The landlord had already entered into a year's agreement with the tenant. As such he's oblige to see the agreement through. You can't change the rules in the middle of the game. Who's going to refund him the 3 weeks he'd paid for but he's being asked to leave b4 the expiration of his yearly tenancy?

This does not in any way affect or deprive you of money already paid.

You will still enjoy your tenancy till December 2021.
