If you are from the Ehime part of Mbano with close proximity to Ahiazu Mbaise, you can get cement at Afor Oru.
For Isiala Mbano, the likely places you could get is Eke ezeala, Anara station, Amaraku, unfortunately the people selling there usually hike their prices cos they know you can't get it elsewhere without paying for transportation.

Those places in Isiala you mentioned are selling for 3500 excluding transport. I'll rather do the maths and buy from Owerri in bulk. Thank you.
