The Gin and Kin brothers seem to be the strongest assassins money could buy at a certain time. That they fought and survived both the 2 raikage and hokage proves that. I think they are directly involved in Tobirama's death however, I mean he (Tobirama) pronounced Sarutobi hokage in the field there and then and we have no reason to believe Tobirama survived the attack for long afterwards. Korrection:I don't think the SNG is responsible for paying off the families of the deceased? Why would anyone but the police pay the families any compensation.
