The schools location is nice. Tama, Tokyo. Outskirts of Tokyo. 30 mins to Shinjuku on odakyu line. And 30 mins to Yokohama. So getting a part time job might be higher. Apartments are cheap here too especially around noborito and komae,but it's imperative you get school hostel as they are super cheap and convenient. Goodluck and Godspeed

Steel is not a far superior material than concrete. Bridges are made of concrete. Steel has advantage for been light weight and strong and easily bent to any shape. But it's expensive to build with steel. From welding to riveting and even making cuts. A foundation is meant to carry all loads without burden including concrete and steel. So if a building collapses ,it's either due to design error or construction error.
