You ZABUDAYA has comited hate crime AGAINST HND HOLDERS,
Hate crimes, is a violent act against people or organization because of the group to which they belong or identify with these were tragic part of our history. The statistical history on hate crimes is meager. Nevertheless, Scientific research is beginning to yield some good perspectives on the general nature of crimes committed because of real or perceived differences in race, religion ethnicity or national origin, qualification, orientation disability or gender.

The offenses of hate range from simple assault (i.e. no weapon is involved) to aggravated assault. This kind of attack takes place on two levels, not only is it an attack on one's physical self, but it is an attack on one's very identity in this case HND certificate.

Most hate crimes are carried out by otherwise law-abiding people who see little wrong in their actions, the determinant appears to be personal prejudice, a situation that colours peoples judgment, blinding the aggressors to the immorality of what they are doing. Such prejudice is most disdains someone who is "different" or sees that difference as threatening.

One _expression of this prejudice is the perception that society sanctions attacks on certain groups.

Researchers have concluded that hate crimes are not necessarily random, uncontrollable inevitable occurrences. There is overwhelming evidence that society can intervene to reduce or prevent many forms of the hate that threatens and intimidates entire categories of (HND) people.

In the public service despite all efforts to ensure pay parity and equal recognition to HND and BSC graduates, the situation still remains the same. For instance HND holders are employed on GL 07 (except HND in Engineering with the entry point of 08) the limit to an HND accountancy holder in the bursary or accounts department of an organization is level 13. Whereas a University degree can rise far above that, this is another hate crime the Grade Level bar placed on the HND holders who are Civil Servants is undergoing attention. [b]Gasper (2000) stated that the division of labour at engineering cadre is not to make one cadre superior to the other, hate crime must stop, and grade level bars must be removed.[/b]For HND holders, discrimination in labour market continues and this can not be justified. It is bad, many holders of HND today took Joint Admissions and Matriculations Board (JAMB) exams. Some in fact have eight credits at a single sitting but resorted to the Polytechnic for practical reasons, besides each HND programme is a five years programme at the polytechnic against the 4 years of the University which is now preferred and promoted above level 14 bar placed on the HND.

Simple solution is for all those with HND to go into unionism or call for polytechnic cancellation . They should come together and cry out so that the government and everyone support them like the way Nigerian Association of Technological Engineers (NATE) are currently going about it, NATE is the only HND holders organized society for now, and the experience so far show the hate crimes from the B.Sc. Engineers. It is real and this must stop.

The body registered as NATE was formed in 1976 by a group of HND (Engineering) graduate who considered themselves marginalized by the Nigerian Society of Engineers (NSE) a group of University trained Engineering Scientist. The HND engineering graduates were refused recognition and registration as professional and often lumped in the technical cadre with those of lower qualification.

On establishment, the body sought to be registered as the Nigerian Institute of Technological Engineers (NITE). Council of Registered Engineers of Nigeria opposed this. (COREN) for using the word INSTITUTE and ENGINEER the hate crime there is that the word "institute" would imply that it could set examinations to determine standards and the members were not recognized as Engineers. COREN finaly allowed the body to have its way , named and registered as Nigerian Association of Technological Engineers (NATE) in 1988, twelve full years after its establishment. NSE quickly established defense, as they want to succeed in retaining their position as the only umbrella organization for the whole range and cadres within the engineering family. The problem was how to be flexible enough to respond to needs of all within the engineering family without compromising the professional needs.

The challenge came first from graduates of British institutions whose qualification were discriminated against by NSE. In Britain this created no problems but here in Nigeria a developing country, it was a problem (hate crimes) since the NSE is anxious to be an umbrella organization.

This was what lead Geo-technical and Mining to have their own council called COMEG as rivals of COREN.

The problem of NSE became acute in 1976 when holders of HND float a body of Technological Engineers. Eng. Teju Oyeleye, then NSE president show the hatred by objecting to registration of anyone as an Engineer who did not have a University Degree. Eng. Faluyi did warn them against these hate crimes and advised caution in tackling the delicate issues involved, urging a committee to see how FTC holders and HND holders could join them as a full member of the NSE. This lead to the NSE graduate examination, which turned out to be "Money Making Venture" of NSE. Even then the first examination held by NSE was drawn for 20 candidates but only two showed up and only one wrote the paper. The other spent time to explain the Hate-Crimes as a pretest to why he should not write the examination. In 1985 the NSE introduced a local ladder an equivalent of CE I part II examination through the approval by council, the first exam proper was held in 1988 and by the end of 1990, 693 HND holders and FTC holders had taken the exam and for years only 124 had passed the examination and wait again for 2 years before been registered by COREN.

NATE challenge the right of NSE to conduct such exams in court but due to superior financial ability of NSE, the court was well attended by brilliant lawyers and the situation favor NSE as reported by Prof. Ade Ajayi's History of NSE and among the past debts inherited by Eng. Inuwa may also be reckoned as the sore problem caused by NATE who had taken the NSE to court over the graduateship examination for HND holders.

The "hate" became critical when Eng. Inuwa became president of COREN and again used his influence with the Government, he was able to complete the process of amending Decree 55 of 1970. Thus Degree 27 of 1992 finally rename Technological Engineers as Engineering Technologist. Before this new decree NATE was involved in the amendment. COREN, agreed to Technological Engineers in fact NATE suggested COREN'S new name "Council for Regulation of Engineering in Nigeria (COREN) as a way to meet the desire of the HND holders. Several other issues were yet unresolved before some people with vested interest in COREN rushed into the amendment of the decree.

This end a rival organization was floated by COREN and financed by NSE named Nigerian Institute of Engineering Technologist (NIET) whose registration was rejected by corporate affairs commission (CAC) this was to put to rest the agitation of NATE.

NATE as an association has tried very much in championing the right cause of HND holders right from inception, NATE has always opposed the designation as engineering Technologist but for separation of Identity Technological Engineers was used. Re-designating courses run in the Polytechnic as Technology was a plan to prevent competition and it was so easy to libeled the HND Engineers as Technologist. In Canada Technologist is 3 years course and not in anyway trained as Nigerian HND.

Today we are witnessing Engineering and Engineers in Nigeria. COREN was swallowed by NSE even recently in the Trenched hall University of Ibadan at the 7th Arokodare Memorial lecture, Eng. Fadupin did not hide his feeling of hate when he openly called on the NSE to do more hates by opposing COREN registration through mature program. Since nurses, Pharmacists and lawyers do not have mature route, so I give him a support here so let every body go on a level playing ground so NSE will loose the leadership like the doctors. Today the Nurses and other paramedical stayed on their own. HND engineering can go to places and have their own council.

In 1998 an amicable resolution to this "hate crimes" was reached a mature route for was open for HND graduate, COREN counter proposal limit the mature route to 1982. NSE put a stop to this mature route in 1999 then NATE have to sacrifice by agreeing to change name for this, the mature route became open till December 2002 for graduate who are 45 years of age and obtained HND 1982. NATE was recognized

Consequently, NATE agreed to change name to Technologist-in-Engineering. COREN which has been sponsoring a rival group NIET for registration is in a delimma to withdraw that sponsorship or not, and the mature route was announced on November 16th at Owerri by COREN'S president Engr. Osoba. The important of this route is that in due course all those who graduate up to 1982 with HND would be Engineers leaving the Technologist, logically old name of NATE will become truly obsolete. Disparity between HND, degree holders
There is no doubt that the disparity between university degree and Higher National Diploma (HND) has no useful purpose to serve. Infact, the recent move by the Senate to sponsor a Bill (i.e. to enact a law) to remove the disparity gives credence to this believe.
During the NTA network programme, “Inside the Senate”, on Thursday, August 10, 2006, Senator Joy Emodi, Chairman, House Committee on Education, said the disparity between university degree and HND was uncalled for, and that actions were proceeding in the Senate to sponsor a bill to give the two certificates the same status.
According to her,“There shouldn’t be any disparity between university degree and HND. I have invited the chairman of the National Board for Technical Education (NBTE) to come, so that we can look at it together and then sponsor a bill on it”.
There is no justification whatsoever for any disparity, as evidences abound that HND holders can compete effectively with university graduates in all spheres of life.
We have had cases in which HND holders competed with university graduates in examinations for employment and at post graduate levels, and HND holders performed better .
Similarly, the population of HND holders who pass professional examinations, such as ICAN, NIMN (alongside university graduates) is equally on the increase.
It should be noted that HND holders studied in polytechnics not as a result of academic incompetence, but owing largely to frustration (resulting from continued delay in securing university admission) and sometimes on financial grounds.
In fact, HND holders are not in any way inferior to universuty degree holders. At the primary and secondary school levels, the same lessons are taught, and the same examinations are set for them.
HND holders have been found to be very efficient by employers of labour, as they are more practical oriented than university graduates. So, the emphasis should be on holders (of Degree or HND) and not the title (or certificate).
In fact, the disparity between degree holders and their HND counterparts has not helped matters in admitting students to universities in the country. It is largely responsible for the stretching of our universities to their limit as students are hell-bent in securing admission into universities, rather, than seeing polytechnics as an alternative.
The Senate, therefore, deserves a pat on the back for making the move to give university degree and HND holders the same status.
One important thing to note is that, a good material (irrespective of the institution he or she is opportuned to attend) is like star that will shine even in darkness; that is, passing through the polytechnic is not a barrier to HND holders to compete effectively with university graduates.
Giving the same status to university degree and HND holders, will not only remove the stigma or correct the injustice meted out to HND holders, but will also reduce the pressure (and the attendant problems) mounted by a swam of admission seekers who are desperate to get a place in our universities.

Samething with computer this we complained to UNESCO, It was deliberate to bring HND down it was not like that before. What we had during our HND is quite diffrent from that of today. We are now matured we are ready to fight it out.

That is why the old HND engineering was registerable by COREN direct as Engineer while the New ones from 1983 must do PGD refresher courses to be full engineer.It was engineering technology course in computer that the polytechnics were allowed to offer. It took us time to convice the NBTE of the Dangers involved. Nigerian created all the problem. The society must leave with the problem they created so that we can move on.

With your ND you are given what you should know. The rest left for the HND class. Do not compared OND with BSc but HND and BSC. I was using my own HND notes at Masters and I had 4.59 with hich I moved to PhD then.

Enginering Technology is a degree course in Uk,US, CANADA and South Africa

The NBTE was forced to add Technology to all courses ran in the Polytechnic before we took their case UP. FUTA still run technology courses same to LADOkE

That is how they will not guide their mouth unill we expose them that they got to university because they can cheat in UME JAMB EXAMS.

Not that they are better in anyway. I challenge those in engineering to let me know what is CAMBER,Castor etc to start with, they will never know unless the search computers.

People should not forget that external moderators of very high status do carry out verifications of exams and project defense in the polytechnic.
At university of Ibadan same to other universities, most of the courses are thought by Master degree holders on behave of the lecturers who may even be prof.

We were in the universities too we know what we are talking about, the OND is like a 200 level course with one year practicals then 2 years of advance for the HND. Some HND were actually obtained from universities
Most prof. are reserved for Masters students and PhD student not for under graduates

That you went through university is not a sign of success.
All Nigerian rulers ever known never had University degree. Some in university got there through back doors Why are you afraid of HND holders please give us a chance as we do not have the same mandate in the economic development of Nigeria, leave us to play our own role and stop discouraging us as we face our own world.

Silsoe was a polytechnic in UK it has proffessors, So many Polytechnic universities in US, I was a student of Prof Obiako at Federal Polytechnic Akure. Prof Ademosun was also my lecturer at another Polytechnic, People like you made the polytechnic unattractive for research and student that everybody ran then we were left with very Good misters, and so many misters today in the university as lecturer, Some department manage to have one PhD holder as visiting lecturer. Stop defending LIES man. We have professors of Engineering Technology diffrent from prof. of Engineering in overseas university, Ignorants on educational matters and societal robbots I salute you.

As at the time I was to enter university, the minimum entry requirement into polytechnics was 4 credit and the university was 5 credit ( it might be different now) but that shows that the inputs into the two institution are not equal.
In the university I passed through 22 professors who are Icons in their field compared to my friend who went to a polytechnic and was thought by Misters and Engineers tell me how many professors are in all the Polytechnics put together I am sure they are not equal to the number of professors in any good university and employers of labour recognise this
You can't compare the best student in poly with the worst in the University definitely the poly would be better If you want to compare Take the best student in Yabatech,Kadpoly or IMT or Ibadanpoly and compare them to the best students in Ife, UI, Unilag, UNN or ABU and tell me the result when we were in secondary school the best students go to university and the ones below to Polytechnic

The basi rule of life is OUTPUT=INPUT+ADDITION

Hnd require your work experience at least one year, then National Diploma plus at least 4 credits

OND is 4 credit not HND.

We have exhausted debate on the issue. Most Rectors in the past are University product as well as those in the NBTE board. I think we HND holders need to sit down now with all this and TAKE OVER power from all those who work in the polytechnic and never wish us well.

Senate Considers Bill on Degree, HND Harmonisation

The Senate has received a Bill for an Act to prevent discrimination against graduates and staff members of polytechnics and similar institutions in Nigeria in the areas of employment, promotion and career prospect.
The Bill, which was sponsored by Chairman of the Senate Committee on Education, Senator Joy Emordi and passed through first reading yesterday, has prescribed a five-year jail term for any person and/or corporate body who contravenes the provisions contained therein.
Cited as “A Bill for Act to Provide for the Prevention of Discrimination against Graduates and Staff of Polytechnics and Similar Institutions in Nigeria and for other Matters Connected Therewith”, the sponsor said that when passed, it may be cited as “Polytechnic (prevention of Discrimination) Act, 2006.
The provisions of the bill, which is awaiting second reading in the Senate, under standards say: “As from the commencement of this Act and subject to the provisions of the (National Minimum Standards and Establishment of Institutions) Act, 1985, which provides responsibility for the establishment of standard in Polytechnics shall remain, vested in the Ministry of Education after consultation with the National Board for Technical Education”
On salaries, allowances, promotion of polytechnic graduates harmonisation, the Bill states, “Entry points of salary, allowance, promotion and career prospect of graduates and staff of polytechnics and similar institutions shall be harmonised with other graduates in all public, private and civil service”.
It furthers states that, “Subject to the provision of this Act, any government agency or private sector that discriminates against graduates and staff of polytechnics and similar institutions in terms of employment, promotion and career prospect, any person.”

.”, corporate body who contravenes the provision of this Act shall be guilty of an offence punishable on conviction to a term of not less than five years or a fine of not less than N500,000 for individual firm and N1,000,000 for public organization and or both”.

CHAIRMAN at the Conference of Registrars of Polytechnics and Colleges of Technology in Nigeria (COREG), Alhaji Abba Fugu, yesterday said the ceiling placed on career progression of HND holders would be removed.
He said a report recommending the modalities and framework to actualise the presidential directive for the removal of the ceiling was ready.
He made this known in his address at the opening ceremony of the 45th regular meeting of COREG held at the auditorium of The Polytechnic, Ibadan, Oyo State.
Fugu, who was represented at the occasion by Alhaji Ibrahim Dan Buba, commended President Olusegun Obasanjo for issuing the directive.
He stated that a 17-man committee set up by the executive secretary of the National Board for Technical Education (NBTE), Dr. Nuru Yakubu, to recommend the modalities had submitted its report.
He added that by now, the report might have been sent to the office of the Head of Service of the Federation as well as the Ministry of Education.
He expressed the hope that in due course, all forms of discrimination against the HND holders would be wiped out.
