I think a couple of indices should be applied if we'd like to be objective here.

- Infrastructural development
- Human development (education, health etc.)
- Revenue generation
- Crime reduction
- Transparency of Government
- Potency of future projections (ie. What positive effects the governor's administration would have on the people, even long after he's gone).

Would any forumists be kind enough to debate on the indices I've just listed above? It could make for an educative thread.
