Benue, Ebonyi ,Enugu and indeed all States were created by the FG as units of Administration, they are NOT necessarily defined as Tribal lands.
You can call for boundary adjustment but it will be difficult to annex lands in the ways you are talking about.

If a significant part of Nigeria (irrespective of who they are) doesn't participate in the leadership roles, it's a great drawback for the country.
