Wrong Sir... When you say something is not legal.. It means its illegal and not recognised by law. However in Nigeria a man can LEGALLY marry ass man wives as he deems fit irrespective of geography and religion. The traditional marriage is absolutely recognised by the customary courts.

Please refer to The Marriage Act, Laws of the Federation of Nigeria, Chp 28, Sct 35 (1).
In case you don't have access to the document, this is what it says:

"No marriage in Nigeria shall be valid where either of the parties thereto at the time of the celebration of such marriage is married under customary law to any person other than the person with whom such marriage is had."

Did you know that the old Criminal Code of Lagos State Cap C17, section 370 prescribed seven years jail term for bigamy?
The law was amended only in 2011 and the jail term removed.

Now to the bolded in your comment, in law, something that is not legal is not necessary illegal, it is only "not legal".
Just as a glass that is " not full" is not necessarily "empty" and a man that is "not tall" is not necessarily "short". Also, water that is "not hot" is not necessarily "cold".

Something can only judged illegal only when it is criminal and punishable under relevant sections of the law no matter what section of the section it occurs.
Theft, for instance, is a crime whether or occurs in the village, city, inside the church or mosque or wherever.
That's not the case with bigamy/polygamy.
The laws of bigamy only applies when a man/woman legally married to a woman/man somehow manages to marry another woman/man in a marriage registry thereby holding two marriage " valid" certificates at the same time.
If a man/woman marries another woman/ man anywhere else but a marriage registry (church, mosque, village), the law does not apply because the latter marriage is not recognised by law.

1. the school
2. the parents

You can not blame the children.
The reason why they are called "children" is that they can't make reasonable decisions most of the time. That's why there must be an adult around them to guide them.

The first problem was the parents allowing their kids to use phones unsupervised. We all know what that means.
The second problem was the school allowing the kids (whose minds are already eager to experiment with what they've watched) mix without supervision.
One could argue that well trained children should be able to distinguish between right and wrong even at a very young age.
That is true for only a very few children from extremely morally sound homes.
We should not forget also that even the most morally sound child is still in grave danger of compromise if left unsupervised with morally decadent children.
Even adults with good manners are at risk of bad influence if they associate with bad people, let alone children.
Bad company truly corrupts good manners, so says the Bible.

Meanwhile, issues were raised by the mother of the girl in her video.
1. The school tried to cover it up: lame action by the school management. Even though they may want to protect their image and that of the young lads, they should have known better since the video was already on the internet.
2. The girl was raped: very unlikely. Even though I've not watched the video due to suspicion of it being pornographic (from comments I've read so far online), the reactions by commentators who have watched the video suggest that there was no rape.
3. The girl was given a substance (most likely a hard drug) to take before the act: it's possible. Although it can still be deduced that if she was given any drug before the act, then she must have been taking that drug (or any other drug of similar effect) not to have been overwhelmed by the effect of the drug. There was no mention of any inconsistency on the part of the kids by those who watched the video.
4. The girl was lured into the boys' room to collect her phone charger, then raped: Someone who watched the video confirmed to me that there were other female children in the room during the act as contained in the video (anyone who has watched the video can verify this please). If that is true, then the room in which the unfortunate act occurred wasn't a boys' room.

Did the school fail?
You bet they did!
How can boys and girls of that age be left together in a hotel on their own?
There should have been an adult with them 24/7.
Just like in the school hostels, and classrooms, children (especially boys and girls) must never be left alone in a closed space without the supervision of an adult.
The school failed woefully in that regard and now they'll pay heavily for that.

Did the parents fail?
Unimaginably so!!
In this age where destructive digital content are flying all around the internet like wildfire, how on earth are 10 - 13-year-old children allowed smartphones of their own?
Parents have failed in their responsibility of good parenting in the name of loving their children and making them comfortable. From the comments I've read online about this issue, it sounds like the little girl acted like someone who knew what she was doing.
The question is: how and where did she learn to do those things? The answer is: most likely from her phone after which she started experimenting.
The way forward:
1. Both the parents of the children and the school ownership should accept their share of the blame for the unfortunate incident.
2. Adequate measures should be put in place to reduce this kind of incident.
3. Parents should not let their children use smartphones unsupervised until they turn 18.
4. Parents should partner more resolutely with their children's schools to ensure that preventive and corrective measures are effectively applied. Some parents fight schools when they are informed of possible wayward tendencies of their children and even threaten withdrawal. That attitude should stop.
5. Supervisors of school children (especially those in boarding schools) should brace up and become more committed because this will most likely lead to a spike in the "tendency to experiment" by school children under their care.
