Truth234: The Nigerian Inter-Bank Settlement System, on Thursday said the banking industry lost the sum of N12.30 billion to various frauds between 2014 and 2017.
Managing Director, NIBBS, Mr Adebisi Shonubi, disclosed this at the third Annual Banking Security Summit organised by MAXUT Consulting in partnership with OneSpan, a global data security company in Lagos.
Shonubi said the figure was lost in 41,461 fraud cases between 2014 and 2017.
Specifically, he noted that 2014 fraud volume stood at 1,461, 10,743 (2015), 19,531 in 2016 and 25,043 in 2017.
He said, “Industry fraud overview with focus on mobile & payments related frauds,” Shonubi said the industry lost N6.22 billion in 2014 on attempted fraud value of N7.76 billion
Shonubi who was represented by Mr Olufemi Fadairo, Head, Industry Security Services, said the sum of N2.26 billion was lost in 2015 on attempted fraud value of N4.37 billion in 2015.
According to him, the industry lost the sum of N2.19 billion in 2016 on attempted fraud value of N4.37 billion.
Shonubi said gender fraud analysis during the period showed males accounted for 73 per cent, while females accounted for 23 per cent.
He said more fraud cases were reported in 2017, with an increase of 28 per cent compared with 2016 but with less financial loss.
On fraud channel, Shonubi said the Automated Teller Machine accounted for the highest fraud in 2017 with an actual loss of N497.64 million with a fraud volume of 9,823.
According to him, mobile trailed with N347.65 million loss on 5,055 fraud volume, while across the counter transactions accounted for N259. 02 million loss in 314 fraud volume.
He said “While fraud trend is generally on the decline, mobile fraud trend alone is on the increase.”
Shonubi said mobile fraud would overtake ATM fraud by 2020 with the rate of increasing fraud in the channel.
He listed the top three mobile threats in Nigeria to include phone theft, SIM swaps and kidnaps.
Shonubi, however, called on Nigerians to shield themselves by ensuring phone lock, SIM lock, swap/recycle checks.

Each time a customer reports a case of fraud to them, they either ignore it or drag their feet, or give irrational excuses about how their hands are tied. Such a customer has to threaten fire & brimstone in addition to involving police and lawyers, before anything is done. Even after this, it can take several months to resolve the issue. If money is transferred from a customer's account to another account, the banks have the info on where such funds have gone. Why can't they work together with the receiving bank, to place an immediate hold on that recipient's account that received the fraudulent funds? Why can't they use the fraudster's BVN to fish him out? Many of their staff are complicit in these cases, which is why they like keeping quiet and sweeping things under the carpet. If fraud cases are quickly and promptly tackled, the frequency would drop!  They should develop a technological platform, that would allow people to type in bank account details that have received funds fraudulently. Once this is done, such accounts would be frozen until the owner shows up. |

AS Muslims celebrated Eid-el-Fitr on Friday, hell was let loose when the faithful turned against one another, injuring many over claims of right to Eid Praying Ground by two Islamic groups from Igboora and Igbole communities.
Saturday Tribune learnt that the property of the traditional ruler of Igbole, the Asao of Igbole, Apostle Olusanjo Ojo was not also spared as his Sport Utility Vehicle was razed, while another car and the palace were vandalised.
Seven people, including the Chief Imams of Igbole and Igboora have been arrested, while five motorcycles said to have been used to convey those who fomented trouble to the scene were also recovered, along with some dangerous weapons.
Trouble was said to have started when the Chief Imam of Igboora, Alhaji Alobalowo went to Igbole Praying Ground, said to have been donated to the Muslim community, to lead prayers, but met stiff resistance from the Chief Imam of Igbole and his supporters who said that Alobalowo had no right to the ground because it was situated outside his community.
The argument over whose right it was to lead prayers at the ground reportedly broke into a fracas, with different weapons like cutlasses, axes, sticks and stones used by the two groups to fight one another.
Saturday Tribune learnt that it took the intervention of the Area Commander of Ibarapa Area Command, ACP Sola Oketuyi, who led policemen and operatives of the Special Anti-Robbery Squad (SARS) to the community to quell the fight and restore normalcy.
The Igbole Muslim faithful allegedly destroyed the Igbole traditional ruler’s property because, according to a senior police officer, they claimed he was supporting the Chief Imam of Igboora against his own community’s Imam.
Giving a background into the problem that led to Friday’s fracas, a source who spoke under the condition of anonymity said that the fight had been on for about seven years after the death of the Chief Imam who was leading the two communities in prayers.
According to the source, “two people have been fighting over the leadership of Muslim faithful during Islamic festivities, after the death of the former Chief Imam. flyca: If ever a company employs two young graduates (one first class graduate and a third class graduate) into the same job roles, to do the same things, for the same pay, that company is on it's track to failure because obviously, they understand neither hard work nor encourage hard work. Except the third class person has done something really extraordinary (through hard work still) to prove this capabilities and potentials. Or if it's back door recruitment, which brings me back to my first point, that such a company is set up for failure.
However, if a third class graduate is employed for another role in the company (say clerical work or something) where his first class classmate is the manager, then after some time, he starts to make trouble in the company with the usual cliche "after all we took the same courses and blablabla", he is bringing anarchy into the system. Such a person should be given a hot seat!
It is just like a driver telling his Oga, "after all I have driven you for 20 years, I know this car more than you. I am even older than you." So? Does it make the car his own? See how people cause wahala?
These are just examples o, to explain how people can bring chaos into a system. It does NOT apply to the subject matter of this topic.
Main point is that, in whatever organization you are, do your own role, take your salary go home! Don't look into another person's. If you are employed as a nurse in a hospital, beautiful. Hospitals need you, yes! Patients need you more, sure! But please don't go there and be rubbing shoulders with the doctors with these "after all" statements. It's annoying, sentiments aside. Oga, you obviously know next to nothing about recruitment policies. Before a job role is even advertised, the specific duties, deliverables, pay structure and benefits attached to that job, is carefully listed and approved by management. By the time candidates are shortlisted, interviewed and assigned to the job role, the issue over class of degree ends, and a lot of scrutiny is subsequently placed on the employee's performance. A 3rd class degree holder with 5 years experience, doing the same job as a 1st class degree holder with much lower experience, is not going to earn a salary lower than the other guy. Why?  Firstly, they studied the same course and graduated in it. Secondly, the salary is fixed according to the job role, its' structure, responsibilities and duties. And most organisations that promote 'equal pay for equal work' are high flyers in the industry.  Not the ones that promote discrimination, based on class of degrees. The 'failures' are the ones who promote discrimination in terms of class of degree, instead of looking objectively at each employee's output, ability to execute assignments according to defined standards and performance on the job. Your class of degree matters only at the point of selection. After a few years in the company, no one even remembers what you graduated with, as long as you are performing properly. How far you advance in your organisation, depends on the values you bring to the job, how well you meet your deliverables and your performance during appraisal time. End of story.  |

In China, for instance, "zhuangke" which is equivalent of OND is different from "gaozhuang" which is the equivalent of "HND" is different from "benke" which is Bachelors, different from "shuoshi", which is Masters. When you get employed into a company, your academic qualification determines the cadre you are placed. That is where you start growing from. Everybody respects each other. Nobody drags a position superior to what he/she has acquired academically. Afterall, there was pre-requisites for entry into higher education.
Tomorrow 3rd class will come and be dragging position with 1st class. How? Because "they took the same courses together". So? 
The institution is not growing because of the people who wants to be placed where they are not qualified to be. They are the ones dragging everyone backwards. With the population density in Lagos, underground trains as alternative means of transportation would be better because it would reduce the stress of traffic. He should stop buying buses and adding to the road congestion and instead provide other means of transport. Thank you, o!  One-third of Lagos is water, with creeks, rivers and lagoons. The efforts put into water transportation is yet to live up to its potential to affect mass transit schemes, positively.  The concrete jetty at Oworonshoki has been padlocked for over 2 years now. Why?  Yet commuters keep entering the gruelling traffic on 3rd mainland bridge, every morning and evening in order to link the Island and Mainland. LASG is concentrating its water transportation schemes in Ikorodu, Ebute-ero and some other areas on the outskirts of Lagos. Why not concentrate water transportation efforts on the Ikoyi/Falomo to Oworonshoki route, or the Maroko to Mile 2 route? The Marina to Apapa route is already been handled successfully by private boat operators. |

sparko1: What were you expecting, the buses should remain the same, they shouldn't get old? Some of those buses are from Fashola's first term, over 8 years! If things get old, new ones come, it's not a train! Nobody is saying they shouldn't get old. Vehicles can be old, but remain well-maintained and functional, so that commuters can have a smooth ride. Apart from that, most fleet owners refresh their fleets by injecting new buses into their routes at different intervals, while withdrawing the aging and decrepit ones from circulation. Now, why can't LAGBUS do the same? |

There is nothing wrong with the blue buses. The red buses are the badly managed ones which I understand will soon be phased out No sir, you are the one born with massive lying genes.  Tell us how many BRT buses you have taken, and on which routes. In Lagos alone, there are over 54 intra-city or intra-state routes, plied by the BRT buses. Are all the buses on each route, in the same condition? My post dealt with the condition of the red BRT buses and I confirmed the blue BRT buses were marginally better. Or don't you understand the meaning of the word 'better' anymore?  |

The red BRT buses were initially operated by an arm of the Lagos state govt, called LAGBUS before they opted out of it. By that time, those buses had started becoming rickety moving contraptions! In 2004, the Lagos State Government came up some ideas that was in the original Mass Transit without Tears dossier, and decided to sanitize the commercial road transportation in Lagos State. LAMATA was born, LAGBUS was born and the BRT was born and it was to be discovered that almost everything propagated by the Mass Transit without Tears idea was in the BRT except for the segregated lane. When Governor Bola Tinubu assumed office in 1999, he ordered an audit of the corporation and inspected their depots. He discovered that top management staff had been illegally selling the corporation’s buses. Rasaki’s coaster buses where listed as being beyond repair on the corporation’s books, whereas, in reality, they were in good working order.
Today, LAGBUS Asset Management Limited, operator of Red Buses, started operations on the 17th February 2007 with 500 buses and 29 routes. LAGBUS is supposed to provide mass transportation for the teeming population of Lagos commuters. The scheme, in recent times had been faced with a myriad of challenges such as depletion of fleet due to lack of adequate maintenance by management and technical know how. At various garages of LAGBUS, decrepit buses line up the entire space.
Today, LAGBUS cannot boast of 200 buses in its fleet. LAGBUS workers have dropped from 350 to about 120 due to systematic sack and poor working condition while contract/casual workers are presently about 550, it was gathered. It is believed that the manner LAGBUS is being run presently, it might end up in the way Lagos State Transport Corporation, LSTC, and be rested soon. It was also learnt that LAGBUS has a very disorganized human resources unit.
The state government recently, unfolded plans to boost the existing fleet of Bus Franchise Scheme, BFS, operator of LAGBUS with the introduction of 10,000 new buses and taxis to be distributed across the 20 local government areas and 37 local council development areas in the state by next year. Meantime, commuters across Lagos metropolis have criticised what they called the “shoddy arrangement” in the operation of LAGBUS. Fiyinfoluwa20: Seek knowledge before commenting, LASG ended it contract with the managers of the Red BRT Buses and currently has no affiliation with the state. He current Blue BRT buses operational in the metropolis are privately managed by an “independent” body called Primero ! More like a franchise, we expect the same arrangements for the new Buses and there are employees whose job is to wash and clean the cars. I don’t have information on areas such as wear and tear.

LAGBUS is an arm of LASG that supervises owners of the franchises that run the red BRT buses, which were bought by LASG. Even before LASG ended its contract with the franchise owners of the red BRT buses, those buses had shown extensive signs of wear and tear. They had been poorly managed and maintained.  A thousand denials from your end, will not change that fact. Public and private assets in general in Nigeria, are poorly maintained. The culture of preventive maintenance and continuous optimal technical support, appears alien to our service culture, in this country at both the govt level and private individual level. LAGBUS started operations on the 17th of February 2007. LAGBUS was created out of the experience of Lagos state over the years to assist in alleviating the transportation issues in the state. With over 500 buses and 40 routes currently in operation, we operate a prepaid and on-the-bus ticketing service available in different denominations on our different routes. Arowojobe, who takes the BRT from Ojota to Ojuelegba on most mornings to connect Apapa, added that the buses are not being well-maintained.
He said, “When the buses first started operations in Lagos , they were okay; then, the bus officials wore neat uniforms, but it is no longer like that. Some of the drivers and ticket sellers now look rough. They are not maintaining the buses and not buying new ones.”
Speaking to Saturday PUNCH, Chukwuneta identified poor maintenance culture as a major challenge confronting the country, saying, “It was pageantry when the BRT scheme kicked off; Lagos residents greeted it with a sigh of relief but the evil of our poor maintenance culture seems to be rearing its ugly head barely a few years after the scheme was launched. Nobody is mandating them to buy new fleets but the ones on the road should be given maximum maintenance.
“LAMATA is busy counting money without realising that the goose that lays the golden egg should be kept in healthy condition. These vehicles should be taken for routine maintenance because 95 per cent of them are in dire need of panel beating.
“I don’t think the supervisors embark on supervision, or take opinion polls to ascertain the feelings of the commuters. The BRT buses on these roads are eyesores and glorified Molues in actuality. With drivers that compete with Danfo (commercial) drivers in recklessness, they hardly keep to their lanes and are ever in mufti clothes. Each country likes to stretch the limits of the Geneva Convention about the immunity granted to diplomats.
In 2011 Pakistan arrested and detained an American diplomat, who shot and killed two Pakistanis and when US refused to waive their diplomatic immunity, Pakistan forged ahead and charged the diplomat to court, but he was later acquitted of the crime and released after US settled the families.
Recently another America diplomat, a military attachee hit and killed a Pakistani, he ran and took cover in the US embassy, despite the fact that the Pakistani government have reached a conclusion that, he cannot be charged due to his diplomatic immunity, they have non the less, put his name in their no-fly list at all airports and airlines in bid to prevent him from leaving the country, meaning they want to detain him in the country.
Had he not be wise and ran straight to the US embassy right away, my guess is, had the Pakistani authorities got hold of him first, he will be kooling his feet’s in jail while Pakistan & US tussle...my belt is, US will smuggle him from the embassy out of the country through Afghanistan. Well, the American diplomat who was charged to court by Pakistan, appears to be a rather strange case.  For America to have watched silently, while their diplomat was made to stand trial in a local Pakistani court shows that there is something wrong somewhere, or the man was not really a diplomat in the strict sense of the word.  Sometimes, a few state officials may represent a country abroad, but the diplomatic immunity they are given is limited, or restricted to a particular length of time (i.e.maybe for the duration of a conference or a special mission). After that event is over, the immunity lapses or it is waived, and then they may be subject to the territorial laws of the receiving/foreign country. I do not have the facts on the particular case you cited, but it does appear that the immunity that diplomat had may have quietly been waived by America, or he may not have been a diplomat in the strict sense of the word (with respect to the kind of official duties he was performing).  America is one country that goes out of its way to protect its' citizens, not to talk of its diplomats. It is unlikely to fold its arms while Pakistan arraigns its diplomat before their local courts.  Germany for example declined to arrest the Chief of Protocol to the President of Rwanda (Rose Kabuye) when she was on an official visit to the country in April 2008, acknowledging that she had diplomatic immunity as she was part of the Rwandan President's entourage, although she was subject to a French-issued arrest warrant on terrorism charges.  She was regarded as an ad hoc envoy. However, Germany did arrest her on a subsequent visit in November of that same year, arguing that she was in Germany on a private visit, when her immunity was no longer in place. Kabuye was not a diplomat, in the strict sense of the word. The protection she had on her previous visit, was a functional immunity (i.e. ‘immunity ratione materiae’). Now, this brings us back to the American diplomat arrested in Pakistan. What kind of immunity did he have?  Was it the type known as ‘immunity ratione personae’? Or was it the limited type called ‘immunity ratione materiae’)? International law confers on certain state officials immunities that attach to the office or status of the official. These immunities, which are conferred only as long as the official remains in office, are usually described as ‘personal immunity’ or ‘immunity ratione personae’. However, State officials are, generally speaking, immune from the jurisdiction of other states in relation to acts performed in their official capacity (‘functional immunity’ or ‘immunity ratione materiae’) ...As this type of immunity attaches to the official act rather than the status of the official, it may be relied on by all who have acted on behalf of the state with respect to their official acts.....
"To sue an envoy in respect of acts done in his official capacity would be, in effect, to sue his government irrespective of whether the envoy had ceased to be ‘en poste’ at the date of his suit."
Three related points have been raised to argue that immunity ratione materiae cannot be relied upon to evade liability for international crimes. First, it has been argued that because state immunity is accorded only to sovereign acts, states and their officials can never be immune from the jurisdiction of other states in respect of international crimes because these crimes, for the most part, constitute violations of jus cogens norms and thus cannot be sovereign acts. A related second argument is that since immunity ratione materiae may be pleaded only in order to shield scrutiny from official acts, the acts amounting to international crimes may not be considered official acts.
Thirdly, it has been argued that because jus cogens norms supersede all other norms, they overcome all inconsistent rules of international law providing for immunity. ....
