cktheluckyman: The mere idea of creating grazing reserves is utter balderdash in the first place, Why not just mandate every cattle herder to create holding pens for his cattle and family, why have to subsidize their cost of doing business? Mind you though, a larger portion of the money may end up in private pockets.
