The fact a school says you passed the exam doesn't imply you passed it. School officials, like every human, can tell a lie when convenient (e.g: bribery).
The certificate alone and some other proofs (like authentic school records) are the only things which can be believed.
Tinubu forged his certificate, and as we now know, tinubu didn't graduate as he claimed.

The information on the cert is all about him, moving it from one ceremonial paper to another paper is not a good thought but hey! a decision has to be made on time, inec deadline dey knock, a replacement might not arrive on time....hence, the information on the lost cert gave rise to a dub one, it would have been regarded as a forged or fake one if the information had not been verified by the school. Hence, u can't say he should resign his seat, the intent was clear and understandable....

Thought 1: I am tinubu, I've file for a replacement cert, diz guys need to know i truly graduated from CSU, inec gats wait make my cert arrive from csu before dem go proceed with anything wey dem wan do

Thought 2: before my cert go arrive, inec deadline would have elapse, the cert is mere ceremonial paper, I can get it dubbed and drop the replacement with inec when it arrive....
