With the above if Saraki just decide not to perform the last function the whole exercise of Dinos recall is in futility.

Not an issue where a sitting Senate President is not well disposed to a recall. That duty is not discretionary but mandatory. It is akin to the presentation of a certificate of return to the Senate President by a newly elected Senator who may not be a member of the same political party with him. The Senate President has a mandatory duty to act on it.
