Some jurisdictions have changed the definition to emphasize on the lack of consent, not penetration. Even in the UK, where this penetration standard started (with regards to Nigeria), they are debating expanding the definition. Some analyses define male rape as "forced to penetrate". One recent example, a young lady thought a guy was a bitcoin millionaire when the price shot up. She put a gun to his head as she was riding him and forced him to cum inside her. With the "rape is penetration only" laws, she would not be guilty of any rape. Vision101: @Magnoliaa Are you a lawyer? Can you expatiate on this? Because I've seen something like this somewhere and it got me stumped.
But it is still rape, right? Sex without consent is rape. Why is (proof of) penetration the basis?
@me I'm an accountant but I have good background in law. This area of law is criminal law. One challenge in law is that even if the culprit is cut red-handed the judge can't assist you. You have to prove your allegation.
Most cases of rape are abandoned because the victims feel very ashamed to prove the issue of penetration. Consequently fiddling with the private parts of a female adult with your fingers and/or sucking her breasts against her will will be difficult to prove as rape. The judge realises that all manner of allegations can be made. Legally there can't be sex without penetration.
Penetration proven either medically or otherwise is easiest way. This is why rape against children or virgins are easier to prove because medical examination will establish this.
In terms of rape against a man, it's very difficult to prove because of this issue of penetration. How can you prove penetration by an adult female against an adult male? Who is penetrating who?
Concerning a male child and an adult female they may look at the issue of abuse. There could be other arguments though. |

Atheist 'beliefs' were violent? Beancounter94: It is a harsh fact of Christian history that Christians acted in a violent way to convert other Christians, to convert pagans and even to war against other people's faith. It is also a fact that people from other religions were forcefully converted.
But eventually we learned from our violent past and changed.
Just as it is true that Muslims, atheists and many other religious beliefs were violent and coercive too in the past and even now.

Religion could be a problem and is one of the problems in our country. If people can devote their lives, on fear of death (for Islam in parts of the country or for "Christianity" in places like Cross River), to something without evidence, what else can they do for belief? Religion also includes beliefs in "juju". At least once a day, there is a news article about a person (mostly young women) being killed & dissected for "rituals". Belief in religion can help build communities, no doubt about that, but that belief comes with problems too. Lollittaa: China is largely Buddhist. India is largely Hindu. These countries are mentioned because of their population. They're more populated than Nigeria. And so very religious. You're free to believe religion is the problem. I know it is not. Bad leadership. Corruption. A dead justice system is largely to blame for the problem in Nigeria. |

And the UAE, Kuwait, Qatar are very Muslim. Nigeria is not the most religious country. Nigeria has a leadership problem, which has made people fall back on religion to give them hope.[/color] |

Another thing, companies looking for remote English, french operations should be able to call on Nigeria.
This is related to freelancing but as president, we could push for a few big contracts.
Go abroad, Nigerians are working in call centers everywhere. I remember when I spoke with an Airbnb rep and she told me she was based in Lagos. I was overjoyed.
For the companies, hiring Nigerians could be cheaper than Indians. An experienced customer service call center agent earns ~ $20/hr meaning $160 a day or $3,200+ a month before taxes.
At 50%, that will be $1,600 a month or N640,000 a month at N400/$1. Imagine one small town has 50 people earning that legitimately. Think of the improvement in that area. Then expand this across the country.
Some Nigerians abroad may even prefer to come back and manage this in their own country. |

Tracking all MDAs is called auditing. We already have an auditor general. Focus on getting them how IRS gets people. If the FIRS comes after you hard, only you will tell yourself not to steal and not pay tax. I agree with identity. I don't think we need a new identity system but to expand the use of passport, bvn, nin. What will happen to the FAAC when the reduction happens? Everybody has said refineries will be built. How? CodeTemplar: First of al, I will adopt a centralized accounting system or software that will reveal every kobo moved in or out of MDAs. All expense will be studied and items common to many MDAs will be bought in bulk and distributed. Second is a identification for all citizens. A central system that can then be used to track population, birth, deaths, relocations and employment in civil service. I will push for states to start depending on IGR gradually in a process that reduces their share of FAAC to 8% from the current ~30%. Refineries will be built. Regions will handle all main roads within and the FG will only intervene equally for all region. Each region must have their main industrial hubs built around their most sellable raw mateeials,(crude, natural resources, rubber, cocoa, groundnut rice, etc). A star topology track that runs from centre of the country to each six regions will be mapped out for building pipelines, rails, power transmission lines along. This will enable easier monitoring and reduced vandalism. |

FREELANCE! As much as possible, open the country to freelancing. Make it possible to receive any kind of payment (any currency, bitcoin, etc). The caveat will be that $2000 cannot be easily transferred out of the country.
CURRENCY! No more banking and parallel rate. Everybody uses the same rate whether its a bank or BDC. Do this by selling directly to banks/BDC at the same rate. Reduce dependence on USD. Explore the gold standard (don't know enough yet but explore if it keeps inflation down). Try to increase demand of Naira by trading oil in Naira and making Naira legal tender in some other African countries.
PETROL!! No subsidy. Free license to refine in the country. Free license to import fuel from anybody at normal customs rate. We don't have supply which is why petrol prices keep going up. The number of cars proportional to our population is extremely low and will only increase, therefore a low pump price, without subsidies, is extremely important.
REMITTANCES!! Try to get visa free agreements with some countries especially for healthcare workers. Try to get acceptance of degrees by many countries abroad. Any Nigerian who graduated in the health sector gets a $10,000 loan to travel out to specific countries. They have to pay back the loan within 5 years at 10 - 20 % interest a year. They can only get the loan if they're going to a country we have an agreement with. So if they disappear, the country takes the money directly from their bank accounts to us. Remittances from people abroad is the biggest source of foreign currency in this country. In the same vein, we should accept all major foreign currencies.
TRAINS! Use existing rail lines and have trains working 20 - 24 hours a day. Mandate cargo above a certain weight to only move by train. Any new rail construction will come with concession granted that the company builds the lines at record speed. |

Apologies for insinuating that you were not well read on the topic. That was rude and unnecessary. Thanks for the pwc summarised report. The underpinning point I am making is that the TCN can't handle Nigeria's demand. The TCN cannot handle more than 4000 MW comfortably now and is supposed to manage the entire country. Transmission needs to be liberalised, that is the major bottleneck. You know that Nigeria pays generators who feed in whether TCN transmits or not. The investments needed for transmission in the country will not come until that part of power (transmission) is privatized and broken into sectors. As for power demand, I am positing that our transmission network should be able to handle a peak of at least 100,000 MW a day. For example, we are a country of 200 million people. Alberta, a province in Canada has a population of 4 million and has a peak summer demand (so no winter heating) of ~11,000 MW. Such a massive growth in capacity (from 4,000 MW peak to 100,000 MW) is an extremely serious feat. Beancounter94: 1.Thew transmission system needs fixing, and it would cost billions to do so.
2.Infact, it would, according to the expeprts, cost us 30 billion dollars annually over the next 15 years to fix power.
3.And the reason why we cannot fix our transmission system is because the power sector is being run at government price, not at the price the discos AND gencos want to set.
4.GSM is low now , once upon a time, SIM was very very very costly. Because GSM companies were the ones setting the price, they were able to earn enough prifit, and attract enough investment...which eventually along with comeptiton led to prices falling to a affordable level
5. I have seen the comments you and your friend exchanged calling my assertions false, and telling me I have to read more. Well, all I will say to that is
If you were running a business, and the government was setting your price, instead of you setting your price, would you make a profit or a loss? I would like an answer to that question please.....
At the end of the day, if the power sector is allowed to run like a business, there would be a price increase yes, but as things get better, prices will fall.
Also, I have been reading about this thing for years....since 2014, when GEJ's decision to change to doscos and gencos led me to read up.
I will , in conclusion, advice you to read this....Solving the liquidity crunch in the power sector. Consider the page from the report below.
Good morning.
P.S Lagos city needs 10000mw daily for 24/7 power in all pats of the city, and that's a value from 10 years ago (got that from the now defunct 234next newspaper) |

More importantly, dollar is not Naira. Cost of living here is much less. Our electricity costs should be much less than north America. If someone spends $100 a month on electricity in North America, that is probably less than a day's pay. How many people earn $100 a day in Naira in Nigeria? Beancounter94: And it is higher in Nigeria because
1.It costs more to produce power in Nigeria.
2.Then there is the fact that a lot has to be fixed to guarantee 24 hour cost of power....adding to the cost.(When GSM came to Nigeria first time, we ended up spending higher for SIM and airtime, procceds which were used to build up the network we have now. Once it was up and running, prices dropped.)
3.Then there is the fact that we don't use cheaper sources of power like nuclear power for instance.
4.Additionally, at N50 per kwh, for 24 hours, an average US consumer would pay more. And thus US power companies have more profit than Nigerian companies.
5.Throw in the fact that at least 40% of Nigerian subscribers for power in Nigeria do not pay anything...they use the power illegally. That money is passed on to people who actually pay their power bills. That does not happen in the USA. |
