Is the Nigerian Police authorised to do such? If your answer is in the affirmative then why should the civil defense not do it. As far as I know their job is to protect the lives and properties of Nigerians and the private institutions are Nigerians property and Nigerian lives are there. Moreover you wouldn't have asked this question if it was the police you saw guiding them.

Their job is to conduct the local governments elections within the states of the federation.

Yes. I know some people have told you its unlikely but I'm telling you yes. Even without the software you can recover data using some command in the command prompt but that's another issue.

When you press delete in any device, whether memory card or any storage device, the information is not actually deleted until it is overwritten by another information. So if what you are trying to recover has not been overwritten, you can always get it back. It has nothing to do with the time of installing the software.
