It has nothing to do with population.

The major problem is that wealth is not circulating in Nigeria. Actually population when properly harnessed is a big advantage. One politician will loot an amount equivalent to the cost of the 11 Rolls Royce and bank it in another country. By virtue of fractional reserve banking, they have increased the cash value in the bank by ten fold of the amount.

So what has population got to do with it? 1.1m barrel/day is the production volume. Due to the circumstances highlighted above, Nigeria will be lucky to see credit equivalent of 200k barrels/day.
