RUGA was never imposed on any state.. it was a way of curbing the farmer herder crises.. by isolating the cows in ranches.. state that were interested were to apply for it not the other way around.. let me also inform you that Ortom applied a, allocated lands and Benue is due for receiving N6bn .. oga are you in Owerri imo state , why is hope leaving state roads to go and construct federal roads is he a federal governor, hope ain't doing anything there is no motorable roads in Owerri imo state building federal roads while your state roads is in total shambles
No body is arguing imo state roads..
It is bad..but did get bad today or yesterday..

Besides... Hope is building a strategic federal road...
Owerri okigwe runs the entire length of imo.. 37km

Inshort he is connecting the three key towns (Owerri, orlu and okigwe)

And he is working a few state roads as well...my point is ..his energy towards road construction is far better than previous govt..
The reason why you won't appreciate it much is that there are two many bad roads in imo

Sorry, but Akwa Ibom does not have a high IGR.
Akwa Ibom has an IGR of about 30 billion yearly.
Rivers has an IGR of about 120 billion yearly.
Akwa Ibom has a high allocation. But when you are talking about IGR besides Lagos, FCT and Rivers, you should be looking at Ogun and Delta. If you put Allocation and IGR together, Delta is even higher than Akwa Ibom.

Like I said, budget is not available income, rather it's expected income.

You can budget 1 billion naira, does not mean you have 1 billion naira.
I've given you CRS as an example.
My argument is what the state gets as total revenue..I don't care if more comes from FG or the state.. add everything together..it makes akwa ibom ranks 2nd or 3rd..

No body said budget is available income .. understand me

What's working for Lagos is the huge market that has been created in the state. Thanks to her population. Therefore, that free trade zone may not work for Akwa Ibom. Here's the catch: Before you execute a project, you do the feasibility study. He probably did it, and it wasn't viable.

I expected you to write about the seaport because all the seaports in the Delta are not operating at optimal level. Udom has set up many agro-allied industries to create jobs and boost the economy of the state. If you don't know them, google it. This is commendable.

As for the airline, uncle, I am sorry that it wasn't meant to benefit oridnary Akwa Ibom people. It's a source of revenue generation for the state. Today, the airline is acquiring planes to cover many routes across the country. This is the first state-run airline in the country. He deserves a pat on the back for that.

Lest I forget, Udom has built some of the best road infrastructure this administration can boast of. Guess what, it's tax-free, unlike the Lagos you mentioned where motorists pay tolls to use those facilities.

BTW, I want to see Akwa Ibom State government invest in human capital development and stop her people from doing menial jobs outside the state. Akwa Ibom people are too rich (based on Nigerian standard) to be suffering.

Lastly, my dear brother, a budget doesn't mean money. It means a financial plan. That financial figure is not available anywhere. Governments draft budgets every year, hoping they will use it as guidelines for meeting their annual objectives. Do you know what? That money is not available anywhere and no Nigerian state achieves 100% of its budget.

Just before you reply me, make sure you understood the points I raised here.
First of all..many Nigerian state aside cross river achieve no less than 60% of it's budget..
So the 60% of N600bn is money sir..

Secondly..you cannot stop akwa ibom from doing menial jobs if you don't industralize your state..that is why even with all the infrastructure in the state..akwa ibom people still rush to rivers state to survive... They rush to rivers because it is industrialized with lots of businesses..

No state government can ever provide all the industries a state needs .that is why with all the coconut refinery, palm oil Factor etc.. it doesn't make any tangible difference..
What you do is to create the environment for the private sector to set up industries... Akwa ibom is blessed with the ocean ...aside from roads and flyovers the major thing most industries check for is a working seaport that is why companies are choking Lagos and expanding to Ogun state and igbos are crying for sea port...

What akwa ibom needs is a port and a free Zone for factories to easily work out..you said it is because of population Lagos seems to work...may I ask you..the industries In Lagos ..do they service the demands of lagosians or Nigerians itself ..
If you move apapa port to kogi state if possible.. industries will move to kogi and still service the demands of Lagos..so population isn't the key thing..
Inshort the industries brought the population..if akwa ibom wants something similar let them build the port and free Zone that will bring the population to work in their favour..

Go and study Ibeju Lekki...
They had no population literally before tinubu established a free Zone..that was all he needed to do ..he didn't build any useless coconut refinery that will eventually fail as far as it is government managed..

That free zone brought in Dangote refinery, Lekki port, BUA detergent, Kellogg's and several companies I can't remember in that area ..it turned that area to be the fastest in real estate development..

This is how you do things not airline and coconut refinery..

You are justifying the airline...if a project doesn't benefit a state and it's citizen it shouldn't be done... before any revenue factor..it should benefit it's citizen first..

Let me also remind you that Ibom is running a joint partnership with eygpt air.. so most of the operations are handled by eygpt air..how shameful.. let him put the money in a port and free zone first..it will benefits his citizens and keep them from rushing to port Harcourt..it will also bring revenue for them

It puts Akwa Ibom second in term of budget, not in terms of yearly income. By yearly income AKS is not second. Note that income it's not only by allocation, but by both allocation and IGR.
Exactly akwa ibom earns more in terms of local IGR and fed allocations put together..

How do you satisfy a budget if it isn't with what you earn..

After akwa ibom it is rivers state..but if you wouldn't agree then fine..

If akwa ibom isnt second then it is 3rd..the second must be rivers state..and the margin will be small..

Rivers state has bigger responsibility as it is already a highly populated state with lot of business activities so it makes sense for their governors to focus on improving it's infrastructure...what is in Akwa Ibom that requires Udom building a 10 lane road.. he should put his state money into projects that will bring businesses to that state not building church with Julius berger, several hotels, useless flyovers than can't record 1000 cars daily or pointless skyscraper and airline

At the end, the problem with Ruga is many other tribes see it (maybe unreasonably, but they have a point) as a land grab by Fulanis.

My idea is simple....fulanis stay up North in ranches, and transport cows by rail for processing to other parts of the country. The ranches can be fed by irrigation fueled by electric pumps.

Is it a perfect idea? No. But it at least IMHO...deals with all the scaremongering and sloganeering from both sides.

Seriously, roaming around with cows has to stop. In 1940, we was around 40 million people. No clashes. Now we are 220 million. And the land mass has not gotten any bigger.
Even if we reach 1 Billion in population..there will still be enough lands.. Nigerians have not occupied 25% of our total land area..
There are more than enough lands..

Yes I agree with you.. but that means ..freedom to move and settle in anywhere Nigeria is only for other Nigerians aside fulani..

Every Nigerian should be able to settle anywhere with his/her business as far as it is conducive..the truth is .. the south is way more conducive for cattle breeding than the north..

It makes no financial sense to buy pumps and the rest to provide for the cows and grow feeds for them when you can get it in abundance in the south.. this is why they migrate.. pushing them back will only cause a war and seems unrealistic same way you can't chase igbos from Lagos

The only option is to make provisions for them so that peace can reign..
That provision is ranching..
A ranch will not occupy more than 5% of the lands in a state..even if that land will only be for fulani.. no problem as far as it restricts their way of life and business to that place ..no problem....

If fulani eventually claiming the lands as theirs ..it is fine as far as it keeps them from roaming abouts...

By the way ..it isn't land grabbing if the lands is paid for..and the federal government is supposed to pay for the lands and the state government source for the land to be paid for so it isn't for free...

After all has igbos not claiming may lands in Lagos with their money..

If giving lands to fulani to do their business will stop them from roaming about.. killing people and destroying farms ...then it Is worth it .

But dull Nigerians are more consigned about a small piece of lands that has been there before the second coming of Christ and will still be there till their 20th generation..

There is even more economic value for ranches as the herders can be easily taxed and the state government makes more money..

I used Igbo as a sample since tribe is now introduced as a factor

Note that budget does not mean you have the money. It's just like Cross River having a budget of over a thrillion niara few years ago.
Budget is just an expectation, not a fact.
Akwa Ibom is not among the states that have the capacity to realize her huge budget in a given financial year.
So don't use budget as a yardstick.
Akwa ibom meets atleast 60% of it's yearly budget..

Run your calculations..

It is put Akwa ibom second interns of it yearly income

That's not how it works.

At the end, we still have the problem of bad land planning and nomadic herdsmen.

Which require solutions that go way beyond the rule of the gun.

Besides, a massive shootout on herdsmen can lead to them regrouping and launching a virtual guerilla war on both farmers and the army. Care to find out how that would end? More deaths.

At the end of the day, we need to do more than 'attack, attack'.

(P.S This is a problem that affects many African countries. Part of South sudan;s problem is nomadic cow herders...who are not Fulani by the way. We got to end nomadic grazing, and do better land planning...and no, I don't support RUGA or whatever).
You want to end nomadic grazing and better land planning but you don't want Ruga ..
Why are contradicting yourself...

Contrary to how the public portray Ruga..

Ruga is simply ranching or grazing reserves..
The herds need to cared for in a single location (ranch or reserve) instead of moving from place to place..

This is how the so called RUGA policy works

The reserves are suppose to be provided by the state government themselves ..and it isn't restricted for cows alone but for anything rearable..it is also not restricted to fulani but to anyone who wants to rear cows etc..

and the federal government allocates money for it developments.. it isn't by force ..only for those who wants it .. but foolish Nigerians and politicians turned it to politics to make it look like it is land given to fulani ..

What else is the alternative to Ruga which is ranching then

Akwa Ibom State has been getting her leadership right back to back.

I like that Udom Emmanuel is taking steps to boost the state's economic strength and create jobs for the people.

Congratulations!
Udom Emmanuel is doing absolutely nothing to boost the economy of his states..

Is it coconut refinery and an airline for the rich that builds an economy?

The dullard should have set up a free trade and economic zone like what BAT did in Lekki..
He should have used the billions allocated to him to build his own state port instead of establishing a useless airline that services the rich people across Nigeria instead of his citizens..

Akwa ibom state budget is atleast 600bn (roughly $1.2bn least)..the 2nd Highest in Nigeria .
Why can't he use that money to build a deep sea port and establish a free Zone which wouldnt cost more than $2bn

Instead he wasted money building a 21 story sky scraper, and an airline which doesn't benefit the common Man.

The worst of it is a church in which he contracted Julius beger to build...
Akwa ibom has the money but needs a leader like Dave umahi or Lagos governors to put that money to work

Atleast he is constructing federal roads...
Owerri orlu and Owerri okigwe are every important roads..

I think Hope is not doing bad in terms of infrastructure...he is performing better than previous governors..

The reason why he isn't appreciated is because he hasn't built one useless centre table flyover but he is focusing on key roads..

.the level of decay in imo is so bad that if a governor doesn't fix all he won't be appreciated ..and no governor can fix all...
