Verse 4 of that chapter contradicts your statement.

God couldn't have warned him on that occasion because it was actually God that was pushing inorder to end Philistine dominance over Isreal.

Take the premier league as an example, it is run as a corporation where chief executive Richard Masters is responsible for its management, whilst the member clubs act as shareholders.

Over here in Nigeria, the reverse is the case. Government are the ones running the league. The sport minister is seen as the CEO.
