It says if the woman that is put away on fornication ground is remarried,she commits "adultery" not "fornication" again.
Now, what does that tells you?
At the same time,the man that sent her away if he is married to another woman also commits adultery.

This implies that,the two of them were already married to each other before the divorce.Hence, any relationship again outside the two of them is treated as "adultery" (married) and not "fornication" (unmarried).
