Simple. The psychological normalization of lawlessness and tribalisation of the entity called Nigeria. It started with Government disobeying courts orders to the cheers of gullible Nigerians. In Kanu's case, what happened was that there was a big psychological shift and perceived witch-hunt which gave his supporters a moral point to stand from. And the government now understand they messed up and are trying to prevent further mess. They are simply waiting to have a stronger moral position to arrest him. They are waiting for him to do something silly that will reduce the love the masses and every rational person behind him have for him. Once he falls into this trap, arresting him wouldn't generate any tension and it will be logical.
