The constitution grant powers to the President to withhold assent if for any reason he is convinced that doing such will better serve public interest or for any other constitutional reasons.
The budget as signed as become Appropriation Act (law) and sending supplementary budget will not nullify the one in existence, it only supplement it.
Meaning, all the so-called budget padding and add-on from the legislators are now legal and bound to be implemented. Does this serve public interest?
Supplementary budget isn't an overriding budget, it only factors what wasn't captured in the Appropriation Act (budget). Withhold assent so the economy can be on a standstill till December 2018?... ANd then you and your fellow PDP minions will begin to dance shaku-shaku towards 2019? By the way, in a supplementary budget, unnecessary items can be removed, or their figures cut down. |

TonyeBarcanista: Was it of public interest to sign a budget that was allegedly tampered by legislators and padded? If he cares about the peoples welfare all he had to do was withhold assent and exploit the relevant constitutional provision to factor "our" welfare. I pointed out the importance of quickly signing the budget and the economic detriments of continually having it delayed. I also pointed out clearly that in order not to keep the economy on 'freeze mode' indefinitely, it was important to sign the budget so the economic train can start moving, while the option of a supplementary budget (to correct the errors) can be exploited later. All these issues were very clearly explained in the budget presentation speech, extracts of which I showed to you in my last post. Tonye, I'm sure you know comprehend my points very well, but are just trying to raise an argument for politics' sake. That explains why I find your arguments amusing. |

PROTOCOLS
I would like to thank the leadership of the National Assembly, particularly the Senate President and the Speaker of the House of Representatives, as well as all the Distinguished Senators and Honourable Members, for passing the 2018 Appropriation Bill, after seven months.
2. When I submitted the 2018 Budget proposals to the National Assembly on 7th November 2017, I had hoped that the usual legislative review process would be quick, so as to move Nigeria towards a predictable January-December financial year. The importance of this predictability cannot be overemphasized.
3. While the Federal Government’s budget represents less than 10% of aggregate yearly expenditures in the economy, it has a very significant accelerator effect on the financial plans of other tiers of government, and even more importantly, the private sector, which mostly operates on a January-December financial year.
4. Notwithstanding the delay this year, I am determined to continue to work with the National Assembly towards improving the budgeting process and restoring our country to the January-December fiscal cycle.
5. I note, with pleasure, that the National Assembly is working on the enactment of an Organic Budget Law, so as to improve the efficiency of the nation’s budgetary process.
6. As I mentioned during the presentation of the 2018 Appropriation Bill, we intend to use the 2018 Budget to consolidate the achievements of previous budgets and deliver on Nigeria’s Economic Recovery and Growth Plan (ERGP) 2017-2020.
7. It is in this regard that I am concerned about some of the changes that the National Assembly has made to the budget proposals that I presented. The logic behind the Constitutional direction that budgets should be proposed by the Executive is that, it is the Executive that knows and defines its policies and projects.
8. Unfortunately, that has not been given much regard in what has been sent to me. The National Assembly made cuts amounting to 347 billion Naira in the allocations to 4,700 projects submitted to them for consideration and introduced 6,403 projects of their own amounting to 578 billion Naira.
9. Many of the projects cut are critical and may be difficult, if not impossible, to implement with the reduced allocation. Some of the new projects inserted by the National Assembly have not been properly conceptualized, designed and costed and will therefore be difficult to execute.
10. Furthermore, many of these new projects introduced by the National Assembly have been added to the budgets of most MDAs with no consideration for institutional capacity to execute them or the incremental recurrent expenditure that may be required.
11. As it is, some of these projects relate to matters that are the responsibility of the States and Local Governments, and for which the Federal Government should therefore not be unduly burdened.
12. Such examples of projects from which cuts were made are as follows:
a. The provisions for some nationally/regionally strategic infrastructure projects such as Counter-part funding for the Mambilla Power Plant, Second Niger Bridge/ancillary roads, the East-West Road, Bonny-Bodo Road, Lagos-Ibadan Expressway and Itakpe-Ajaokuta Rail Project were cut by an aggregate of 11.5 billion Naira.
b. Similarly, provisions for some ongoing critical infrastructure projects in the FCT, Abuja especially major arterial roads and the mass transit rail project, were cut by a total of 7.5 billion Naira.
c. The provision for Rehabilitation and Additional Security Measures for the United Nations Building by the FCT, Abuja was cut by 3.9 billion Naira from 4 billion Naira to 100 million Naira; this will make it impossible for the Federal Government of Nigeria to fulfill its commitment to the United Nations on this project.
d. The provisions for various Strategic Interventions in the health sector such as the upgrade of some tertiary health institutions, transport and storage of vaccines through the cold chain supply system, provision of anti-retroviral drugs for persons on treatment, establishment of chemotherapy centres and procurement of dialysis consumables were cut by an aggregate amount of 7.45 billion Naira.
e. The provision for security infrastructure in the 104 Unity Schools across the country were cut by 3 billion Naira at a time when securing our students against acts of terrorism ought to be a major concern of government.
f. The provision for the Federal Government’s National Housing Programme was cut by 8.7 billion Naira.
g. At a time when we are working with Labour to address compensation-related issues, a total of 5 billion Naira was cut from the provisions for Pension Redemption Fund and Public Service Wage Adjustment.
h. The provisions for Export Expansion Grant (EEG) and Special Economic Zones/Industrial Parks, which are key industrialization initiatives of this Administration, were cut by a total of 14.5 billion Naira.
i. The provision for Construction of the Terminal Building at Enugu Airport was cut from 2 billion Naira to 500 million Naira which will further delay the completion of this critical project.
j. The Take-off Grant for the Maritime University in Delta State, a key strategic initiative of the Federal Government, was cut from 5 billion Naira to 3.4 billion Naira.
k. About seventy (70) new road projects have been inserted into the budget of the Federal Ministry of Power, Works and Housing. In doing so, the National Assembly applied some of the additional funds expected from the upward review of the oil price benchmark to the Ministry’s vote. Regrettably, however, in order to make provision for some of the new roads, the amounts allocated to some strategic major roads have been cut by the National Assembly.
13. Another area of concern is the increase by the National Assembly of the provisions for Statutory Transfers by an aggregate of 73.96 billion Naira. Most of these increases are for recurrent expenditure at a time we are trying to keep down the cost of governance.
14. An example of this increase is the budget of the National Assembly itself which has increased by 14.5 billion Naira, from 125 billion Naira to 139.5 billion Naira without any discussion with the Executive.
15. Notwithstanding the above stated observations, I have decided to sign the 2018 Budget in order not to further slowdown the pace of recovery of our economy, which has doubtlessly been affected by the delay in passing the budget.

17. I am pleased with the success recorded in the implementation of the 2017 Budget. A total sum of 1.5 trillion Naira has been released for the implementation of capital projects during the 2017 fiscal year. In response to this and other policy measures implemented, we have observed significant improvement in the performance of the Nigerian economy.
18. To achieve the laudable objectives of the 2018 Budget, we will work very hard to generate the revenues required to finance our projects and programmes. The positive global oil market outlook, as well as continuing improvement in non-oil revenues, make us optimistic about our ability to finance the budget.
19. However, being a deficit budget, the Borrowing Plan will be forwarded to the National Assembly shortly. I crave the indulgence of the National Assembly for a speedy consideration and approval of the Plan.
20. The 2018 Budget I have just signed into law provides for aggregate expenditures of 9.12 trillion Naira, which is 22.6% higher than the 2017 Appropriation. Further details of the approved budget will be provided by the Minister of Budget and National Planning.
21. I thank the Ministers of Budget and National Planning, the Budget Office of the Federation, and everyone who worked tirelessly and sacrificed so much to bring us to this day. However, the job is only partly done.
22. I am sure you will remain committed to advancing our Change Agenda, not only in the preparation of the national budget but also in ensuring its effective implementation.

Those ridiculous projects were inserted for them to have their own share of loot, that's all!!!
If they really care about the grassroots they shouldn't have voted against local government autonomy. Shame to them!
Now my question is, WHY DID BUHARI ASSENT TO IT? Tonye, the answer to that question is visible to the blind and audible to the deaf. Today is the 22nd of June, in 8 days time, half of 2018 will be gone, but we're still battling with 2018 budget? You don't need to be told what would have happened if the president sent back that document to the NASS, definitely by September we'd still be talking about signing 2018 budget; and I don't need to tell you who would take all the blame if that happens. |

kahal29: In Budget matters..... You propose on what you want to do, expenditures you wish to undertake given available resources or revenue. It is a wish list technically defined as the expenditure and revenue plans of the government in a year. The expenditures are tied to your revenues. It is not a sure bet rather as money comes in you fund your proposed projects. If in a particular year you are not able to execute your proposed projects due to shortfall in revenue you re propose in the next year's budget with the hope that your revenue profile will improve.
Now the first proposal was done in 2017 but the economic indices that year showed that oil prices were low implying low government revenue since oil is the major source of government revenue. Futhermore, inflation was high and the economy was also in recession in which we came out from late last year. So all this factors may have contributed to the inability of government to execute the project now making them to represent it in 2018 budget since the economic indices have changed.
Oil prices are up again, inflation is coming down leading to improvement in government revenues.
On a lighter note assuming without conceding that 2 billion was appropriated last year, who is even sure that the said amount was not tampered with at the same committee's stage given the aloofness of our so called senators/ representatives and bearing in mind that we only got to know about the cut through PMB.
Finally don't allow your hatred for PMB to either consume or destroy you. Take a course in Accounting or Public finance to help yourself. What you've explained here is just common sense which even primary school pupils understand. But the guy you quoted is only just being consumed by bitterness/anger against buhari which has eroded their common sense. |

So if 2 billion was also budgeted for the airport in 2017, how is that a justification that the budget should be cut by 75% in 2018?.... How does that amount to "Buhari is siphoning the money"? Are we even so sure no work at all was done on the airport under the last budget?... Now let's assume no work was done, was the full budgeted amount released?... How exactly was the money siphoned?... If the budgeted figure wasn't released last year, is this the first time we shall be hearing of a project budgeted for but not executed because of paucity of funds?.. If a project was budgeted for last year but couldnt be executed due to funds, I would imagine the normal thing to do is to re-include it in the new budget. So I'm confused by these comments, if the money could not be released last year, how is that now a justification for the budget to be cut this year?... how can any 'okay' person possibly defend the legislators on this?... History simply repeating itself; few years ago, the Jonathanian team blamed the opposition for everything wrong with Nigeria. They accused opposition of sponsoring Bokoharam insurgence to make GEJ look like a bad leader, they accused opposition of sponsoring Niger delta militants to blow up gas pipelines to prevent Nigeria from having constant electricity, they even accused the opposition of sponsoring different stints of kidnappings which were on the rise around the country, and after the plane with $9.6million cash was apprehended in South Africa, I remember they also accused the opposition of tipping off the south African government at the time.. Lest I forget, I remember after it was first announced that ebola had been successfully controlled in Lagos, and then several weeks later a case was reported in PH, I remember the Jonathanian team claiming it was the opposition simply trying to spread fear of ebola after they had tactically tackled it to make Jonathan look bad.
Years later, and we're wondering why blames and accusations is now the hallmark of our democracy? |

Since the return of democracy in 1999, I know his history of fighting and exposing the ills and evil of different administrations irrespective of tribe, ethnicity or political affiliation; I remember vividly when he started the saharareporters movement and how he used the platform to fight OBJ's 3rd term/life presidency agenda to a halt; I know how he fought and exposed the Turai kitchen cabinet/cabal that held the poor little Johnny hostage when Yaradua was ill; I remember how he was the first to reveal that Yaradua was clinically dead despite the tricks of the cabal. In summary, I know Sowore and I can attest too his efforts to create a better Nigerian society. Presently, I have also seen him campaigning tirelessly for the presidency, travelling the length and breadth of Nigeria trying to convince people at the grassroots; no other presidential hopeful has done this, they all seem to be waiting for endorsements from godfathers and moneybags to fuel their campaigns 2 months to election. If you say I shouldn't trust this one, who should I trust?.. Atiku? Makarfi? Fayose? Buhari? Dankwambo? Duke?... or maybe I should keep waiting for Duke or Durotoye or Moghalu who seem to just sit with arms folded in their homes speaking English only when invited to shows? |

The fastest way to ameliorate the present condition of the average Nigerian right now is to revise the exchange rate but the key reason is why this hasnt been done isnt because of any economic advice.
This foreign exchange regime has remained so because the Nigerian Government prefers to stay liquid at the detriment of its people.
Government revenue is majorly determined by FX rate and Crude oil revenue.
Revising the FX rate will make the FG take a hit on its source of funds to meet its obligation and it is not ready to do that.
This Govt is already addicted to spending over 7 trillion annually.
Jonathan's last budget was 4.2 trillion from 4.9 trillion the previous year. Jonathan preferred to take a hit in govt revenue and maintain living standard for the common man.
If the living conditions of the average Nigerian was bad at 200 Naira to a $, imagine what it is now.
We need a homogenous mix of short, mid and long terms goal. Well, this is all up for argument. I'm not an economist, or an expert in economics, I only stated things I believe I read or heard from different sources; people who claimed to be economists argued that the Naira was greatly overvalued at N150/$ for a country that produces next to nothing. Several economists have also deeply criticized the system of the CBN pumping in cheap forex into the market to artificially bolster the value of the Naira; in some quarters it was termed "subsidizing of importation" and it was highlighted as a major factor killing local industries. This argument has been in the airwaves for a long time and they did not originate from me. I agree with you, things are hard so it makes sense for the government to consider "subsidizing importation", but when you look at it, as long as we don't produce the basic things we consume, there will always be some kind of "subsidizing". It's either the government subsidizes forex for cheap importation of everything (including fuel) and risk killing local production as was the case in the past, or the government subsidizes only fuel as it is trying to do currently to gain more money for it's obligations. But at the end of the day, the money saved by not subsidizing forex is still spent in subsidizing fuel imports and the vicious cycle continues until we freaking get priorities right by fixing refineries. Anyway, I envy whoever becomes the next president in 2019 when the Dangote refinery and the other about 6 modular refineries currently under construction come to service. |

1) I don't know where you are getting your current landing cost estimates from. NNPC boss said that the corporation is not a public agency and therefore refused to provide details of their dealings. They also refused to publish the relevant stats on their website. So save me the voodoo high landing cost calculations. It's written in the main report by the Op. 2) Claims of corruption is not a justification for GOING BACK into government monopolies that has a 100% history of FAILURE. How did we move from splitting the NNPC to giving that same corruption HQ an unregulated monopoly over the most essential commodity in the country? Was it just because buhari is called the minister? I agree, it's a terrible thing to not be transparent about the workings of NNPC, but I totally disagree with the idea of throwing back the responsibility of fuel importation back to the numerous devilish capitalist crooks that made up the fuel import cabal. If the government is serious, it will definitely be a much easier task for the FG to monitor the actions of just the NNPC (as the sole non-profit fuel importer) than to monitor the actions of the thousands of devourers who swindled Nigeria mercilessly during the subsidy bazaar period. 3) You really sound so clownish with this "no money is paid from the government or NNPC to anyone". In one breath you said that loses are INTENTIONALLY MADE and then COUNTED AS OPERATIONAL COSTS which are then DEDUCTED (about 1 trillion per annum) from the money that should have been paid into the government treasury. Yet, in the same breath you said that "no physical money is being paid to anyone". Obviously, it's either you don't know what money is, or you are just being so irresponsible. I'm sorry you did not understand the essence of my explanation. When the government wants to spend money in its coffers, there is definitely a need for the NASS reviewing and approving. But in this case, the money doesn't even get to the government's purse at all. For example, multi-national JVs deduct their 'operating costs' before remitting the government's percentage of the income to government; likewise the NNPC also deducts its operational costs before remitting profits to the FG. In this current case, the explanation given by the NNPC/petroleum ministry is that the losses it made from fuel importation and distribution (at lower cost) is part of its 'operational cost' which it deducts before remitting its overall profits to the FG. This explains why it isn't classed as an expense by the FG which needs appropriation. Now this is the explanation given by the NNPC and not Obailala's explanation, and I am neither hailing the process/procedure as good or bad. The only issue I have is the refusal to throw the books open for all to see. It is left for the NASS to use its powers to change the Act concerning how NNPC deals with the FG. Finally, Buhari and his cronies are running the NNPC. This same gang of innocent thieves are making unregulated deductions from source while you hail them. Can you imagine your production manager counting unregulated and unverifiable expenditures as operational costs in your factory? Kindly go back and re-read my post and please point out where Obailala hailed anyone dead or alive?..
