The Nigerian Bar Association should do something about it. They are reducing the prestige and honour of this Noble Profession. Payment of School Fees contribute to IGR sir. 1) There are 967 Public Secondary Schools in Oyo State. If we assume a modest number of 350,000 students in all these schools, each of whom is to pay #3000 as school fees per term. #300* 350,000= #1.05 Billion per Term. 2) There are 3 Terms in one academic year,so total schools fees will now be, #3* #1.05 Billion= #3.15 Billion. Bros, I now understand why you don't understand this simple matter. 1) The 13% Derivative from crude oil is added to their Federal allocations. It is not part of IGR. 2) You wrongly assume that only taxes deducted from the Salaries of civil servants constitute IGR. 3) It seems you think that Gov Yahyah Bello and civil servants are the only people in Kogi State. 4) There are many other people besides Civil Servants living and carrying out economic activities in Kogi State. For instance, Okene and Lokoja are important transit towns for travelers coming from the S/West to Abuja/core North with economic implications e.g the number of Hotels and Petrol Stations in these two cities are more than all the Hotels in Bayelsa. A significant number of Long distant Luxury buses like Ifesinachi, ABC, New Tarzan, Young Shall grow have Stations in Lokojo where they stop. These Transport companies also have economic impact on the Town. Agricultural produce like Yams and Fishes are also produced in the State for Abuja markets, all of which attract some taxes on daily basis. People from neighbouring States go to Lokoja to board buses going to Abuja/Kaduna/Kano. All these buses pay Hackney permits to the State Government. What of Tenement rates for buildings in the State? Registration and licensing of private hospitals and private schools? Kogi's strategic location and Resources is even under utilized. Kogi has larger Landmass and larger population than Bayelsa, significant factors that can determine IGR. I just told you how IGR is derived. Each State has it's own areas of interest based on it's peculiarities and styles of administration of their Governors. Some Governors have really tried to block loopholes in revenues leakages/wastages while some Governors reversed the tax policies of their predecessors to win favours of their electorates e.g Gov Seyi Makinde who abolished payment of School Fees in Oyo State. Where were you when the FG released bailouts to States Governments and the States refused to pay their workers? Ask any random 3-5 civil servants in Ekiti State when Ex-Governor Ayo Fayose declared that Bailouts fund wasn't for payment of civil servants alone. Even before and after the recession, many States Governments were and are still oweing salaries. Was it because there was no 'money'? Why is a small and an oil producing State like Bayelsa State oweing Salaries? I have explained in my earlier post that States Governments policies on Taxation and methods of collecting Taxes varies from States to States and this affect IGR. Some States still rely on their civil servants (who will pocket a large chunk of the taxes) to collect their taxes, while some States have outsourced the collection of taxes to private firms e.g Osun State, Lagos State Some States have their own Single Treasury Accounts (TSA) and use Remitta to track every payment to the nearest Kobo. olisaEze: |
For which year sir. Economic reccession occur largely due to mismanagement or unforeseen economic distasters, it is NOT a permanent feature of any State or Country. Economy of each State/Country is NOT static but changes with time. Many of you don't understand how State Governments operate in Nigeria or have good understandings of economics. 1) Revenues accrued into the State coffers are NOT the sole determining factors in the payment of salaries. Bayelsa State, an oil producing State has a larger Federal allocations than Kebbi ,yet Bayelsa still owes Salaries while Kebbi doesn't owe salaries. 2) A Lecturer earning #500,000 salary in Lagos can still be oweing house rents while a security guard in the same University earning #70,000 per month may not be oweing may not be owing house rents. There are professors earning fat salaries in UI that haven't built their own houses and are in debts while their office messangers, receptionists/typists/ drivers are living in their own houses in Ibadan. IGR is taxes/levies/rents/dividends collected by the States Government. Poverty index deals with individuals NOT their State Governments. Some States get profits from their investments in banks, qouated companies and real Estates that may not necessarily be domiciled within their territories. A State that has 5 heavy industries can generate some taxes from such industries. However this doesn't necessarily affect the masses in that State who are living from hands to mouth. Also, apart from the populace and industries in the States, methods of tax collections varies from States. Some States still rely on old fashioned 'Boards of Internal Revenues' manned by corrupt civil servants to collect their taxes. These civil servants for instance can register 20 vehicles for renewal of license or collect levies for building plans from 20 prospective landlords in a week but they will declare that they register only 8 vehicles/buildings and pocket the rest. Some States make use of Private Tax Collecting and Management Firms like AlphaBeta, Olusola Adekanola etc. These firms can pay Governments upfront and they use modern means to recoup their money and extra money which form their profits. Park well Bros, political parties account for 70% of the factors needed to win a Presidential election. . . it's the parties that contest and win elections. 1) On the ballot paper, you don't see names of candidates but names &logos of political parties. 2) Just name one instance where the political party that win the highest numbers of State Governorship and Senatorial seats fail to win the presidential election in an election year. The poverty index has nothing to do with what you are saying. Even if you remove Lagos from the S/West, two other S/Western States are still within the first ten States. The poverty index is highest in the N/West, followed by N/E, followed by the NC, then S/E, then SS and then SW. Instead of you guys to properly study the Statistics, you are fixated with unnecessarily contest with the S/West. Even people from other parts of Nigeria don't dispute these Statistics except people from the S/E. If you doubt the accuracy of the Statistics, then publish your own that you think is correct based on standardized methods. rdokoye: |
Bros ,I don't think you fully understand the concepts. 1) Poverty rates measures the percentage of ALL the people in each State living below a predetermined benchmark, it doesn't measure the percentage of wealthy people. 2) Low poverty rate in a State does NOT mean the State has high percentage of wealthy people. 3) Wealth is NOT the direct opposite of poverty on this scale as there are many stages in between the two extremes.
