Luanda — The "Angola International Diamond Conference" (AIDC), which aims to publicize the quality of Angola's diamonds and attract more private investment to the market for this mineral in the country, begins today (Thursday) at the Diamond Development Hub of Saurimo, Lunda Sul.

Under the motto "Angola: Destination for Sustainable Investment in the Diamond Industry", this first International Diamond Conference will run until November 27, with the participation of mining ministers from the main African diamond producing nations.

The event will also be attended by managers of diamond companies, national and international specialists, among other individuals.

For three days, AIDC participants will analyze and debate topics such as "Yields in the diamond industry in the last five years", "Methods and data availability", "Geological investigation", "Results from areas with mining potential" and" Challenges and impacts on communities".

Primary and secondary deposits, prospecting, diamond market analysis, jewelry trends research and laboratory data, stock market, market future and sustainable financing and mining exploration and development of diamond projects in Angola are other matters to be analyzed.

With regard to the event, the secretary of State for Mineral Resources, Jânio Correia Victor, considered the event a great opportunity to invest in this strategic sector for the diversification of the national economy.

Speaking to ANGOP, the secretary of State said that the guests to the event include major Angolan partner companies in the mining sector, from Africa, Asia and America, adding that from African the organizers expect countries like the Democratic Republics of Congo (DRC), Namibia and Botswana.

BP has kick-started oil production from Angola's Platina deepwater field, providing some relief to the OPEC member, which is in the throes of an output slump.

The Angolan ministry of mineral resources, oil and gas and BP held a ceremony Nov. 24 marking the start of production at this field, the ministry said Nov. 25.

The Platina field, expected to produce 30,000-40,000 b/d, is connected as a subsea tie-back to the Greater Plutonio FPSO in Block 18, from which the Plutonio grade is exported.

That is welcome news for Angola, which has been facing an uphill battle to reverse its crude oil output decline. This is the third new oil field, to come online in Angola in the past seven months, after Eni's 10,000 b/d Cuica and TotalEnergies' 40,000 b/d Zinia Phase 2 projects.

The ministry had previously said these recent startups could help stabilize its oil production at 1.30 million b/d over the next three years.

Angola, which used to be Africa's second largest oil producer until early 2021, has its seen output tumble to a 17-year lows. Crude output has recently averaged around 1.10 million b/d, as it has suffered from technical and operational problems at some fields, aggravated by a lack of upstream investment and incentives.

Upstream rebound
The Platina field, which contains reserves of around 44 million barrels of oil, began production 44 days earlier than scheduled.

The project, which comprises of four wells, will help increase the country's recoverable reserves, according to BP Angolan vice president Adriano Bastos.

"It remains a mark of pride for BP in Angola. After nine years, [we] have first oil from a new project, and this opens up other opportunities. We have other projects online, like the new production center where we will have the first oil around 2026," Bastos said.

"We hope that with this project, others will emerge and that we can have oil production [rebound] to the good of our country's economy," Angola's minister of mineral resources, oil and gas, Diamantino Azevedo said.

Drilling by BP at Angola's Platina oil field in Block 18 only resumed in November, after COVID-19 delayed the development.

Platina is the second project in Block 18 after the Greater Plutonio field began production in 2007.

BP is the operator of block 18 with a 46% interest, while Sonangol Sinopec International (SSI) holds the remaining 54%. BP is also the operator of Block 31 offshore Angola and has non-operated stakes in blocks 15, 17, 20, and 29. It also has non-operated interests in the New Gas Consortium and Angola LNG.

The coronavirus pandemic put the brakes on some of the country's exploration and drilling programs, as many oil companies have halted upstream work and reduced capital spending. But activity has picked slightly in the past year.

BP, Eni, ExxonMobil and TotalEnergies have all recently resumed exploration and drilling work in the West African country

The government is hoping to stabilize oil production at 1.3 million b/d over the next three years.

The country, which typically produces heavy but sweet crude, has traditionally been among the top suppliers to China. But key fields like Cabinda, Dalia, Girassol, Hungo, Kissanje, Pazflor and Plutonio have all declined and matured at the same time.

ADDIS ABABA (Reuters) - Ethiopia's Prime Minister Abiy Ahmed has gone to direct the war effort from the front lines, state-affiliated media reported on Wednesday, and Deputy Prime Minister Demeke Mekonnen Hassen will take charge of routine government business in his absence.

Government spokesman Legesse Tulu detailed the transfer of some routine duties in a news conference, the report from Fana news outlet said.

Abiy announced late on Monday he was planning to personally direct the fight against Tigrayan forces and their allies.

"Let's meet at the war front," he wrote "The time has come to lead the country with sacrifice."

Last month Tigrayan forces and their allies threatened to march on the capital Addis Ababa; they have also been fighting fiercely to try to cut a transport corridor linking landlocked Ethiopia with the region's main port Djibouti.

On Tuesday, U.S. Special Envoy Jeffrey Feltman said the Ethiopian military and regional militias had been able to hold back Tigrayan attempts to cut the corridor but Tigrayan forces had been able to move south towards Addis.

Ethiopia's military spokesperson did not respond to requests for comment.

The Angolan government plans to invest over US$445.5 million (392.3 million euros) to build 21 logistics centres, by 2038, in order to minimise the challenges of goods transport, which is still heavily dependent on road transport.

The information was published today in Soyo, Zaire province, by the Minister for Transport, Ricardo de Abreu, at the launch of the international public tender for the concession, construction, operation and commercial management of the Soyo and Luvo Logistics Platforms, in Zaire.

Abreu said that all the platforms to be built by 2038 will have different characteristics that will complement each other.

"This act symbolises that we are taking another concrete step towards promoting the diversification of the Angolan economy, by way of stimulating increased production in other sectors and reducing dependence on oil, and it is therefore fundamental to establish an optimised logistics network, integrated by the maritime, land, rail and air sectors," he said.

According to the minister, the network of logistics platforms will be an important element in the plan to diversify the national economy, and depending on the province where they are installed they will facilitate the storage, conservation and flow of production from productive, rural and fishing areas, as well as from agri-industrial hubs.

Angola is ranked 162 out of 163 countries in the World Bank's Logistics Index, the minister said, noting that the institution estimated that in 2017 transport and logistics costs in Angola were 16.7 percent in relation to the Gross Domestic Product.

"This is twice as much as in the most developed economies," he noted.

By 2022, Angola plans to put into operation six logistics platforms, which are expected to boost the great economic potential of its regions and respond to the growing demand for goods and services by citizens and companies.

"With the SADC [Southern African Development Community] region in its sights, the National Network of Logistics Platforms will also be a determining element for solidifying Angola's geostrategic position as a reference hub for the entry and exit of goods in southern and central Africa," he said.

In his turn, Economy Minister, Mário Caetano João, said that this network of logistics platforms would help the dynamics of the regional integration process in southern and central Africa, which could be fed by Angolan products.

"We are talking about two markets with over 500 million inhabitants, which is a sufficiently vast market and we can only ensure that these logistics platforms effectively serve the country in the best way," he noted.

Caetano João noted that without these logistics platforms we have already seen a very interesting dynamic in exports, with the main markets at the moment being the Republic of Congo, the Democratic Republic of Congo (DRCongo) and Cameroon.

"We are seeing a diversification of the destination of our goods, last year it was mainly the Democratic Republic of Congo, border countries, today we are seeing that the Republic of Congo is in first place, secondly the Democratic Republic of Congo and thirdly Cameroon, so we are seeing that our companies are exploring neighbouring countries, where the entry of our goods is less demanding, for less sophisticated markets," he said.

According to the Economy Minister, the product leading exports are cement, alcoholic beverages, soft drinks and packaging.

"Those are the first four that have been gaining ground here in the region and we have been monitoring and seeing how we can eliminate non-tariff barriers," he added.

The holder of the Economy portfolio said there is also an effort to expand production to centres in the eastern region, namely the Congolese province of Alto Catanga, with the capital of Lubumbashi, the main economic centre of DRCongo.

"It would be desirable that we could also reach that Lubumbashi/Durban (South Africa) corridor, which is a very interesting corridor economically," highlighting the bean production that has been exported to neighbouring countries, in addition to some tubers and fruits.
