Politics › Re: Lagos Denies Terminating Lekki-epe Highway Concession Deal by mapet: 11:48am On Aug 30, 2013
Have you seen the terms of the agreement or the contract to ascertain if the right to Toll at that point was not factored in? Have you imagined if the early Tolling was not an option to reduce the cost of funds and serve as additional capital in managing the project and its operations.

I dare ask, even with the best finacial analyst and scenario planners in the world, don't conditions change that warrant some sort of detour?

That the government will have to source funds.......and will deplete or affect other project as alluded by you is faulty. In terms of opportunities identification, income generation potential of Lagos State and future ability to attract investors, have we really reached the limit? Lagos State is currently projecting to hit $40Billion in IGR in 5years, if this becomes a reality, then we are yet to even determine the "size of the pie". I think you're limiting your imagination or getting it beclouded by some unnecessary steretypic assumptions.

Boss13: @ Delafruita if LCC is a going concern, it does not need tolls to complete the construction of the road. It can source its funds either through loan (and that it what it has done) or capital (Doesn't the company have capital). The tolling will be income to repay the loan and also make profit for constructing the road. I believe the management went to the drawing board after noticing that their financial projection was not summing up based on their budgetary analysis. Hence, they invoke the buy-back right.

Now the LASG has agreed to issue bond to buy the concessionary right. Remember interest will be paid on the bond. The bond was issued to by concessionary RIGHTS and not to for infrastructure development. Again, the government was now have to source for funds to finish up the road. Now if you are a good financial analyst, you should know that there have been a depletion, an opportunity cost (an alternative forgone). The government MUST pay for the bond it has issued to investors and because it will source fund from either Federal Monthly Allocation or Internal Revenue Generation, projects that these funds should have primarily be used for will suffer.

Now delafruita how will the LASG pay for interest and principal for the bond? By re-issuing another bond? (Excuse me) by using your tax payers' money to pay investors and if they want to be nice by using Federal monthly allocation (I doubt this one because, this monthly fund should have been budgeted for)

Fashola is truly working.....

Your making insinuations, conjectures, assumptions that are not verified. You'd better bring your "text-book" analysis to reality.
Boss13: Now that is left for Lagos State Resident to start SCREAMING NOW!!!!!!! The publication was devised to confuse people. However, you have to read in between the lines. LASG has bought off the private investors from their company. The company now belongs to LASG. The term buy-back of concession via purchase of shares was intended to confused people. This is a project the LASG contributed N5 billion and now part off N15 billion (total government expenditure N20 billion).

From the publication N32 billion has been expended on the road, what is the percentage rate of completion at as now and what is the total cost of constructing that road. Remember, LCC has incurred debt and other liabilities which the government is still going to pay.

Please pardon my analysis of LASG owning LCC (even though we know). I got emotional about the dirty deal. It has only bought the concessionary right through shares. So LASG is also a shareholder of LCC and LCC will not longer keep the tolls as part of its income, but collect it and give it to LASG. I also wonder if LCC will be constructing roads or if it was actually set up to be a construction company. But I give kudos to the master mind of this project, the guy truly thinks and a smart financial business analyst.
Politics › Re: Lagos Denies Terminating Lekki-epe Highway Concession Deal by mapet: 11:39am On Aug 30, 2013
Now you guys calling this project fraud are simply just getting over yourselves. How many of us remember the state of the road prior to the commencement of the project. How many of remember the state of the coastal axis from Bar Beach all through the Lekki Corridors. How many of us remember when the Federal Government spent a whooping 4Billion Naira to sand-fill Bar beach during the Ogunlewe-FERMA regime only for the Ocean surge to wash it all away at the next rains. How many of us remember when Lekki-Expressway was so erroded that in some place only half of the span was motorable.

Decisions had to be made and hard ones; some reality checks

1. Have we considered that probably an agreement in the clause of the contract allowed LCC to collect tolls when they did in the milestone of project to cushing the effect of cost of funds.
2. Have we considered that even at that rate we have a consortium of Local and some International banks coming together to finance this project back then.......what was our risk profile matched with the interest rates on the funds pulled together by LCC?
3. It is legitimate and valid for Lagos State to put the burden on LCC back then if we had no appetite to shoulder the risk and take it off LCC when our risk appetite increases as it is seems now
4. The over-acrching objective is much more that these crumbs of needless accusations you guys are throwing about. A city needs to be built. We have 30years of massive infrastructural development to attain (my estimate). In this journey we will make mistakes, we will learn from it and make it better.

You guys crying fraud.......look to me as very "useful" in destructive criticism, yet offers no solution......

Hello All,

Before this thread goes to the (bigotted) dogs, let me join the fray and make some few contributions

1. @Boss13. you need to slow down. I'm struggling within me not to assume "this is a financial learning grossly misapplied".
2 First off, we need commend Lagos for the vision and audacity of a going into a PPP arrangement of this magnitude, being the first at it in Nigeria. I believe it's a process we have to learn from - our government, financial analysts, planners and enumerators, engineers and contractors, lawyers (tighly documenting the agreements) etc, and we should let it evolve.
3. Is there anything wrong with the current Lekki-Epe Expressway? I don't think so.
4. @Boss13, I would think it's little or no wisdom to jump into seeming concrete conclusions with little, scanty and no information that will be required to take informed decisions. All your conclusions to me are faulty. Yes they will issue another Bond...so? Yes they will source for new capital to continue the road.....there are many alternatives to sourcing funds to the limit of the creative thinking of the government of the day. Lekki-Epe expressway as an infrastracture is not standing in isolation. It is strategically a pathway to other beneficial programs and infrastructures. It is the route to the Lekki free trade zone, Lekki port, Lekki International Airport and so on. A whole lot of activities will go on here in the future. If you ask me, I think sourcing for funds to complete the remaining part of the project is probably one of the least of their worries. I also thing it sparks less creative thinking to limit the ability of Lagos State to raise fund to a blocked Federal Allocation or a blanket IGR (making it look like the IGR or Lagos is also pegged). How are we going to source for funds for the other part of the road? we simply explore many of the numerous alternatives available to us
5. For me, Lagos has demonstrated a health and boiltrous economy both now and the future. We have demonstrated confidence in investors of the ability to pay our debt and still stay healthy.

I think we need to go for somebody that may not be known but with proven skills on results delivery, man management, poise and comportment. The guy in NIMC - Onyeama is an Ibo guy, who came from Zenith Bank, working pretty well and covertly achieving lots of things. We'll wake up one day and see that NIMC has credible data on national identity.....

Some people have proven they can walk/work the talk, talkless and achieve results. We must not be stereotypic and stick to some political calculations. We must put people that can manage the terrain.......

With due respect, Odimegwu keeps messing up big time. He does some irrational things and makes you wonder if he's normal. In his days in NBL, he ultimately got fired/retired, much more influenced by the Dutch larger stake investors who were irked that Odimegwu took NBL to the gutters, fraternizing with OBJ to the extent of being a face and mouth in the OBJs third-term Agenda. Another embarrasing incident was during one Musical contest show organized and sponsored by NBL, there were 3 finalists.....and before the judges could compile their results, Odimegwu grabbed the mic, went on stage to announce his own result, giving the first prize to a group the judges adjudged third place....it was so embarrasing that the media had their fill on him the next day.....he practically gave himself away as a tribalist too......

I watched Odimegwu's interview on NTA. I was brash, uncouth, too direct and lacking in wisdom. Odimegwu's answers to virtually all question were self-serving. Judging by the way he was talking, you can't blame kwankwaso for accusing him of being under influence of alcohol. Odimegwu reported that those against him in NPC are involved in a 400m fraud and he'll pursue it to the end. He told Cyril Stobber that if he doesn't mind he can mentioned the name of the culprit. Cyril had to remind him that he can't do that as the case is still under investigation and it might have legal implications.

I think this is a case of someone rising to the pinacle, yet has little or no leadership quality.......

Politics › Re: Governor Fashola Is A Dictator!!! by mapet: 12:51pm On Aug 27, 2013
@pro01

1. The OPs points are deceptive, counter-productive, uninformed and absolute hogwash.
2. First off, there was a time in Lagos even before Tinubu's goverment, when Lagos State Water Corporation landed pipes into many homes in Lagos for a connection fee of 6,000Naira. I personally went to pay for my father's house (in Ketu)at Lagos State water corporation office at old Tollgate. Many of these infrastructures are still there and working.
3. Do you know that Lagos State Water Corporation(before Fashola's government and during and later stopped)have registered water vendors who partner with Lagos State government to extend infrastructure to unreached and difficult to reach areas, licensed to sell water and remit to government after taking their commission?
4. That aside, how is water a problem of Lagos State as some of you lot of no gooders alledged? Lagos State Water corporation is the most robust infrastructure and distribution wise in the country and continously expanding day by day.
5. Serious Landlords from time immemorial had also always provided water for their household, It costs 80k-120k minimum to sink a borehole, not to talk of open well......
6. But the question that bothers answers are these
a. Lagos Water Corporation charges homes simply a paltry 500Naira a month. Do these people know?
b. Have their Landlords activated the water provided in those streets?
c. Have any of these people questioned their Landlords why are their no water in their homes?
7. Have any of you considered the health effects of patronising the Mairuwa? Have you drawn a nexus between the Mairuwa and the health side-effects like Cholera etc
8. Okada and Keke Maruwa's ban is justified. Except you want to wallow in deceit, or you have alterior motive? why would an Okada or Keke Marwa be on highways for starters. Or is it the high spate of roberies aided by the Okada quick getaway that we prefer? We witness assination right on Ikorodu road @ Anthony when a young medical doctor was shot and the assailants got away on Okada. We have the stats on the reduction in crime incidents and Okada related incidents in hospitals to show for it. Marwa still operate is inner roads. Marwa operates within streets in VI, Surulere, Ikeja, Iyana Ipaja and many other places, so what's the issue......you guys are simply crying when the berieved have none
9. For me, the greatest of all deception is when you guys that have not set foot on Lagos soil, tell us what is the problem of Lagos....haba.......
pro01: You people excel at talking a lot without saying anything meaningful.

The OP's point is extremely clear, and she used a few examples to illustrate her point about Fashola's insensitivity and thoughtless approach to governance. why not address the specific issues SQUARELY instead of dribbling yourself into a hole with needless circumlocution.

1. Mairuwa (water vendors) have been banned, even though most parts of the state DO NOT have access to pipe-borne, portable water supply. What should residents in these areas do? What is the sense in banning their only source of water supply BEFORE putting in place an alternative? if pipe borne water was widely available across the state, would anyone bother to patronise water vendors?

2. Okada and Kede Napep were banned in most major areas (not merely "major roads" ) in the state. Since then, milions of ordinary Lagosians have been subjected to tortue and hardship in commuting around these areas, especially since the taxis are insufficient and TOO EXPENSIVE to serve as viable alternatives for short-haul commutes. What is the sense in banning okadas and keke napep without FIRST putting AFFORDABLE and SUFFICIENT alternatives in place? If taxi cabs (which are the only real alternatives to okada and keke for inner-city transportation) were widely available and affordable (as is the case in Abuja), most commuters would not complain too much.

Now, from these examples and several other examples of Fashola's dictatorship, it is clear that ONLY the poor and struggling Lagosians bear the brunt of state oppression and maltreatment. The rich and middle-class minority have bore-holes in their houses for water supply, while they also have private cars (and can afford regular taxi rides) for their transportation needs. What are the poor majority supposed to do? Suffer in silence, or wait endlessly for the governor to think up solutions or alternative measures to address their plight? Is that how serious governments elsewhere operate? By putting the cart before the horse?

I have said it before on the other thread, that we allow intellectual laziness and lack of will to keep us down instead of moving forward. It seems Nigerians are yet to put our politicians to tasks on the details of their manifestoes, and use that as a basis to even assess their performance. We are not even aware of the contents of the manifestoes. We do not have a single copy of the manifestoes of each party. So when we see illusions and crumbles of activities, we call it performance.

I am still saying it that the average educated Nigeria does not even know the required MegaWatt Capacity to keep us at the basic minimum - City, Infrastructures, Capital Investment and Projects, Industries etc. We've not asked salient question that addresses our collective well being.

Okupe has simply insulted the institution on which he stands upon with the the statement. Nigerians are in no way wiser and I am afraid. We someone like Okupe misleads gullible Nigerias, and tricking them out of what is their right to ask pertinent questions, then we imagine the kind of quagmire that we're in
Gbawe: Okupe the fraudster. Much like most who join and speak for the PDP. Olisa Metuh and other liars have repeated this empty claim. I urge Nairalanders to go and inspect the PDP manifesto and the APC manifesto to see they are not at all similar!!!

We have to start eschewing intellectual laziness. I say this with all respect to fellow Nairalanders yet with the understanding that intellectual laziness and lack of application is what keeps crooks and mercenaries like Okupe, Maku, Abati et al in 'food' to the detriment of Nigeria. They open their mouth to say the most ludicrous things and expect our apathy for reading and research to do the remaining work for them which revolves around their effort of deceiving a whole Nation to keep the 'gravy train' moving for the PDP.

The APC, as one example, promises social welfare for vulnerable and distressed Nigerians. Where is that in the PDP manifesto? The duty of educating others fall upon those who are themselves educated, to begin with, and able to lead by example in the war against illiteracy and ignorance. We have educated agents of misinformation like Okupe, Abati et al who will win if we do not counter them with factually established truth.

When we embrace laziness, then we allow the Okupes of the world to deceive others. The APC manifesto is far superior to that of the PDP. I have shown both here before and will not do it again yet I would advise those who do not wish to comment ignorantly to go and view the available summary of both manifestos to know the PDP is simply full of ridiculously shameless conmen and unrepentant fraudsters.

At least AVMCC has done her part and instead of questioning why they have not organized at local government level, I think the challenge is for many other organizations has taken a positive steps. You get yourselves together under another auspices and do same. Truth is if churches, mosques, Rotary Clubs, NBA etc continues to organized debates at all levels, then we have credible engagement as stakeholders.

I've not been a member of AVMMC since 2004 when I have changed residence twice, but I can tell you that AVMCC as a church, the retired Bishop Adebiyi and organizations in the church are at the art of organizing various fora for socio-political and economic engagements. I make bold to say they have paid their dues, and others should do same.
anonimi: Why do you think there is no such debates for the LGA elections?
Is the church not located in the Ikeja LGA?
Are we saying we have no interest in what the LGA does with its monthly allocation from Abuja vis-a-vis its constitutional role & functions to the residents of the area huh

1. even if you say PDP is vague, doesn't change the fact that standing outside the corridor, condeming submission you have limited information and understanding of will not help the system. I've been avid followers of debates in areas I have interest in (My Stat of Residence(Lagos), My state of Origin(Osun), and Nigeria).

2. the reasons why our politicians get away with murder is because, we simply mid-wife it for them by attitudes that many of you demonstrate. I insist that untill we use all available means to engage our politicians in exhaustive debates, criticism of their proposed programs and manifestos.

3. I disagree with you that citizens are not given "full freedom to express their opinions during debates". where did you get that from. Reality is that is debates, citizen should come with questions, compact, apt and direct. Citizens can even get together under some organized pressure or intellectual groups and coordinate their questions. Pressure groups and organized group can organize debate themselves and invite contestant. The Anglican Church Lagos West Diocese has consistently organized Governorship debate at Archbishop Vinining Cathedral, inviting all members of the public to attend and all are given freedom to ask question. This has been in operation from the second term of Tinubu to date./

4. On the issue of average cost of Megawatt, I'm still of the opinion funding a viable investment is not a mountain you can summount. Nigeria is part of an advocacy to invest in Nuclear energy to generate power. I think we need to understand the position of the proposal of the 40,000 Megatt. We need to understand that the industrialization drive we seek, the population of Nigeria as a country and power requirements will hover around that. South Africa as at 2002 had attained over 36,000Megawatt, then when they hosted the World cup, this spurned furhter investment in rail services and other sectors, hence they had to increase their power generation capacity. If an average ordinary Nigeria is not educated along these lines, you will just be sheepishly and foolishly praising Jonathan for an addition of less than a thousand Megawatts. When I was in Business School, Minister of power then was announcing some sensational world where Nigerias will soon have power 24/7 . My faculty back then in Bskul, shared during a class session how Nigerians are being taken for a ride with lies from government quarters. He said he just consulted for a Russian company, who plans to invest in importing generators to Nigeria and they are investing about $400m. That was 2008. Fast-forward to today, the number of generator that makes way into these country is like comodity goods. JGM generators is close to my house in gbagada, almost everyday loads of truck bring generators from the port to their Warehouse.................I can go on and on but I think we Nigeria are getting more ignorant by our own free will and letting government of the day railroad us with pittance.

My point. Engage them. Ask question, get them to give the details, make room for multiple debates etc.....
greaterlove: There are many ways a Nigerian can air his or her views, the radio, tv, internet ( naira land being the best so far) and town hall meetings, I have never heard even in america where the citizens are given full freedom to express their opinions during debates. If you read my post again, you will notice I said " our politicians are vague" not just APC, but also PDP. I know you would have been very happy if I said PDP alone is vague.

if you can go back to some of the threads on power generation on this platform naira land, you will find out that the figure was not arrived at from my imagination, moreover Google is within reach, you can do your research on how much other countries are spending to produce 1000mw. The $40b I quoted is just for production, you will still need more for distribution.

1. even if you say PDP is vague, doesn't change the fact that standing outside the corridor, condeming submission you have limited information and understanding of will not help the system.

Madam,

You are simply walloing in ignorance. It is legitimate, democratic and valid for someone to step down for another in Political partiies. Except you were born in year 2000+.......

The party is also at liberty to have a consensus candidate. Others in the race can try out their mettle at the primaries. mind you the report did not say there will be no primaries...........many of you seemingly read things the other way round. The law stipulates there should be primaries, supervised by INEC......
FreeGlobe: This is voodoo politics associated with APC. Why have they supported Ngige to.win without a primary election. There is also another strong candidate apart from Ngige and Annie in APC, why has the party hierarchy thrown its weight behind Ngige b4/without a primary. What of the other candidates still in the race. APC can fool the entire SW but APC to others is everything but Democratic

Our politicians will be very vague, when you and I stand at a distance and dont actively engage them in debates. There will be lot of debating fora. Please come there and come and tear their proposal to pieces.

Stop throwing figures you know little or nothing of, without veritable source data. Even if we need $40billion dollars (which I argue is ridiculous and overstated by you just to score unnecessary point) there are various international monetary/funding agencies and investors that can be brought into the project. There are lot of innovative approaches to sourcing and funding projects......

greaterlove: Details, details, details. Why is it that our politicians are very vague. To generate 40000mw you need about $40billion , they should tell us how that money will be raised in 4 years, our yearly budget is about $30b, 25% is what we have for capital projects. So are we going to borrow? Raise taxes? Or are there private companies that can invest that amount? We need more details, what are the bills they will send to the house, why is their present law makers not pushing those bills now so that we know this is what they stand for? How are they going to tackle corruption, what definite steps will be taken in the civil service, police, oil sector etc. Will they push for the passage of the P.I.B. bill? Please they should break it all down for us, we have the time to read, we don't need summary.
