As even after testing and approval, a few can still react differently to it, but for the sake of humanity to save the majority who don't react negatively to the vaccine, this would not render the vaccine useless.
I mean why deprive majority of a solution if a few don't want the same solution.

Even if Nigeria where to start making its own vaccine today it will still follow the same process of testing before approving.
