Seriously, the Presidency is not to be blame. In a normal political process and power play from state to national level, the submission of those name from the Party (who as at that time battling with Chairmanship tussle) to the Presidency will have been February. Anytime, but changing it now will be better. Most of the time University do not allow change of during the programme, meaning you will graduate with the same name you graduated with.

And, you didn't tell us your gender. If you are female and your change of name is due to marriage. Please go ahead to change your name and apply to your Student affairs.

But note that in anything, make sure your University certificate and NYSC bears the same name. You can start using your new names on official and academic documents after the change of name but not on your University and NYSC documents. If your school accepts your application and was granted, then you be lucky.
