering 30-year Lekki-Epe Expressway Toll Road Concession is Nigeria's first ever Public Private Partnership (PPP) project. The contract between the Lekki Concession Company (LCC) and the Lagos State Government comprises the rehabilitation and upgrade of 49km of existing two-lane dual carriageway to a three-lane highway, the introduction of three toll plazas (with a maximum 22 lanes/plaza) and the construction of a new 20km highway along the south coast of the Epe peninsula.

i have been trying to follow comments on these thread. i am more particular and sensitive about the effect this tolls might have on the "poor" within the corridor of the road.

I want to believe the poor majority do not own cars, trucks e.t.c, as such they will resort to taking mass transit e.g 14 seater, 20 seater, if possible BRT buses. having this in mind, the effect might just be a N10 hike in T-FARE or no hike in T-fare for BRT buses

Gombe State Governor Has No Commisioners Or Deputy Governor

More than six months after his inauguration, the inability of Governor Ibrahim Hassan Dankwambo to form a cabinet is raising concern about his political trajectory.

GIven Governor Ibrahim Hassan Dankwambo’s newness the political terrain is apparent to almost everyone in Gombe State. Already, there are suggestions that those who drafted the governor into politics and the corridors of power in Gombe may be nursing their bruised ego at the moment.

Reason: their expectations may have either been delayed for too long or may in the aftermath, judging from the trend of events, fail to materialize as a result of a strange political system the governor has introduced.

That Dankwambo is still dilly_dallying over the constitution of the State Executive Council almost seven months after his inauguration is becoming a grave concern to many informed indigenes of the state.Indeed, there are apprehensions in some quarters that the Governor might be nursing the ambition of building his own political dynasty towards achieving further political successes.

The development is also assenting to rumours that the governor, who is widely seen as a civil servant than a politician with great aura and political finesse might on the contrary be leading the real politicians to their oblivion.

On the day of his inauguration, the governor had told his people that the new government would take stock of things in the state for four weeks and thereafter come out to tell the people the state of things.

However, the inventory started and ended with the convocation of massive committees which to many people, through their findings and recommendations, gave Dankwambo the leeway to co-opt the Permanent Secretaries of Ministries into the main stream of politics to supervise some of the projects which seemingly were the fallout of the inventory.

The development, Vanguard gathered has in no small degree vexed many people especially most professional politicians in the state on whose back Dankwambo rode to become the governor.

But the Governor is apparently not perturbed by the pressures even when he is constantly being reminded that the only appointments his government had so far made are those of the Chief of Staff, Secretary to State Government, SSG and the Head of Service. Instead, he has found reasons for his indulgence in a well-laced interview he granted journalists in Abuja.

Said Dankwambo: “On cabinet, we have to disabuse the minds of people. The constitution is very clear. The responsibility to run Gombe State is on my neck, not on the neck of an adviser, or special assistant, who is using a delegated power of mine, and I have to be sure of power that I’m delegating before I delegate to you.

“I cannot be a new person and delegate what I don’t know to a person who doesn’t know. So, that is why we have taken sometime. This is my own approach, so that we will chart clear mandate for any person that we are taking.

Today, if you are a commissioner or adviser on Works, you know what Gombe State and the people want you to do. If you are going to supervise the construction of roads, we have standards. We cannot say four centimeters and you come and do three, because you thought it is better, Gombe people agreed it will be four.

We have defined parameters to be used, and that is what we will use to advise or implement. Very soon, we will finish all these reforms and we will form our cabinet. From the report you would know whether you will be able to become commissioner of Works now in Gombe State.

“From the mandate we have with Gombe people you will know whether you will be able to drive it or not. Some people who are agitating to become commissioner, if I say come and become commissioner of Works you would know that you may not last two to three weeks”.

Dankwambo’s defence

Dankwambo’s reasons may sound plausible but his style has elicited mixed views. While many accuse him of incompetence, others say he is still studying and gauging the political firmament of the state in order to acclimatize himself with the intrigues and intricacies of the times. But for how long? Indeed, by every conceivable standard, Dankwambo cannot be said to be a politician. He has not for once occupied a political office prior to now.

Various checks revealed that he has been a civil servant rising from being the State Accountant – General of the State to the Accountant – General of the Federation. Many have come to argue that Dankwambo is only hiding under his mantra of “doing the best for the state” to buy time so as to subtly learn the ropes and perhaps, build his own political structure.

This becomes true in the light of the fact that Dankwmbo prior to his resignation as the AGF in December, 2010, had no political structure which could be said to have been built by him in the state. The implication of this development is that the governor would have several people to compensate for the roles they played in making him governor.

Again, if this plays out eventually, the scenario might be viewed as having the governor being remotely controlled by forces outside his government which may mean that he has compromised the peoples wish.

Perfecting strategies

However, some stake holders, Vanguard learnt, are perfecting strategies to compel the Governor to appoint commissioners. One of them is through constitutional means as the constitution did not provide for a state to be run by one person which is almost the case in Gombe State.

Section 192 (1) of the 1999 Constitution states: “There shall be such offices of Commissioners of the Government of a State as may be established by the Governor of the State.

Section 193 (1): “The Governor of a State may in his discretion assign to the Deputy Governor or any Commissioner of the Government of the State responsibility for any business of the Government of the State, including the administration of any department of the State.

(2): The Governor of a State shall hold regular meetings with the deputy Governor and all Commissioners of the Government of the State for the purpose of (a) determining the general direction of the policies of the Government of the State; (b) co_ordinating the activities of the Governor, the Deputy Governor and the Commissioners of the Government of the State in the discharge of their executive responsibilities; and (c) advising the Governor generally in the discharge of his executive functions, other than those functions with respect to which he is required by this Constitution to seek the advice or act on the recommendation of any other person or body”.

But yet again, the Constitution in its provision provides that some state functions be delegated to the deputy Governor. But suffice it to say, Gombe is a state without a Deputy Governor. Not at the moment. The Deputy Governor, late Mr. David Miyims Albashi who was buried November 12 died from accident injuries on November 4 in a German hospital. Even when there are many jostlers craving for possible replacement, the Governor is not even looking in that direction.

For nearly three months since August 28, 2011, when the late deputy governor had the auto crash that led to his death, the office had been vacant thereby bringing the activities in that office to a halt.

But even though, Dankwambo is aware of the constitutional provision, sources say, he is still not perturbed. The feeling presently is that the bulk of those who should ordinarily coerce Dankwambo to fill the necessarily vacuums in the state lack the moral standing to do so because ‘they were settled after the polls.’

It is to be seen whether or not Dankwambo will hearken to the voice of the people and fill offices or even explore the lacuna of time-frame in the constitutional provisions as feared by many analysts.

However, one thing remains clear in the view of many people: nature abhours vacuum and as such no political office should be left vacant for too long as the consequences may be disastrous.

For those with complaints, i think they simply lack awareness of what obtains on ground. The reality doesnt favour your grandiose proposition.

In a very recent reports, only 36% pregnant women have ACCESS to formal healthcare for delivery. It is of this reason that the Federal Govt has been trying to incorporate Traditional birth attendants to work in conjuction with the Primary health care hospitals. With 92.4% of Nigerians living on less than 2 USD daily, and 52,000 nigerian women die every year from pregnancy and childbirth issues. The worst in Afica, and second to india as the worst in the world.

The operational word is Access to healthcare. I think the picture i have seen denotes one thing, which is STANDARD. It might be a gold, silver or bronze standard. i know the facility is standard.

National Leader of the Action Congress of Nigeria (ACN) Asiwaju Bola Tinubu said yesterday that the party is set to win the governorship election in Kogi State.

He said the Peoples Democratic Party (PDP) has failed to deliver the dividends of democracy to the people of the Confluence State.
Tinubu, who spoke to  reporters at the Murtala Muhammed Airport, Lagos,  said besides Kogi, the ACN is also set to clinch the governorship seat in Bayelsa State.  The crisis in the state, according to him, will enable the ACN ride to victory.

He said: “The election in Kogi is around the corner and our chances are very bright.

“We have good chances, if the election is free and fair; if it is devoid of violence and other malpractices. We have faith in Jega’s men and we are

working really hard. We are ready for change.
“There is nothing like the power of incumbency. Where was the power of incumbency in Ogun? Where was the power of incumbency in Ekiti? Where was the power of incumbency in Oyo?”
On the party’s chances in Bayelsa, Tinubu said: “Very good; we will capitalise on their crisis to win and win massively.
“The only disappointing thing is the fact that the party could not obey the court order. If you are a ruling party in this country and you are talking about the rule of law, you should be a role model, you should show leadership. You should show some degree of compliance.
“They still have time. What is the desperation? Why should you militarise Bayelsa for a primary? But that is the kind of party we have: Poverty Development Party (PDP).”

On zoning of key political offices, the ACN leader said: “In our pluralism and the constitutional rights of Nigerians, we have demonstrated that the presidential candidate should be able to come from anywhere. Why should it be based on zoning, regional thinking?
“That is the process of selection, not election. Nigerians must have the right to aspire and contest, be voted for by the people of this country.
“It is limited in a way because you are not opening the opportunity to everybody.
“We are talking of constitutional democracy; we are talking about the right of the people to aspire to be or not to be. Leave it open, you see it divides us further.
“If you look at it carefully you will see that you are dividing Nigerians further and further instead of a cohesive country that is united and free choosing whoever they want to choose to lead them.”

One year of nothing but hot air and claiming the FG rail project as his own. It is a unfortunate that he is more of an Alimosho based Lagos politician than Osun state governor, even worse is the the fact that he he only appointed his commissioners a mere couple of months ago, while awaiting the dry season of his second year to commence governance.

Some more interesting achievements are that, while he is owing Osun states workers several months salary, he was able to organise a 19 bus aluta trip to sing praises in Abuja. They were arrrested.

Aregbesola is by far the worst politician on Nigeria's political terrain.

Btw, did she reject the non-approved allowances and salary paid her in NASS huh
May be my bad, if i said it is not repayable, because the non interest facility seems to suggest they will pay back with no interest. making it more of micro credit. Which is better than a take away grant. A takeaway grant to a typical nigerian is national cake share.

I dont think N20,000 is peanut for micro-entrepreneurs (active poor). Most people dont understand that the poverty level and statistics they hear are not far from the truth. 92.4% of Nigerians live on less than 2 USD daily.

A market woman who buys a basket pepper from the hausa man in mile12 on credit pays N1,600 instead of N800. and pay back the hausa men who bring it to lagos after her sales. That sounds ridiculous! doesnt it? Yet many market women still toe that line.

I would have even preferred micro-credit instead of grant. Grant is not pepayable, Microcredit is repayable. Some might see it as a national cake and spend the money poorly. Anyways, it is a good initiative

Kogi Pdp Guber Candidate Has Mental Disorder

An Abuja Federal High Court was yesterday told that the Peoples Democratic Party (PDP) candidate in Kogi State, Captain Idris Wada, has a record of mental disorderliness from the University College Hospital (UCH), Ibadan.

This was at the hearing of a suit filed by a chieftain of the party, Mr. Emmanuel Abalaka against the nomination of Wada.

In an originating summons brought pursuant to Sections 31 (2), 31 (5) (6) of the Electoral Act 2010 as amended and the inherent jurisdiction of the court, the plaintiff is pleading with the court to declare that Wada’s nomination by the PDP is null, void and of no consequence.

He pleaded for an order restraining the Independent National Electoral Commission (INEC) from recognising Wada as a candidate in the poll.

The respondents are the PDP, INEC and Wada.

The plaintiff is contending that Wada was not a card carrying member of PDP by the time he was nominated.

The  plaintiff’s counsel, Bola Aidi, brought a fresh affidavit where he stated that Wada is “not a fit and proper person to contest for the governorship of Kogi State”.

The affidavit deposed to by Uchechukwu Clement, a lawyer, stated that contrary to claims by Wada on oath under part B, Article E Question 1 “Idris Wada had at a point been adjudged to be of unsound mind”.

•That Idris Ichalla Wada is actually an un-discharged psychiatric patient of the University College Hospital (UCH) Ibadan.

•That Idris Wada was admitted into the psychiatric unit of the UCH Ibadan on 7th April 1976 with Card No. 399346 on referral from Dr. V.O. Anosika of Estate Clinic Group for Schizophrenic illness”

•That Idris Wada’s mental state on admission was one of paranoid delusions and auditory hallucinations according to his medical record.

•That contrary to Idris Wada’s deposition, Dr. Oyewumi of University College Hospital, Ibadan actually diagnosed him of acute psychotic episodes and paranoid psychosis on 7/4/1976.

•That contrary to Idris Wada depositions, Dr. Oyewumi on 24/4/76 at 11:50 a.m actually confirmed that Idris was psychotic.

•That again contrary to Idris Wada deposition, it was again confirmed at 4 p.m of the same 24/4/76 that Idris Wada was grossly psychotic.

•That his father Haleel Ejiga while attempting to remove him from UCH against medical advice actually disclosed a history of mental illness in the family as a niece of Idris Wada also had it in 1972.

•That on 28/4/76, his father, then of upper Area Court, Makurdi, by a letter of discharge against medical advice actually took Idris Wada Hospital No. 399346 away from University College Hospital, Ibadan contrary to the advice of medical staff.

•That Idris Wada did not undergo full treatment for his psychotic disorder from UCH Ibadan before his father removed him against medical advice.

•That he was not diagnosed as having been of reasonable mind before his father removed him.

•That by his father’s letter of 22nd September 1976, Idris Wada was to return for treatment and observation for a period of 6 months from 19th August 1976.

•That there’s no record that Idris Wada went back for treatment at UCH.

Justice Adamu Bello adjourned the hearing till November 29.

•That till date, no medical record from the UCH has confirmed Idris Wada as a discharged patient of the Psychiatric unit.

Senator Oluremi Tinubu To Award 13 Million Grant

Small time traders in the 13 council areas within Lagos Central Senatorial Zone are to benefit from a N13 million grant launched yesterday by the senator representing the district, Mrs. Oluremi Tinubu.

The grant is tagged, “Petty Traders Empowerment Capital Scheme (PETECS).”

Senator Tinubu said 50 traders would be given a N20, 000 non-interest facility each to invest in their businesses.

She said the scheme is a grant and not a loan.

Senator Tinubu said  petty traders are major contributors to the sustenance of the informal sector and should be encouraged.

She said the scheme is in line with the promise of the Action Congress of Nigeria (ACN) to improve the life of the people.

Senator Tinubu said the scheme is open to all residents of the district.

On the selection process, she said: “Each applicant is expected to complete an application form with two passport photographs and present a well-known sponsor/referee, who is resident in any of the Local Government Areas or the Local Council Developent Areas (LCDAs) in the zone where such business exists.

“The completed forms are to be submitted to the office of the chairman of their local government of origin through the chairman’s wife.    

“The forms should be returned on or before December 5.”

Senator Tinubu said former Commissioner for Finance Mr. Wale Edun would chair the selection committee.

Edun will be assisted by one representative from the Community Development Council (CDC),    the woman leader and the ACN chairman  in the local government area.  

Also to serve on the committee are the Iyaloja-General of markets and wife of the councils’ helmsmen.

Senator Tinubu said the list of successful beneficiaries would be made public a day before her maiden Town Hall meeting on December 18.

The fund would be managed by Skye Bank.

Senator Tinubu said the grant would encourage a savings culture and prepare beneficiaries for the proposed cashless society.

Edun said the committee would be fair to all.

Osun State Governor Rauf Aregbesola has explained last Saturday that his administration was not responsible for the delay in the payment of salaries and allowances of the workers as insinuated by the members of the public.

According to him, any government that is interested in accelerated development, will regularly pay all the entitlements of workers with a view to motivating them.

Aregbesola made the clarification at the 19th Anniversary of Ipetu Ijesha 2011 Day celebration, held at the Elefusan School of Science, Ipetu Ijesa in Oriade Local Government Council Area of the state.

The governor, who was represented by his Special Adviser on Local Government, Chieftaincy Matter and Rural Development, Honourable Bisi Odewumi, condemned the cynicism surrounding the payment of workers’ salaries.

He said; “it is important to dismiss the rumor in the state that Governor Aregbesola has refused to pay workers’ salaries.

These rumor mongers have lost their sense of judgment to even question what the governor would gain by not paying the workers.”

“We thank God today that contrary to what we met on ground when they were borrowing before paying the workers, we have sufficient fund to pay workers now. This administration has saved N22 billion in less than a year. So, the question is why a government with this resources, will withhold workers’ salaries? Odewumi questioned.

He attributed the problem to the delay in the preparation of vouchers form the government agencies and parastatals.

When the workers resumed after the strike action, it was an arduous task for them to prepare the vouchers of three months with the new salary scales approved by the state government and if there was no document to approve for payment, how then can they get their salaries?” The role of the governor is to sign and he is ready to do it at any time,” he submitted.

Odewumi urged the people to ignore the rumour and support the transformational agenda of the current government in the state.

Explaining the efforts of the government on transportation and agriculture, he said the partnership of the Osun State government and the Nigeria Railway Corporation is already succeeding.

He said for the first time in the last eight years, train arrived Osogbo last week with heavy load of cement.

The governor’s special adviser added that the rail system will assist in transportation of farm produce to urban cities and the goods exchange strategies with other South West States.
