After reading people's suggestions here, I went to her computer training center which doubles as my elder brother's computer center. I called her to the side after she was done with what she was doing.

I asked her what course she intend studying in school and she answered Law.
I asked her if she's ready for law and she answered in affirmative and that she's going to register for Jamb as soon as it is open for registration.
I asked her if she knows a certain person, mentioning the guys name. She said no then I told her not to lie. I asked her to be free with me. She then told me that the guy is toasting her (not bread if I got the spelling wrong)
Using the advice I got from my first post and that of @simdyofficial,

Exiting school plans.
I reminded her that she will be the first in her family to go to university. Although there is another who studied environmental from the school of health.
I told her about ladies suffering with their children after the boy left them or the boy not having enough to feed them.
Although FERNANDEZ advised I invite the guy I didn't.

She did well in her studies and I encourage her to do well so she meet up with the other of my lil sister who was staying with us before my parents relocated to the village. That one now is in basic preparing to gain admission into medical department.
They both had luck, my father trained them both in the best private school attached to a polytechnic then. My father is willing to train this one to university level if only she could hold and not roll with other girls.

My observation in the village too is not encouraging. Those girls in the village are unto something else. Very raw even more than the area I live.

In the computer center, her best friend is also bad from observation.

I have given her the needed advice. It is left for her to be herself.

I left the village on Saturday.

I pray she stick with my parents advice. Though it made us introverts or shy but we are all in different cities in Nigeria without no problem.

As far as she's your sister and she's young you have all right to protect her..now what you are gonna do is this..sit her down and speak to her in a polite manner..tell her about the good and bad in relationship cos she's quite young but not bad if she's in a relationship..

Another thing you could do is tell her to invite her boyfriend over so you can have a proper discussion with him..you get?
Talk to the guy and tell him what's on your mind politely..note that no matter how much you shout or spank her she's still gonna do what's on her mind..so what I am saying is sit her down and talk to her without getting your parents involved..

I went further digging her books and she did well in her studies. They were two girls my father was training. The other is planning to read medicine and she is currently enrolled to basic program in a university though by her own father. The one is from my paternal side.
I just pray this one will be disciplined enough to go read her law.
I have read all advice and will do my best to counsel her before leaving tomorrow.

My little sister has a boyfriend who writes her love letter.

She is learning computer in another village and always comes back home late. A journey of 30mins back from her training center will take her close to two hours.

I am not always home and just visited the first time this year. After the numerous complaint from my mum I decided to check her school bag and found four letters from a guy. All come came from him. I will be showing it to popsi. My little sis not not the biological daughter to my parents. Her mother was good to us hence we are returning the favor. She just finished secondary school and will soon pick jamb form to further her education on my father's financing.

I just fear pregnancy. She should be within 15-18 can't really tell though.

I'm just afraid popsi might sent her packing.

Let me advice you. Go back to her shop and prove you really love her. Ensure you buy at least 3k worth of goods each time you visit her shop, she will like it. Also sharpen your greetings skills whenever you want to greet her ensure you bow your head small to prove you actually respect and admire her.
Also wear good perfume and nice clothes anytime you visit her.
