Ex-Niger Delta militant leader, Government Ekemupolo, is reportedly in more trouble, as fresh charges of fraud have been leveled against him. They are to face a 22-count charge filed by the Economic and Financial Crimes Commission (EFCC). The charges were filed on Friday, January 22, at a Federal High Court in Lagos. They bordered on stealing, advanced fee fraud and money laundering to the tune of over N46bn. Those to be arraigned alongside Tompolo in the fresh 22 counts is a former Director-General of NIMASA, Patrick Akpobolokemi, whose four brothers – Victor, Nobert, Emmanuel and Clement – who are still at large, were said to have aided the suspects to commit the fraud. The other suspects are Kime Engozu, Josephine Otuaga, Rita Uruakpa and Pondi Kestin. This new charges come, eight days after Justice Ibrahim Buba ordered the arrest of the embattled ex-militant lord, for his failure to appear on Thursday, January 14. Tompolo was to appear to take his plea on a separate 40- count of alleged N34bn fraud earlier filed against him and nine others by the EFCC. According to The Punch, EFCC listed 25 witnesses that will testify against Tompolo and his 12 co-suspects when trial begins on the fresh charges which are yet to be assigned to any judge. It is gathered that among the witnesses are seven EFCC investigators, officials of the Nigerian Maritime Administration and Safety Agency (NIMASA), officials of the Ministry of Transport, Ministry of Lands, Housing and Urban Development, and officials of Bureau of Public Procurement. Also to give testimony against the suspects are officials of four commercial banks in Nigeria. Meanwhile, there are calls to declare Tompolo a wanted fugitive in the country. One of such calls has been made by Prince Arerebo Bodi, a chieftain of the ruling All Progressives Congress (APC) in Bayelsa state. A mother of two, Mrs. Oyinyechi Chinaka, who was 7 months pregnant with her 3rd child, was reportedly stabbed several times by her neighbor when she caught him rummaging through her purse and trying to steal money from it in her home on Anjorin street, Mushin, Lagos. She was quickly rushed to Lagos University Teaching Hospital (LUTH), Idi- Araba, but she lost the pregnancy. I left what I was doing and went to operate the television for them. But to my astonishment, I saw the neighbour in my room. He was going through my purse to steal money. I caught him red handed. He was shocked .I said, ‘ So, you are the one stealing all the money that has been missing in this compound’. I was shocked because I trusted him and we had never quarrelled before. I usually left my children with him and he entered my house the way he liked, but for him to be stealing was shocking to me. As I was still talking to him, he ran out of the room and before I knew what was happening, he came back with a kitchen knife and told me that he will stab me with it. I thought he was joking but to my shock, he moved close and, as I attempted to escape, he held me and started stabbing me with the knife . He stabbed me until I lost consciousness. I did not know what happened next. I only found myself in hospital and, after surgery, I was revived. My husband told me that I was stabbed and would have died but for God’s mercy. I could not feel my baby anymore. I was seven months pregnant but my baby was not kicking”. Mr. Henry , Mrs Chinaka’s brother- in-law, explained the trouble the family went through to get medical help for her. “When we heard that she was stabbed, the family rallied round and rushed her to LUTH. Doctors told us that she had to use the only ICU machine but a lot of people were on queue to use it. We ran helter skelter to look for money to deposit for her treatment. We had to deposit N500,000 and we have spent more than a million naira on her treatment but nobody knew who stabbed her and she was on life support machine for months . Unknown to us, the assailant’s elder brother had reported him to the police at the Olosan Police Station and the police had charged him to court for attempted murder without carrying out thorough investigation nor did they visit the woman in the hospital” , Henry said. “ We have been prevailing on the police to include the case of murder in the charge against the assailant because the woman lost her seven months old pregnancy due to the stabbing. The baby is in the mortuary but the DPO of the Olosan Police Station and the IPO are not ready to cooperate with us as they went on to charge the boy to court without hearing from the family of the victim. We are appealing to the police to revisit the case and amend the charge to include murder. We want justice to be done.” In his statement to the police, the suspect said he was pushed by an evil spirit to stab Mrs. Chinaka. “I went to her house to steal money. She caught me but a spirit told me to stab her, so I went to the kitchen and took the knife and stabbed her with it. I stabbed her because I did not want her to reveal to other neighbours that I am a thief. I fled the house when I saw blood gushing out. It was my brother who exposed me. He saw a cut wound on my hand and he questioned me where I got it. I had to confess to him that I used knife to stab Mrs Chinaka. My elder brother took me to the Olosan police station and I was arrested”. A human rights activist, Mr. Ishola Agbodemu, urged the police to get justice for the victim especially since her unborn baby was murdered. “If she had not been stabbed and made to go through such a terrible experience, she would have given birth to a child by now. The residence of a lawmaker representing Toro/Jama’a constituency in the Bauchi State House of Assembly, Hon. Tukur Ibrahim has been attacked by gunmen, NAN reports. The state’s police command’s spokesman, DSP Haruna Mohammed, who made this known to journalists, said the attack occurred at about 1.20am on Thursday, January 21. According to him, the armed men who were five in number forced the main entrance of the house and started shooting sporadically “with the intention of either robbing or kidnapping their target.” “On hearing the sound of gunshots, Police patrol team, led by DPO Toro Division, rushed to the scene and engaged the hoodlums in a fierce gun battle. The exchange of fire lasted for more than 20 minutes, after which they (hoodlums) were forced to abandon their mission and escape towards the mountainous hills,” he said. The force spokesman said there were no casualties in the gun fight, adding that the police recovered one live and 16 expended 7.62mm ammunition from the scene. Nigeria Prisons Service (NPS) has defended the manner the
national publicity secretary, Peoples Democratic Party (PDP)
Chief Olisa Metuh was treated when he appeared for his trial

The spokesperson for the NPS, Francis Enobore, who gave the clarification in a phone conversation with The Punch dismissed allegations by the PDP that the service mistreated Metuh all in a bid to play out a script orchestrated by President Muhammadu Buhari. He said: “Handcuffing an inmate is at the discretion of the officer in-charge, depending on the security situation, the environment and intelligence report available to the officer. Sometimes they look at the atmosphere and take the necessary decision. “If you suspect that the atmosphere, security-wise, may not be conducive to the inmates in your custody, you can use handcuffs; to avoid a situation where you have to start telling stories, you use your discretion to study the environment and take appropriate measures to ensure the safety of the inmates in your custody. “Remember that we not only try to secure the inmate from escaping, we equally provide protection for the inmate. The officer in-charge must ensure that the life of the inmate is not jeopardised. It is the officer in-charge of the escort that studies the security environment and takes the decision to use handcuffs.” Meanwhile, a Federal High Court in Abuja on Wednesday, January 20 adjourned its ruling on an application filed by the national publicity secretary of the Peoples Democratic Party (PDP), Chief Olisa Metuh. At the hearing today, the judge over the case, Okon Abang ruled that the respondents were still within time to file their reply briefs and therefore the matter was not ripe for hearing. If it is cooked with fish, vegetables and a sprinkle of oil, it no doubt offers a truly balanced diet consisting of carbohydrates, proteins lipids, vitamins and minerals as just a meal at a goal. Ingredients: – 6 Pieces of green / unripe plantain – Vegetable leaves ( ugwu or spinach) – Dried fish – Shrimps – Pepper – Onions – 2 cloves of garlic – Small sliced ginger – Palm oil – Tomatoes – A bit of sugar – Salt – Seasoning cubes Direction: 1. Wash your unpeeled green plantain in warm water first before you start. 2. Holding the plantain down with one hand, cut off both ends. 3. Remove the peel by making a vertical slit on the side of the fruit, about a quarter of a centimeter deep, just below the covering with a kitchen knife. 4. Dip in water and allow to soak for about 5 minutes, this will make the peel come off more easily. 5. Wash and slice the vegetable leaves (Ugwu or dried ugwu or spinach vegetable. 6. Then peel the plantain skin with a knife. 7. Cut some pieces of plantain and blend it into a paste as the thickener. Then slice the plantain into medium sized cubes and place into the cooking pot or sauce pan. 8. Pour some water till it covers the plantain then boil for about 10 to 20 minutes. 9. Add dried fish , crayfish, pepper, shrimps, few slices of onions, garlic, ginger tomatoes, a bit of sugar, salt, seasoning cubes . Then allow to boil for about 10 – 15 minutes. Ensure to stir occasionally. 10. Add palm oil, stir and cover for 5 minutes. 11. Add Ugwu leaves, stir, and allow to simmer for another 5 minutes. The federal government has began aggressive fixing and surveillance of pipelines as part of plans to meet up with the January deadline for the privatization of pipelines across Nigeria. The Nation reports that a close source to the company hired by the Pipelines and Products Marketing Company (PPMC) to provide 24 hours surveillance for the pipelines revealed that the move is aimed at improving the state of the refineries so as to attract investors. He said: “Based on my interaction with the management of the PPMC, I can tell you authoritatively that the government is serious with the issue of selling the pipelines to private entities, with proven track records of managing facilities that are previously owned by the state. Part of the seriousness is the issue of putting the pipelines in good condition to stimulate the confidence of investors. “People may think that increased security network noticed around pipelines in the country was a fluke. No, it is not. It was introduced as part of efforts to provide a solid footing for the privatization of the pipelines across the country.” It would be recalled that the managing director, PPMC, Mrs Esther Ogbue on a tour of some selected pipelines in Ogun state said the government is putting in place modalities to repositioning the pipelines for growth. Ogbue noted that government is not leaving any stone unturned, in order to ensure that the pipelines are well managed and further benefit the operators, especially marketers, who sell directly to consumers. Premium Times reports that a review of the fresh copy of the budget uploaded to the website of the Budget Office of the Federation on Friday, January 15, showed a massive cut by about 83.5% in the total allocation for the vehicles. According to the revised budget, the government will now spend only N1.34 billion to buy only five BMW saloon cars and jeeps as well as buses for use by the Presidency during the year. The Senate President, Bukola Saraki, had on Thursday, January 14, accused the presidency of substituting the original copy of the budget presented by President Buhari to the National Assembly (NASS) on December 22, 2015 with a new version. Saraki’s claim comes following days of suspense which trailed claims and counterclaims that the document was missing. Meanwhile, the controversy surrounding Nigeria’s budget was reportedly stirred by intents to defraud the nation. Investigations reveal that between the 1,810-page budget availed by Buhari and that presented by Ita Enang, the special adviser to the president on Senate matters, there were huge discrepancies. Most of the differences between the two budgets concerned the state house and the presidency in general. More revelations are expected to surface in the Army, Navy, Ministry Of Defense and police following the ongoing probe into the $2.1 billion arms procurement fund as contained in an audit report exclusively obtained by Sahara Reporters on Friday, January 15. [img]http://i.onthe.io/vllkyt48vt6dekggj.0ea06b7e.jpg[/img] The former Chief of Defence Staff, Alex Badeh The audit report was said to have detailed the huge fraud in the procurement of arms which sparked President Muhammadu Buhari’s order to the Economic and Financial Crimes Commission (EFCC) to investigate the role played by several retired and serving officers as well as civilian contractors. The report showed that the audit committee started work at the end of August 2015, and looked at procurement of weapons and equipment for the period from 2007 to 2015. A committee that was set up examined documents and information provided by different ministries, departments and agencies. It also evaluated information it gathered from organizations that provided funds in both local and foreign currencies to the Office of the National Security Adviser (ONSA) , the Defense Headquarters, and the various arms of Nigeria’s military services. The committee examined more than N643.8 billion in local currency contributions to defense expenditure, with the foreign currency component topping $2 billion. The audit committee disclosed that their collation of defense funds did not “include grants from State Governments and funds collected by the DSS [Department of State Services] and [the] police.” The audit report states: “in spite of this huge financial intervention, there has not been significant improvement in the capacity and capability of the Armed Forces.” The committee, however, disclosed that it has covered the audit of procurement activities by the Nigerian Air Force (NAF) and ONSA, but hinted that those of the Ministry of Defense (MOD), DHQ, Nigerian Army (NA) and Nigerian Navy (NN) are still ongoing. The audit committee stated in its report: “The procurement activities funded by ONSA were wide ranging and included acquisitions of platforms, weapons, ammunition and equipment. Most of the ONSA-funded contracts were awarded to Messrs Societe D’ Equipmente Internationaux (SEI) Nigeria Limited and E-Force Interservices Nigeria Limited.” The audit report showed that between February 2014 and May 2015, SEI “handled 38 ONSA funded contracts. Twenty-eight of the contracts were for the NA while 10 were for the NAF. However, the Committee could only establish the cost of three of the NA contracts amounting to nine hundred and twenty- nine million, five hundred and thirty-five thousand US Dollars ($929,535,000.00). The total cost for the 10 NAF contracts was nine hundred and thirty million, five hundred thousand, six hundred and ninety US Dollars ($930,500,690.00). Thus, a total cost of one billion, eight hundred and sixty million, thirty- five thousand, six hundred and ninety US Dollars ($ 1,860,035,690.00) was expended by the ONSA to fund the NA and NAF contracts.” There were several anomalies discovered by the audit committee and one of them is the absence of cost of defense items in the NAF letters awarding the contracts. “Rather, the vendors’ invoices that were all issued on the same date (March, 19 2015) reflected such details. Additionally, some of the award letters contained misleading delivery dates that indicated fraudulent intention in the award process. The observed discrepancies are in clear contravention of extant procurement regulations,” it states. According to the audit committee, its members are yet to physically inspect the purchased equipment; hence it “thus cannot confirm their delivery or serviceability status.” In particular, the committee “particularly noted the issue of procurement of two Mi-24 helicopters through SEI Nigeria Ltd that were deployed to the North East Operations in unserviceable condition which resulted in the unfortunate death of the late Group Captain U.N. Akpan and Master Warrant Officer Zabesan H.” Among the contracts highlighted by the audit committee is that of the $520 million awarded by the ONSA to E-Force Nigeria Ltd in February 2014 for the supply of 12 combat helicopters, rocket launchers and the training of Special Forces. The committee discovered that the Central Bank of Nigeria (CBN), following the directives of ONSA, mobilized E-Force Nigeria Ltd with $146 million after the contracts were signed. Even so, the NAF “has emphatically denied knowledge of the procurement or delivery of the helicopters to the Service.” The audit stated that the Nigerian Army “did not reflect the procurement of the rocket launchers in its submission to the Committee.” The audit committee also emphasized the buying of four Alpha-Jets in July 2014, and revealed that the ONSA awarded a contract of more than $7 million to Messrs Abbatare Nigeria Ltd, Konet Limited and Air USA for the procurement of the jets, including weaponization, avionics upgrade and provision of spares for the NAF. But it finds out that the jets were bought on an “as is” basis through Mr. Uptal Nandy, a UK-based Indian veterinary doctor. “As is,” “where is” meant that the equipment would be supplied in its present condition “and the seller was not obliged to carry out any repairs or maintenance on the aircraft.” The audit report further showed that the Nigerian Air Force personnel “confirmed that only two of the aircraft were ferried to Nigeria in April 2015 after cannibalization of engines from NAF fleet.” It disclosed that the remaining two Alpha-jets were “still in the USA awaiting repairs and clearance from the USA State Department.” The reports states that: “The audit uncovered a series of suspicious transfers of funds through the CBN. The committee stated that, between September 17, 2012 and March 9, 2015, former National Security Adviser, retired Colonel Sambo Dasuki, and ONSA’s former Director of Finance and Administration, Mr. S.A. Salisu, ordered the CBN to transfer various sums of money totaling more than €9.9 million. The funds were transferred to “various accounts in Nigeria, Niger Republic and UK for unascertained purposes.” Meanwhile, officials of the Economic and Financial Crimes Commission (EFCC) on Wednesday, January 13, sealed off the Abuja house of former Chief of Defence Staff (CDS) during President Jonathan’s administration, Air Chief Marshal Alex Sabundu Badeh located at No 19 Kumasi Crescent, Wuse II. It was a gory sight yesterday, January 10, when a group of angry mob shot a police officer to death in Agege area of Lagos. The Nation reports that the mob shot dead Police Corporal Sunday David after he allegedly killed two persons in the area. David, who was not in his police uniform was shot as he tried to flee after the act. Also known as Iku Sunday, David who was attached to the Special Anti-Robbery Sqaud (SARS), got knocked down in traffic around Elere, and was shot in Salawu Street, Orile- Agege. at about 3pm.
