Let me share my story with you. When I was 18, I met a man during the course of a business transaction, we exchanged names and phone numbers. We spoke on phone a couple of times, no strings attached.
A year later, I was 19, the guy called me up, I had even forgotten his name or number or even if he existed, and was asking about my life, welfare and all. He asked that we meet and we did. He 'toasted' me and I was quite attracted to him but had reservations concerning what our age difference would be. I assumed he would be in his early 30's. I declined based on that. He wanted to know why, and I told him my assumption and then he told me he was 36! He was patient till I could get past the age difference thing and after that time, I forgot about the 17 years btw us, we literally became age mates. That man, today, is my husband. And he waited till I graduated from the university before we got married.
It all depends on what you have in mind towards her. If she gave u the green light like you said, it might be infatuation and she might even just want to experiment. You could go ahead with a relationship with her but be more of a listening friend, guardian, adviser and the likes. If at any time in the near future, she begins to pursue sexual desires with you, pls do not take advantage of her and don't even lead her on by kissing her, make it purely 'platonic' and assure her of that from the start. On the flip side, if you refrain from pursuing a relationship with her, the next guy that comes along may not be like you, he would just 'chop and clean mouth'. Start seeing yourself as someone who should protect her and her well being.
Above all, pls pray for guidance from God. I would have loved a situation where you are close, not just to her but also, members of her family. You are the one who would know if this is achievable or not.

Also, if you have the capability, move out of that street.
