The Minister of Communications and Digital Economy, Isa
Pantami, yesterday says 66 attempts by hackers from Europe
to compromise the virtual meetings of the Federal Executive
Council (FEC) were foiled.
Pantami said all the cases were reported to the appropriate
authorities for the record and actions.
He spoke in Abuja at the 19th edition of the President
Muhammadu Buhari (PMB) Administration Scorecard Series
(2015-2023).
He noted that no fewer than 108 virtual federal cabinet
meetings had been held since the National Policy on Virtual
Engagements for Federal Public Institutions in October 2020 to
formalise government online meetings including those of the
FEC and the Council of State. He said that for the implementation of the virtual meetings, Nigeria would have spent over N47 billion holding physical meetings. He said no fewer than 2.2 million jobs had been created in the nation’s digital sector in the last three years. Pantami attributed the challenges in telecommunications to infrastructure deficit and vandalisation of fibre optic cables. He said in one particular year about 13,000 cases of vandalisation of fibre optic cables were recorded in several locations across the country. The minister put broadband penetration as of November 2022 at 46. 2 per cent, and quarterly revenue generation from the ICT sector at N408 billion. On why the government had not been able to track kidnappers who used telephone calls to reach families of captives for ransom negotiation despite the SIM card registration, he said, “This falls under cybercrime. Cybercrime is under the office of the national security advisor and other security institutions. “Our role in cyber security is to ensure we minimize the possibility of a criminal deploying technology to commit a crime. So our work is proactive. At the same time, if the crime is committed and our intervention is required officially then we are going to intervene. “So, here when it comes to minimizing the probability of criminals committing a crime, we need to reintroduce the national NIN and civil registrations. Two, we enforce the NIN registration. Yusuf Hayatudeen, 30, is a young passionate inventor and entrepreneur who developed softwares to fight crimes and generate revenue in 5 states. The last child in a family of 5, he had both primary and secondary school education at Elkanemi Islamic Primary School and Elkanemi College of Islamic Theology before proceeding to study Information Management Technology at the Sikkim Manipal University of Ghana. Yusuf is currently the Chief Executive Officer of Bexil Computer and Solution limited Maiduguri. Excerpts What did you specialise in? We specialize in providing solutions to some critical challenges facing the society. Growing up in Maiduguri, I always thought of what could be done to improve my state; looking at the unemployment rate of the youth, poverty levels and insecurity. It used to be of great concern to me, so after the one-year mandatory NYSC, I did a lot of research, which led to the development of some applications that can reduce insecurity if put into proper use with the help of artificial intelligence. What informed your decision to develop these apps? I have always been an ICT enthusiast. In 2014, I developed an app to help improve security, especially within Maiduguri. In the heat of insurgency, I and some of my friends tried to decipher the cause of the problems we were facing in Borno and the North-east, and answer to our quest was the issue of Okada riders then. There was a time the government ordered that they must wear helmet in the state capital but this order led to an uproar. That was part of the beginning of Boko Haram insurgency. The people and security agencies clashed around Custom area because of the refusal of the people to obey government’s orders. This was part of what culminated to the national security issues we are facing today. So, we felt if the tricycle operators are not sanitised, another bigger Boko Haram is looming because a lot of crimes are being perpetrated in Borno State, especially at night, using Keke Napep. We no longer have Okada since the Keke Napep have replaced them, so why not create a software that will enable the government have the data of all operators and create solutions and innovations that would help curb the crimes and generate revenue? Tell us more about the features and benefits of this app? Apart from fighting crimes in our society, it has improved job creation. In Keke Napep associations alone, I think more than 1,000 people have benefited directly. We have registered at least 25,000 tricycles in Borno State. People come to register their tricycles and checks are being conducted by the association before they could be integrated into our system. Also, revenues are collected digitally. As you know, identity is very important when it comes to profiling taxpayers, and governments are losing billions of naira in that sector. If the government can identify the taxpayers, it would be easy for governments to know if someone is paying tax or defaulting. So, with this app, the operators have their unique identities and the electronic machine would reveal the data of every operator. There is no way to default at all. It has worked perfectly and you can go to the Board of Internal Revenue to verify. We generate between N600 and N700 million annually from Keke Napep alone since the inception of this software. Before, it was a zero-revenue sector for the state government. What are the challenges you have experienced? One of the setbacks we faced at the beginning of the project was fear of change from our people, they thought we were coming to take over their jobs, that was a major problem we had. Even in the state government circle, a lot of people were afraid of these initiatives. I developed this app since 2014, we started making some moves and contacting people in the government but they were afraid. It didn’t materialise until 2020 after Prof Babagana Zulum became the governor and I met with the Commissioner for Transportation, forwarded the proposals to the office of the governor and it was immediately approved by the governor. For six years I pursued the state government to sell this initiative to them, so you can see that consistency is key. About nine female students of Nnamdi Azikiwe University,
Awka, Anambra State, were reportedly raped when armed
robbers invaded their hostel in the early hours of Friday.
The robbers who were estimated to be about 20 had
stormed Ifite road, Awka, where the hostels were located
shooting indiscriminately and robbing from room to room.
A student of the university, who would not want her name
mentioned, told reporters that the robbers were heavily
armed with guns, axes and matchets.
“We were at the hostel when we had gunshots that lasted
for about ten minutes and we ran for our lives because they
had not gotten to our own hostel; we hid at the back of
some shops in the area.

“Then we had loud noise of female students shouting for
help but nobody could summon the courage to stop them
because they are well armed. Those that attempted to
resist were beaten blue black and many people got injured
but I cannot say the number of people affected.
“One of the female students that was raped is a virgin and
they raped her twice and we are holding her because she
wants to commit suicide.
However, it was gathered that a call was placed to Gov
Charles Soludo who ordered security operatives to battle
the robbers but before they could arrive, the operation was
almost over.
Four days before the incident, students were attacked at
bars and restaurants in the area.
According to the Police Public Relations Officer DSP
Tochukwu Ikenga who confirmed the incident, “Our men on
getting wind of the information got to Ifite Awka and was
able to battle the criminals.”
He did not disclose how many people that were arrested as
according to him making it public would interrupt

The National Population Commission (NPC) has fixed the
national population and housing census for March 29 to
April 1, 2023.
Nasir Kwarra, NPC Chairman, disclosed this while speaking
with State House reporters after meeting with President
Muhammadu Buhari at the Presidential Villa, Abuja, on
Friday.
“By March 29 to April 2, our staff will be in the field
enumerating people,” he said.
Kwarra added that the technological tools to be deployed
would be able to code building and landmass, detailing
information such as location, landscapes among others.
The NPC chairman, who said his commission would ensure
a credible exercise, added that non-Nigerians would equally
be counted so long as they are in the country at the time of
the exercise.

According to reports, he was abducted on Thursday night, shortly after his captors had burnt his country home in the Imoko community in Arondizuogu. The PUNCH reports that Ohizu was shot before he was kidnapped alongside two others suspected to be members of his household. A community source said, “The Sole Administrator of Ideato North was kidnapped last night together with two others after burning his house at Imoko community in Arondizuogu. They shot him in the leg before taking him away. This is a man who came back from a hospital recently. I am devastated now.” Another source who confirmed the development decried the spate of insecurity in the area. He said, “The house of Ideato North SOLAD was burnt down and he was kidnapped with a bullet wound on his leg as I heard. “I have been making this report since last year and early this year till now no single presence of the police anywhere in Arondizuogu and no single arrest. We are now at the mercy of God." SaharaReporters earlier reported that on Saturday, the country home of the spokesperson for the Coalition of United Political Parties, Ikenga Ugochinyere, was attacked. The house is located at Akokwa community in the Ideato North LGA. The assailants killed three persons including his uncle and burnt 33 vehicles parked in his compound. He, however, survived the deadly attack. The federal, state and local governments have shared a
total sum of N990.189 billion to the three tiers of
government, as Federation Allocation for the month of
December 2022.
Amount shared includes Gross Statutory Revenue, Value
Added Tax (VAT), Exchange Gain and Electronic Money
Transfer Levies (EMTL).
The federal government received N375.306bn, the states
received N299.557bn, the local government councils got
N221.807bn, while the oil-producing states received
N93.519bn as derivation (13% of Mineral Revenue).
The communiqué issued by the Federation Account
Allocation Committee (FAAC) at the end of the meeting
indicated that the gross revenue available from the Value
Added Tax (VAT) for December 2022 was N250.512bn,
which was an increase distributed in the preceding month.
From this amount, N7.215bn was allocated to NDDC
project and N10.020bn to Cost of Collection to FIRS and
NCS remaining N233.277bn which was distributed as
follows; federal government got N34.992bn, the states
received N116.639bn, local government councils got
N81.647bn.
Accordingly, the Gross Statutory Revenue of N1136.1bn
was received for the month which was higher than the sum
received in the previous month. From this amount,
N31.531bn was given to Cost of Collection and
N396.896bn to Transfers, Savings and Refunds remaining
the balance of N707.756bn which was distributed as
follows; federal government was allocated N325.105bn,
states got N165.897bn, LGCs got N127.129bn, and Oil
Derivation (13% Mineral Revenue) got N90.625bn.
Also, the sum of N24.315bn from the Electronic Money
Transfer Levies (EMTL) was distributed to the three tiers of
government as follows; the federal government received
N3.648bn, states got N12.157bn, local government
councils received N8.510bn.
The balance in the Excess Crude Account (ECA) as at
