Absolutely not. The constitution doesn't even allow it. Their focus should be problem areas. Which ideally should be excluded. If we're using the military to police what will we use the police for? Besides they have more important things to worry about.

Police and anti riot teams are more than enough. The police should also ideally have choppers for monitoring.

There's an African country, I've forgotten which one. Anyways, they don't have these problems. Mainly because they don't tolerate them. This is how it works bro.
Two processes are involved. The processes are:
1. Authentication
2. Verification

Authentication has to do with confirmation of the genuiness of the card u present for voting. How does it work? The card is placed beneath the card reader, within about 3 seconds, the card is read and confirmation made to the genuiness of the card (even if the card is not meant for the polling unit). This confirms that INEC issued the card and not a cloned one. Note that u can only used the card to vote at a poling unit if it has been configured for that polling unit even if the machine 'says' it is a genuine card. Once the card is not meant for a polling unit, the machine detects and refer the owner to its proper polling unit. If the machines fails to read the card reader at all, it is deamed fake and will not be allowed for voting anywhere. After Authentication, comes verification.
2. Verification: This refers to detecting whether you are the rightful owner of the card. It is the next step after authentication and having confirmed that the card is meant for the poling unit. You will be required to place one of your ten fingers on a fingerprint reader interface on the machine, once the machine recognises/read successfully any of your ten fingers and your facial appearance confirmed to match, u are deemed verified. In case the card reader failed to read your finger prints but your facial appearance and othe information on the card are verified to match on the machine and manual voters register, you will be allowed to vote. This rare case will be treated in a form named 'Incidental form'.

Once this has taken place how do you then cast your actual vote? (Sorry if its obvious) but does it then return to the traditional paper and ballot or is there now an electronic means as well?

Is the purpose of he PVC to ensure the number of eligible voters tallies with the actual votes?

They have done just a few field tests and those tests were "over" 90% successful. He feels comfortable that these card readers can be used. But they cannot be perfect. Some of them will not work. Only 500 of the card readers (0.03% of the total) have failed. Their agreement with parties is that if the card reader fails during accreditation, then they will try and replace it, and the time lost will be added for accreditation. But if they cannot replace it on time, and they don't see why they can't because there will be redundancies in every ward, the elections will be postponed until the next day and there will be no revertion to manual voting otherwise it's guaranteed that the card readers will be sabotaged.
I read somewhere there's 3009 polling units with slightly more PVC readers 500 is nearing 20% and not 0.03 of the total. Which is significant.

@op has anyone asked about battery failures? I also read the reader doesn't last more than 6 hours and apparently its required for 10?? And polling units with large numbers? And of course what happens when it doesn't work and who decides? Or does eot cover all that?

Hmmm maybe the Nigerian law doesn't stop criminals from running public office.

That's something that needs to change. We should be less focused on their certificates (most of which are fake) and more focused on their history of malpractice which holds them accountable not only by legal standards but ethical and professional ones too.

Not that knowing makes any difference but it will be less heartbreaking to learn there is some form of sense contributing to government agencies throwing money down the drain like this.

@op I really hope you get the right legal advice - maybe if you google child support in Nigeria or so you'll find a starting point at least. Also there should be independent organisations or charities that can help you with little or no charge.

The borrowed money (which he owes and should pay) aside, you do need to try and find a way to support yourself and your child. Sounds like your babies daddy isn't one to be relied on. I know employment is hard back home, you really have to start assuming you will be solely responsible. I pray you get the help you need I really feel for you.

Journalists with passes were arrested and driven to state lines, Fayemi the incumbent received a flimsy number of votes even within his home town. APC members were harassed! It wouldn't have even been the first time Fayose has used thugs to win elections!

Kolis 15 yr old brother was arrested, starved and chained to a bed! This was witnessed by his classmates and others that stayed in barracks in Ibadan!

Please tell me if the events in the tape didn't happen why have the Nigerian army committed all the above atrocities? I'm sure if the world hadn't seen the effects of BH you will be here denying them too! Didn't Jonathan even deny attacks up until Amnesty had to take satellite images to prove it?
