For me two steps - commit the matter into prayer and invite military police to deal with him.

These are adults not kids. I repeat let the Army bring out the rule that was broken. Once it is shown then I will be in full support including dishonourable discharge for the lady. However just produce the rule that was broken.

I seriously doubt the lack of progress in Nigeria is due to female soldiers accepting a romantic offer from a civilian. Rather I think the inability of Nigerian leadership structures to think and execute better solutions rather solidly sticking to punishment is one of the reasons we are here. For example, a company doesn't pay taxes on time. Rather than fine and allow the company to produce - we shut it down without considering that it might be in the nation's interest to keep the company running while deducting the fine from its income. In this case, the military should have milked the political propaganda out of this. I await the law which says a soldier on duty may not accept a civilian proposal of marriage.
We have a gift of refusing to think and understand intent of laws before applying punishment.

What I am against is school lack of oversight on such things. There should be a formalised process for such things. I am not against seniors punishing juniors where clear definition on the punishments are stated.

It is not wrong. The problem is definition of the punishment. It also depends on the school.
Schools are clear on this. Parents should read the rules of the schools. Some schools allow seniors to punish juniors. At times the school requests that seniors do so. I was in a school where SS3s were often requested to punish armed robbers as an SS3 student and there was clear definition.
